The Role Of Internal Auditors In Institutions Of Higher Education : An Empirical Investigation, Zamzulaila Zakaria
Student Works (2000-2009)
This study reports on the empirical finding on the role of internal auditors in institutions of higher education in Malaysia. Good governance is precondition for competitiveness of a firm, market or economy. Institutions of higher education like other business entities also should maintain good governance. Overseas literature has shown the importance of internal auditing in management of institutions of higher education. Additionally, local internal auditing literature also revealed the importance of internal auditing as important governance structure in organization. This study provides empirical evidence on the existence and scope of internal auditing in institutions of higher education in Malaysia. This …
Complementarity Of Politics And Administration: An Empirical Examination, Jothi S. Themozhi
Complementarity Of Politics And Administration: An Empirical Examination, Jothi S. Themozhi
Theses and Dissertations in Urban Studies
This dissertation is designed to examine the impact of the complementarity of politics and administration on local governments' fiscal performance. The study adopts Svara's Politics-Administration Complementarity Model, which explains the mutual interdependence and reciprocal influence of administrative relationships between the elected and appointed officials of local governments towards a General Management City (a traditional mayor-council city that appoints a professional city manager to conduct the city's administration without formally adopting the council-manager form).
By adopting the politics-administration complementarity model to a general management municipal administrative structure, this thesis hypothesizes that cities with general management administrative structures achieve measurable fiscal …

Visionary Leadership: The Importance In The Public Sector From The Perspective Of City Managers, Nancy L. Quarles
Dissertations
The purpose of this qualitative study is to apply Sashkin’s Visionary Leadership model to City Managers, with an emphasis on how the city manager puts the vision into action in local government. There is much talk that government leaders need to have a vision so that their organization will work more efficiently and effectively. More government agencies should seek to instill visionary leadership, much as a growing number of businesses have done. The City Manager must cope with sweeping changes in city government that have resulted from rapid growth, elected officials’ expectations, new technology, unions, citizen demands, and the need …

Treatment Staff Burnout: Measuring The Effect Of Administrative Support In Adult Male Prisons, Brett Garland
Treatment Staff Burnout: Measuring The Effect Of Administrative Support In Adult Male Prisons, Brett Garland
All-Inclusive List of Electronic Theses and Dissertations
For the past few decades, criminologists have evaluated the success of treatment programs as the primary strategy to identify the best ways to lower offender recidivism. In doing so, they have repeatedly overlooked staff burnout as a potential barrier to rehabilitation. Because past research in human service agencies in general and prisons in particular has found organizational and administrative shortcomings to have the greatest impact on job strain and discomfort, this exploratory study examined the relationship between administrative support and the burnout of prison treatment staff. Burnout, the dependent variable, was measured by a modified version of an exhaustion index …

Local Solutions For County-Wide Amalgamation: Factors For Success And Failure, Linda Dean
MPA Major Research Papers
This paper examines local solutions for amalgamation in Ontario by conducting a comparative case study of the County of Brant’s success at amalgamation and the County of Dufferin’s failed efforts towards amalgamation. The findings reveal that the factors that contribute to the outcome of local amalgamation decisions include the loss of identity associated with municipal mergers, the assimilation of individual communities, and the blurring of each community’s distinct characteristics into one homogenous mass.

Hybrid Organizations And The Alignment Of Interests: The Case Of Fannie Mae And Freddie Mac, Jonathan G.S. Koppell
Publications from President Jonathan G.S. Koppell
This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. A triangular model of this alignment is proposed and employed to analyze the legislative outcome. The case has implications for students of …

The Effects Of Reengineering On Hospital Performance Indicators, Linda Rutgers Albery
Dissertations
Reengineering was a management tactic designed to reduce costs and increase efficiencies in the work place. Although many hospitals reported reengineering efforts were a priority during the latter part of the 1990s, little research has been done to determine the effects of reengineering on cost and quality performance indicators.

Challenges Of (Dis) Connectedness In The ‘Big Question Methodologies’ In Public Administration, Richard Callahan
Challenges Of (Dis) Connectedness In The ‘Big Question Methodologies’ In Public Administration, Richard Callahan
Public and Nonprofit Administration
The “big questions” articles previously published in Public Administration Review found a widely divergent set of questions rather than a shared research agenda. This article applies the concept of layers of society to analyzing the author's starting points and developing questions that link the organizational and institutional levels. Connecting these levels offers the potential to overcome the limitations of problem solving on only one level. In addition, this framework explains the diversity of research in public administration as potentially productive and connected, rather than fragmented and in intellectual disarray. This article offers four researchable questions that connect the organizational and …

Practice In The Electronic Community, Roger A. Lohmann, John Mcnutt
Faculty & Staff Scholarship
The Internet was at its inception a commons rather than a marketplace. Increasingly, however, communitarian notions have been overwhelmed by the internet as one huge shopping arcade. The potential is certainly there for this amazing technology to advance the causes of human freedom well-being and community. At the same time, however, this powerful set of technologies that in less than a decade have become nearly universal in scope and sweep, have the potential also to become simply another extension of the global economic marketplace. Far worse, there is also the potential to become a power tool for class domination or …

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken
Faculty Publications, School of Management
This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …
