The Civil Servant In A Deregulated Economy, G V Ramakrishna Dec 2002

The Civil Servant In A Deregulated Economy, G V Ramakrishna

IIMB Management Review

Post liberalisation and globalisation, and the changes that they have spelt for Indian industry and the economy, the bureaucracy has come in for some criticism. G V Ramakrishna, former Secretary to the Government of India, and former Chairman, SEBI, suggests ways in which it can reorient its role to be more effective and credible in the new global environment. The civil servant must arrive at a clear understanding of the policy objectives of the government; assemble and analyse diverse views within the framework of policy making without succumbing to pressure groups; educate interested groups both within and without the government …

Devolution Or Downloading: The Financial And Service Effects Of Local Services Realignment On Ontario Ambulance Services, John Prno

MPA Major Research Papers

This paper examines the devolution of ambulance services in Ontario from provincial to municipal control to determine whether it has resulted in a more efficient, accountable, less costly, and simplified process. Data from a sample of municipalities in the province is analyzed in an attempt to determine differences in cost and service levels between municipalities that choose to contract ambulance services and those that decide to deliver ambulance services themselves. The findings reveal that although ambulance services in Ontario have been historically under-resourced and have experienced increased service levels, the cost of providing the service has almost doubled since devolution …

In the following research study, a self-administered questionnaire was utilized to assess opinions regarding embryonic stem cell research based on three objectives: willingness to accept stem cells, educational background, and religion. A total of 1 13 fixed-alternative questionnaires were distributed to a diverse group of respondents. Nonprobability sampling using the accidental approach was performed. Support of stem cell research was dependent on Question 9, which asked what people thought about the cloning of human embryonic stem cells. The data revealed that most respondents from all groups surveyed opposed stem cell research. Neither education nor religion was a major determinant in …

Food Stamps: Available But Not Easily Accessible: A Study Conducted For Project Bread, Michelle Kahan, Elaine Werby, Jennifer Raymond

Center for Social Policy Publications

Concerned with growing hunger among Massachusetts families eligible for Food Stamps, and the paradoxical decline in the number of program enrollees, Project Bread asked the Center for Social Policy at the John W. McCormack Institute of Public Affairs, University of Massachusetts Boston (CSP) to study the process of securing and sustaining Food Stamp Benefits. Concurrent with the planning process for the study, the Massachusetts legislature, in an override of the Governor's veto in early December 2001, included language in the FY 2002 budget designed to expand access to the program. Among other requirements, the language requires the Department of Transitional …

Diversity programs have become a popular topic in today’s workforce. Diversity has become an important factor in the success of an organization. Organizations are beginning to understand that diversity adds to the production and to the success of the organization, and is not a negative setback. Many agencies are realizing that diversity includes all employees, and is no longer just a racial issue. Diversity is the makeup of the world, and there are many dimensions of it. …

Workplace Violence: A Case Study, Robert F. White May 2002

Workplace Violence: A Case Study, Robert F. White

UNLV Theses, Dissertations, Professional Papers, and Capstones

This paper addresses the problem of workplace violence. Because research into workplace violence is relatively new, there is not much research into managerial response to violent incidences. This paper helps to establish a template that may become a useful managerial tool to decrease the potential for future workplace violence that may lead to loss of life and unnecessary monetary loss. Managers are not necessarily equipped to develop appropriate measures to effectively deal with violent issues. Given the proper tool, managers can often work wonders. The paper focuses on homicide in the workplace, which has been the second leading cause of …

Better Revenue Forecasting: Is Fiscal Stress A Stimulant? A Look At Nevada Local Governments, Richard A. Derrick Apr 2002

Better Revenue Forecasting: Is Fiscal Stress A Stimulant? A Look At Nevada Local Governments, Richard A. Derrick

UNLV Theses, Dissertations, Professional Papers, and Capstones

Revenue forecasting is one of the most critical and often difficult tasks in governmental budgeting. It is critical because it determines the parameters upon which the budget is based. It is difficult because many outside influences can impact revenue results and cause variances with the forecast. If revenue is under projected, valuable services may not be provided during the fiscal year and an unexpected surplus may be created at year-end. By the time it becomes apparent that surpluses are developing, the damage to on-going programs and services, which may require consistency and budget stability for efficient delivery, may be done. …

The Effects Of Parent Care And Child Care Role Quality On Work Outcomes Among Dual-Earner Couples In The Sandwiched Generation, Angela Rickard Apr 2002

The Effects Of Parent Care And Child Care Role Quality On Work Outcomes Among Dual-Earner Couples In The Sandwiched Generation, Angela Rickard

Dissertations and Theses

Research has shown that more men and women are occupying multiple roles as employees and caregivers to a child or an elder. The proliferation of women in the U.S. workforce since the 1960's has resulted in a “typical” American family that no longer consists of an employed father and stay-at-home mother, but rather one in which the father and mother both work outside the home. Indeed, the “dual-earner” family is the dominant family form in the U.S. today and into the foreseeable future. The aging and increased longevity of the American population, coupled with changes in the level and timing …

Who's In Charge? Appointments Of Latinos To Policymaking Offices And Boards In Massachusetts, Carol Hardy-Fanta Apr 2002

Who's In Charge? Appointments Of Latinos To Policymaking Offices And Boards In Massachusetts, Carol Hardy-Fanta

Gastón Institute Publications

As the Latino population in Massachusetts continues to grow, there has been a corresponding increase in the number of Latinos achieving elected office throughout the state. Twenty years ago there was only one Latino serving in elected office in Massachusetts—Nelson Merced. In 1995, there were only four elected officials who were Latino and no state representatives. Today, through the hard work of candidates, activists, and Latino community activists and organizations, there are three Latinos serving as state legislators, fourteen holding municipal office, and an increasing number of campaigns at all levels of municipal and state government being conducted.

While this …

A large state government agency which is currently using TQM, reengineering and privatization was used as a case study. Two-hundred-and-twenty-four employees were voluntary participants. This study examined three research questions: 1. Could the level of alignment, as hypothesized by Labovitz and Rosansky, be replicated with a sample of public agency employees? 2. Is the agency aligned, based on the Labovitz and Rosansky model, to successfully …

Weg Von Der Armut Durch Soziokulturelle Integration : Bei Sozialhilfeabhängigkeit, Alter Und Behinderung, Jonas Strom, Matthias Szadrowsky, Isidor Wallimann

Books

A person who has to live alone is marginalized and impoverished socially and culturally. A person must be able to participate in society - through education, culture, through the inclusion in civil society organizations, family and politics. If this is achieved, it will result in the person having more opportunities to secure this social and material existence and will more slowly become financially dependent and would be dependent for a shorter period of time. This in turn means financial relief for the State. It also ensures that human rights are afforded and promotes personal development.Previous research has provided many answers …

‘Sworn’ Versus ‘Civilian’ Career Development Paths In The Fire Service In Nevada, Kelly Blackmon

UNLV Theses, Dissertations, Professional Papers, and Capstones

The Clark County Fire Department has no formal career development path for fire prevention (civilian) personnel as it does for suppression (sworn) personnel. The purpose of this paper is to compare the career paths developed for suppression personnel and prevention personnel in five fire departments throughout the State of Nevada. Three dimensions relevant to the extent to which a career development path exists were identified and each department was assessed terms of these dimensions. The results illustrated the need to enhance the career development path in prevention to more …

Organizational Climate And Commitment: A Case Study Of An Urban Nonprofit Organization, William Sawyer Grant Jan 2002

Organizational Climate And Commitment: A Case Study Of An Urban Nonprofit Organization, William Sawyer Grant

Theses and Dissertations in Urban Services - Urban Management

This qualitative study investigates the relationship between the two constructs: Organizational Climate and Organizational Commitment.

Litwin and Stringer (1968) suggested that a molar model is needed to explain employee behavior and motivation. Climate was proposed as this molar construct. Research concerning Organizational Climate resulted in multiple definitions and little consensus concerning the number and use of multiple dimensions of this construct. The almost exclusive use of survey methods coupled with methodological confusion with Organizational Culture created difficulty with the use of this important construct.

Organizational Commitment research resulted in a number of competing definitions. Research by Meyer and Allen (1997) …

Perkembangan Perdagangan, Perkapalan Dan Pelabuhan Di British Borneo, 1800-1963, Hanizah Idris

Student Works (2000-2009)

For the last two decades, there have been remarkably few works that have dealt with British Borneo as a whole. Over time, different works particularly on the political and anthropological aspects have been written on British Borneo but separately as an individual state. Therefore, this thesis focuses on the development of trade, shipping and ports that are also of major significance in the study of British Borneo. From 1800 to 1963, British Borneo had experienced tremendous changes in the development of trade, shipping and ports. As a resource based territory, it has attracted traders and entrepreneurs from other parts of …
