Over 400,000 people are incarcerated awaiting trial each day in the United States. Many of these individuals are held because they are unable to post cash bail, generating substantial economic inequality between those who are able to be released and those who must wait. Illinois's Pretrial Fairness Act (PFA) banned cash bail in 2023 to reduce economic inequity and remove judicial discretion in pretrial decisions. I use daily roster data from multiple suburban and rural Illinois jails and a regression-discontinuity-in-time (RDiT) approach to test for changes to jail composition after the law went into effect. This study investigates the academic experiences of student veterans, addressing specific challenges they face in higher education. Using Schlossberg’s adult transition theory, it explores the effects of invisible barriers, enrollment trends, and institutional factors on veteran student success, leveraging the VA’s GI Bill Comparison tool to examine public versus private school support. Findings underscore the need for targeted resources, faculty training, and institutional awareness to foster a supportive and inclusive environment that enhances veteran students' academic success and sense of belonging.

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. The first article conceptually analyzes historical trends in arts advocacy in the United States. This study provides a comprehensive assessment of the graduate education sector, revealing that it is highly privatized, NCR-centric, and dominated by enrollment in Education and Business/Administration fields. The analysis confirms that the primary driver for this high demand, particularly in teacher education (which accounts for over half of all enrollment), is the use of graduate degrees as a key requirement for career advancement and promotion within agencies like the Department of Education (DepEd). Leaders of Historically Black Colleges and Universities (HBCU) institutions influence retention rates of HBCU employees. An organization's culture determines the behavior of its employees. When assumptions regarding organizational structure were made, communication about the company's expectations was often ignored, leading to employees becoming accustomed to the culture and resistant to change. This mindset hindered HBCU growth and the willingness to address the urgency for policy revisions. Racism and sexism create a bottleneck to advancement for women in higher education.

This qualitative study and dissertation investigate the role of mentoring in combating racism and sexism in higher education in the United States as a blueprint for other historical institutions. Twenty-six women of color in four categories (presidents/provosts/chancellors, deans of law and medical schools, vice presidents of diversity, equity, and inclusion/student affairs, and graduate students) of higher education were interviewed to explore their experiences with racism, sexism, and mentor relationships. Communities throughout the nation use the Community Emergency Response Team (CERT) program to supplement the disaster response after hazard events as well as help build a culture of preparedness. Currently, practitioners and academics have limited knowledge about how CERTs promote enhanced preparedness postures. To address that knowledge gap, 20 CERT program managers were interviewed in this study to improve the general understanding of how CERTs contribute to developing a preparedness culture. This dissertation comprises three essays that examine critical aspects of public and nonprofit financial management, focusing on interorganizational relationships, local government influence, and financial reserve management in times of crisis.

The first essay examines how interorganizational relationships, specifically nonprofit organizations’ board interlocks, relate to their financial distress, depending on the temporal and spatial contexts. Organization-level fixed-effects regression analysis with Kentucky nonprofits from 2018 to 2022 shows that nonprofits with board interlocks in urban areas were less likely to experience financial distress during the COVID-19 pandemic. This study evaluates the Penn Medicine Family Medicine Clerkship program through a mixed-methods approach, exploring the challenges and factors influencing the satisfaction of medical professional preceptors when precepting students. A quantitative survey with 54 preceptor participants reveals the top challenges preceptors face: workload, conflicts with patient care, and limited clinical space. Despite this, there is strong support for the program, with 89% of preceptors enjoying the role and 85% expressing willingness to continue to precept for the next three years. Dallas, Texas, has attempted to implement bicycle infrastructure for 50 years. Unfortunately, the measures have been rejected by the populace. This resulted in Dallas being ranked the worst city to bike in the United States three times in the last 17 years. This dissertation aims to understand why. Specifically, reviewing the factors that prevent residents from biking and what infrastructural changes would entice them to bike more. To achieve this, a 27-question online survey was created. This study examined the lived experiences of women in municipal management to understand how mentoring influences their career development, leadership pathways, and perceptions of gendered dynamics in the workplace. Using an interpretative phenomenological analysis (IPA) approach, the research examined how participants made meaning of mentoring relationships, the support they received, and the organizational factors that influenced their access to developmental opportunities. Nonprofit organizations have long underinvested in leadership development, potentially hindering their ability to fulfill their missions effectively. This study examined the use of nonprofit organization sabbaticals that give executive directors time away while building the leadership capabilities of the interim leader. This research explored the on-the-job leadership development of six individuals who served as interim leaders in southern California nonprofit organizations during their executive directors' participation in a 3-month, foundation-funded sabbatical program.

Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …

This dissertation examines how exposure to social media and internet news videos depicting police misconduct influences college students' perceptions of campus police legitimacy, procedural justice, and willingness to cooperate. Although prior research has demonstrated the impact of media portrayals on perceptions of municipal police, limited attention has been given to campus policing contexts. This dissertation examines public administration leaders’ perceptions within the executive branch of the state government studied to determine if the components of radical candor, care personally and challenge directly, are associated with the sense of belonging in a public administration setting. Questions from surveys conducted by the state government studied were used to create the variables analyzed in this study. To the researcher’s knowledge, this is the first study to apply components from the Radical Candor® Framework to determine a relationship with sense of belonging in a public administration setting.

This thesis examines the divergent drug policies implemented in Portugal and Greece, analyzing why Portugal's comprehensive decriminalization model has been more successful than Greece's partial approach. Since 2001, Portugal has pioneered a drug policy that decriminalizes all drugs for personal use while investing in harm reduction services, rehabilitation, and social reintegration. In contrast, Greece maintained criminalization while implementing more limited harm reduction measures, particularly through OKANA (the Organization Against Drugs). The research highlights how economic factors, particularly the 2008 financial crisis and austerity measures, negatively affected both countries' programs but hit Greece's initiatives with greater severity.
