The US Army War College Quarterly: Parameters

This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution. In this qualitative case study, the employee retention problem of a rural nonprofit organization in North Carolina was explored. Specifically, the employees’ feelings regarding the issues affecting the organization’s employee retention problem were collected to provide administrators at the organization with recommendations to increase employee retention. Through interviews, participants shared their perspectives on employee retention and why they believe there is a retention problem at the organization. In addition, 10 exit interview records of previous employees were reviewed. Unpaid caregiving for adults is crucial to maintaining health, independence, and well-being at older ages. In their working years, caregivers potentially face trade-offs between unpaid caregiving and paid work. Poor households face more costly tradeoffs between paid work and caregiving because the Earned Income Tax Credit (EITC) – one of the nation’s largest antipoverty programs for families with children – requires recipients to work and provides benefits based on the level of earnings. This report is an exploration of literature and frameworks for local community-driven funding strategies to improve Maine’s public health outcomes. The authors present a number of community-led funding theories such as place-based funding models and participatory grant making, examine lessons learned from recent public health events, and discuss reflections from interviews with key stakeholders. The report looks at examples of community-led models and makes recommendations for next steps such as improving collaborative relationships, strengthening peer-to-peer networks, expanding availability of flexible funding that includes backbone support, and conducting a cost-benefit analysis of collaborative community health capacity investment options.

We investigate the impact of women's representation in bureaucracy on corruption. In this study, we demonstrate how women bureaucrats' experiences in male-dominated workplaces contribute to curbing corruption. To do this, we investigate three dimensions of women's representation (average share, average rank, and hierarchical dispersion) in South Korean regional governments. Empirical evidence shows that the higher women bureaucrats are ranked, the more bureaucrats are disciplined against misbehaviors and the lower the corruption risks are in public procurement. The findings imply that having women bureaucrats at higher ranks reduces corruption risks because they disrupt male-dominated collusive arrangements and abide by ethical standards …

تهدف الدراسة الحالية قياس مستوى الوضوح الاستراتيجي لدى القادة الإداريون في جامعة الشرقية بسلطنة عمان، تم استخدام المنهج الوصفي التحليلي، كما استخدمت الاستبانة في جمع البيانات والمعلومات وتم تطبيقها على عينة مكونة من (384) قيادي، وتوصلت نتائج الدراسة إلى أن مستوى الوضوح الاستراتيجي للأداء المؤسسي لدى موظفي جامعة الشرقية بسلطنة عمان كان عاليا، وكذلك جاء متوسطًا أيضًا في بعد وضوح الإجراءات والأنشطة، وبعد وضوح الأهداف وبعد وضوح الهيكل التنظيمي، بينت النتائج عدم وجود فروق ذات دلالة إحصائية عند مستوى (α ≤ 0.05) بين استجابات أفراد عينة البحث بسبب متغيرات الجنس، والمؤهل العلمي، وسنوات الخبرة، والمسمى الوظيفي.

This study investigates the determinants of financial transparency in local governments, specifically measured by the availability of financial documents on official websites. Hypotheses were developed to examine the relationships between financial transparency and three categories of influencing factors: community environmental characteristics, governance structures, and financial conditions. Using empirical analysis on a sample of 159 counties in Georgia, the findings reveal varying levels of support for the proposed hypotheses. Key determinants of financial transparency include population size, median household income, and the size of the board of commissioners. The purpose of this research is to examine policy priorities of municipal legislation designed to promote gender equity. We ask the following research question: How does municipal policy address gender equity? To answer this question, we identify New York City legislation that targets gender equity passed under the DeBlasio administration (2014–2022). Using Atlas.TI, legislation is organized around The New York City Commission on Gender Equity’s goals to identify policy priorities. Our findings indicate that despite progressive policy efforts, policy priorities remain focused on gender stereotypes and long-standing issues, particularly sexual harassment and violence.

In the early 2020s, as the COVID-19 pandemic unfolded, governments, bureaucracies, and health practitioners around the globe faced unforeseen tasks and responsibilities. The novelty and intensity of the crisis spurred innovation and experimentation in public policy, health policy, and crisis management. However, the pandemic also revealed bottlenecks and adverse incentives within policy framework and healthcare systems. From this experience, critical lessons emerged: the paramount importance of swift and well-informed policy responses and the ability to optimize ongoing policy response as the crisis unfolds.
