Does Public Ownership Of Utilities Matter For Local Government Water Policies?, George C. Homsy, Mildred E. Warner

What differentiates local governments that implement water policies on equity and the environment? Analyzing a 2015 survey of 1,897 U.S. municipalities, we find municipalities that own their water utilities more likely have policies to protect low-income residents from disconnection and to implement water resource management. Respondents from 8% of municipalities report protecting residents from disconnection. State economic regulation of publicly owned utilities and Democrat-majority municipal governments are positively associated with policies protecting low-income households from shutoffs but bear no association with resource management. Public ownership of utilities and state economic regulation may play a role in meeting water policy goals.

After undergoing a form of rehabilitation (i.e., youth detention centers in Georgia), statistics show that juveniles have a 65% chance of reoffending within 3 years after being released. The Georgia Juvenile Justice System’s $300 million annual budget raises concerns about the acts of juvenile recidivism. The purpose of this research was to understand why juveniles reoffend after being in a juvenile detention center in Atlanta, Georgia. The conceptual framework for this study was centered on the alternative to youth detention centers. Individuals posing a risk to the community who pass preemployment interviews represent a problem for law enforcement departments and their communities. The purpose of this phenomenological study was to explore the shared experiences of participants regarding hiring biases that may exist among individuals tasked with interviewing law enforcement applicants. Argyris’s organizational learning theory provided the framework for the study. Despite this inequality, a small number of African American women have overcome the odds and have productively earned senior leadership roles as executive directors in mainstream nonprofit PAOs. This study uses Moore's (1995) Public Value Theory and its main propositions, as Dong (2015) described. This study also adheres to the tradition established by DiMaggio and Powell (1983) by focusing on homogeneity, not variation, between strategic plans under study. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

This study compared trends in arrests and fatalities between Black Americans and Caucasians in Atlanta and Detroit. A descriptive analysis was conducted on secondary data compiled by the Department of Justice (1980-2014) and the Mapping Police Violence Organization (2015-2018) to compare Police-Civilian Interaction between races and cities over the past four decades. Trend analysis was conducted on arrests records for Atlanta, Georgia and Detroit, Michigan for years 1980 to 2014, and for persons who were fatally shot by police from 2015 to 2018 in these cities. In 2009, the Commonwealth of Virginia passed Senate Bill (SB) 1294 that directly involved the Department of Criminal Justice Services and the Department of Behavioral Health and Developmental Services in the spread of the Crisis Intervention Team (CIT) program statewide. The purpose of this mixed-method study was to explore how the passage of SB 1294 affected the level of stakeholder cooperation within Virginia’s statewide CIT program, through 11 interviews with Virginian CIT leaders and by the completion of 115 questionnaires by CIT members in a region of central Virginia. In ABC County, CA, problems have been found with the implementation and success rates of their WTW program: Temporary Assistance to Needy Families (TANF). This dissertation focuses on relationships between state and local governments. Of particular interest in this project is how the shift of power from the state to local governments changes local governments’ performance. This dissertation is comprised of four chapters. The first chapter briefly introduces the motivation and organization of the dissertation. The second chapter reviews the three state-imposed fiscal institutions—home rule, debt limitations, and tax and expenditure limitations, across states. Studies have found criminogenic consequences of imprisonment when testing the deterrence hypothesis, yet few studies were found that examined the magnitude of post release criminal offenses among the drug offender population. The specific deterrence and criminogenic effects of imprisonment were the theoretical frameworks that guided this study of Harris County, Texas, to determine if incarceration predicted serious reoffending among low-level drug offenders. In the event of an earthquake, one of the types of structures that is most susceptible to collapse is soft-story buildings (Association of Bay Area Governments [ABAG], 2016). Built before current regulation and codes were enacted, a soft-story residential building is a building that has commercial space or open parking on the first floor, with units built above it (ABAG, 2016).
