Administrative Easing: Rule Reduction And Medicaid Enrollment, Ashley Fox, Wenhui Feng, Edmund Stazyk

Administrative burden is widely recognized as a barrier to program enrollment, denying legal entitlements to many eligible individuals. We examine what effect voluntary state reductions in administrative burden (what we call administrative easing) have had on Medicaid enrollment rates using differential implementation of the Affordable Care Act. Using a novel dataset that includes state-level data on simplified enrollment and renewal procedures for Medicaid from 2008-2017, we examine how change in Medicaid enrollment is conditioned by the adoption of rule-reduction procedures. We find that reductions in the administrative burden required to signup for Medicaid were associated with increased enrollments. Real-time eligibility …

Our article explores the contribution of local initiatives to the creation of path dependencies for energy transition in Germany and Japan in the face of resistance from entrenched incumbents at the national level. We use a process-tracing methodology based partly on interviews with local participants. In particular, we explore the role of local initiatives in securing "socio-political space" for the expansion of renewable energy (RE) and in embedding themselves in "ecosystems" of public and private institutions. Life in Hampton Roads: Politics, Policy and COVID-19 Response

The survey included several questions that provide a window into the views of Hampton Roads citizens concerning policy choices and leadership during the COVID-19 pandemic response. Overall and on most issues the public was quite divided, with divisions often falling along party lines, but President Trump and the Centers for Disease Control and Prevention (CDC) seemed to elicit the strongest negative and positive responses, respectively. A substantial majority approved of Governor Northam’s timing on the initial stay-at-home order, and respondents leaned toward the view that additional restrictions on public activity should …

State regulators have the task of promulgating regulations for multiple heavily regulated industries, but there is a dearth of research to help public policy makers better understand how rulemaking processes are perceived by stakeholders in those processes. Regulators who promulgated rules for the legalization of marijuana in Colorado used both required and discretionary methods of participation in rulemaking to involve stakeholders with multiple competing interests. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Recent conflict research has relied on proxy variables of horizontal inequality to make causal assumptions, but these do not reveal the root of deprivation in aggrieved populations. However, it is important to continue to explore the greed-grievance dichotomy to explain the persistence of violent civil conflict. A few ruling individuals from party organizations overpowered Indonesia's post-authoritarian, representative democracy. The legislative process of the 2017 Election Act was the case study employed to examine this assumption. The underlying thinking was that there was a contest between “wealth power” (oligarchy) and “participation power” (democracy). The power of wealth controls the party and government institutions. Despite the popularity of research on TIF, only a few comprehensive reviews of previous studies on TIF policy tool have been conducted. Contracting out has been considered one of the main performance management strategies for reducing costs and bringing more expertise into government agencies. Previous studies have examined the effects of contracting use on agency performance, but have focused more on measurable, traditional performance in the public sector. There is a lack of research analyzing the influence of contracting use on non-traditional performance outcomes, which are usually non-mission based and difficult to measure, such as fairness, nondiscrimination, due process, and individual rights. Scholars have pointed out that performance measurement processes pay less attention to these non-mission-based values and tasks.

In its 2015 landmark civil rights decision in Obergefell v. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny.
