The Defense Of American Exceptionalism: President Trump's Covid-19 Rhetoric, Sabrina Paetow

This thesis uses grounded theory and content analysis to examine the political rhetoric President Donald Trump used in the Coronavirus Task Force press briefings during the early phases of the COVID-19 pandemic. I collected 44 transcripts of these press briefings from when they began on February 26, 2020 until April 27, 2020. This time frame marks the period during which the press briefings happened with consistency and when Trump spoke at all of them. Through my research, I established that United States presidents have employed rhetorical tropes of American exceptionalism, including Trump. This research utilizes bibliometric review of global management and public research in 2000-2019, through co-word analysis, co-author analysis, journal analysis, institution analysis, and country analysis. A total of 19,050 bibliographic records from Scopus core collection databases were selected and analyzed. The findings reveal an evolution of the research field on the management and public policy. This research aims to provide an understanding of trend for research on management and public policy worldwide. The results navigate that during the last twenty years, the average annual publication in the field of management and public policy was recorded approximately 568 articles, with the …

The infrastructure deficit is among the most significant challenges facing the United States. The Trump and Biden administrations called for using public-private partnerships (PPPs) to rebuild the nation’s crumbling infrastructure. As distinct arrangements that are part of both the public and private sectors, PPPs pose critical questions to public policy and administration. They have also gained popularity as a result of the New Public Management and Collaborative Governance movements.

Public-private partnerships (PPPs) have experienced tremendous growth worldwide since governments in the UK utilized private financing for public infrastructure in the 1990s. Throughout the past few decades, scholars have researched the concept, development, drivers, and performance of PPPs. However, the extant research stems predominately from the lens of governments and focuses on how governments screen and select private partners. A neglect of the private sector’s preference toward and selection of governmental partners would hinder scholarly understandings of PPP formation. President Donald Trump and members of his Administration repeatedly asserted that they had delivered substantial deregulation that fueled positive trends in the U.S. economy prior to the COVID pandemic. Drawing on an original analysis of data on federal regulation from across the Trump Administration’s four years, we show that the Trump Administration actually accomplished much less by way of deregulation than it repeatedly claimed—and much less than many commentators and scholars have believed. In addition, and also contrary to the Administration’s claims, overall economic trends in the pre-pandemic Trump years tended simply to follow economic trends that began years earlier. …

Adequate child nutrition is critical to child development, yet child malnutrition is prevalent in crisis settings. However, the intersection of malnutrition and disasters is sparse. This study reviews existing evidence on nutrition responses and outcomes for infants and young children during times of crisis. The scoping review was conducted via two approaches: a systematic search and a purposive search. For the systematic search, two key online databases, PubMed and Science Direct, were utilized. Food insecurity is a growing U.S. problem among military and veteran families. Data from 2020-21 suggest that between 1 in 5 and 1 in 3 military families experienced food insecurity in the last year: with disabled veterans experiencing even greater risks. This issue brief describes the policy revisions needed to programs such as SNAP, the Social Security Administration’s Disability Insurance Program, and the Veterans Affairs Disability Compensation Program to ensure our military members are food secure.

At the beginning of the Coronavirus pandemic some child welfare jurisdictions required continued, in-person contact with children and families, and workers struggled to obtain appropriate personal protective equipment (PPE), including masks, gloves, gowns, hand sanitizers, to protect themselves (and their families), as well as their clients. In March of 2020, the National Council on Juvenile Crime and Delinquency conducted a survey of juvenile justice and child welfare agencies in 20 states on agency response to COVID-19. Child welfare agency respondents reported that inadequate PPE was the most significant challenge they faced at that point in the pandemic. Survey recommendations included …

This study aims to discuss digital government and regulation, analyzed through the bibliometric approach with the Scopus database for the last 20 years and visualized through the VOSviewer software version 1.6.16. The results indicate that the topic of e-government has become essentially prominent and has been the most discussed in the past two decades. Approximately 41.1% of digital government and regulation articles are classified under the subject area of 'Computer Science', continued by Social Sciences (18.3%), and Business, Management and Accounting (10.2%), with the majority of being 'All Open Access' (46%). At the center of contemporary debates over public law lies administrative agencies’ discretion to impose rules. Yet, for every one of these rules, there are also unrules nearby. Often overlooked and sometimes barely visible, unrules are the decisions that regulators make to lift or limit the scope of a regulatory obligation, for instance through waivers, exemptions, and exceptions. In some cases, unrules enable regulators to reduce burdens on regulated entities or to conserve valuable government resources in ways that make law more efficient. Fish communities are an important component of aquatic systems and are good bioindicators of ecosystem health. Land use changes in the Midwest have caused sedimentation, erosion, and nutrient loading that degrades and fragments habitat and impairs water quality. Because most small wadeable streams in the Heartland Inventory and Monitoring Network (HTLN) have a relatively small area of their watersheds located within park boundaries, these streams are at risk of degradation due to adjacent land use practices and other anthropogenic disturbances. Changing climate and introduced species are placing an increasing number of species at risk of extinction. Increasing extinction risk is increasing calls to protect species by relocating, or translocating, them to locations with more favorable biotic or climatic conditions. Managed relocation, or assisted migration, of species entails risks to both the conservation target organisms being moved as well as the recipient ecosystems into which they are moved.

Since the 1990s, scholars and international organizations such as the World Bank have recognized the centrality of institutions for development. While important, this “institutional turn” has generally minimized the diversity of development challenges and the corresponding need for different institutional capacities. Yet distinguishing among developmental tasks is a critical step in understanding the kinds of institutions necessary to accomplish policy tasks. We identify five dimensions of task difficulty that affect the degree and nature of policy challenges and, as a result, the institutional capacities necessary to accomplish such challenges. Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. Our regression models find that jurisdictions led by women were more likely to have adopted redistributive programmes and practices encouraging …
