The Importance Of Improving Literacy Skills For Indonesian Women Migrant Workers In The Pre Departure Stage To Support Safe Migration (Sdg 10); Gender Sensitivity Approach, Bunga Aprillia, Ida Widianingsih, Junita Budi Rachman, Sinta Ningrum
Library Philosophy and Practice (e-journal)
Women migrant workers from Indonesia are in great demand by placement countries to work in the domestic sector. West Java province ranks third largest as a contributor to the dominance of women migrant workers in Indonesia after Central Java and East Java. At the pre-placement stage their ability to understand all information about migration is very reliable. Prospective migrant workers must be given access to read, understood, and agree to every article in the employment agreement. Especially women, the dominance of the number of women working as migrant workers in the domestic sector adds to the condition of their vulnerability. …

Community-Based Rehabilitation's Effectiveness In Reducing Singapore Juvenile Recidivism, Denzil Neo, June Hyuk Lee, Mervin Xin Hong Chew, Munisraj Sarfoji, Timothy Prakash
Introduction to Research Methods RSCH 202
Singapore's juvenile recidivism rate has climbed by around 5% since 2013, putting the country at risk of increased youth crime. With several mandatory rehabilitative programmes classified into two categories, Community-Based Rehabilitation (CBR) and Institutional-Based Rehabilitation (IBR), it is unclear whether the mandatory individual rehabilitative programmes for offenders were actually effective in achieving their corrective goals. This proposal would undertake a regression analysis to compare the effectiveness of CBR and IBR programmes utilizing secondary data gathered by the Ministry of Social and Family Development (MSF) and primary data from a survey. The survey will provide previously unstudied insights into the offender's …

The U.S. Child Care Subsidy Program Is Underused But Well-Positioned To Promote Racial Equity, Taryn Morrissey, Colleen Heflin, William Fannin
Population Health Research Brief Series
Child care is expensive and difficult to find, especially for infants and toddlers. Compared to their higher-income peers, children from lower-income families are less likely to attend out-of-home early childhood care – which tend to be more expensive but provides more stability and is higher quality than home-based care. This contributes to disparities in school readiness and later life outcomes. This brief summarizes findings from a recently published paper examining administrative data from the Commonwealth of Virginia. Findings suggest that children are least likely to receive subsides when they are infants and toddlers despite early childhood care being the most …

This paper assesses the effects of the development induced displacement due to the Karuma Hydroelectric Power Plant on the Awoo village and surrounding areas in Karuma Town. Recently, Uganda has pursued several large-scale development projects that have repeatedly displaced people. Despite having strong displacement and resettlement framework, there is a continued pattern of failing to implement such framework, threatening the livelihood and well-being of those displaced.
Interview with key informants from several government agencies, such as the Ministry of Energy and Mineral Development the National Environmental Management Authority and Ugandan Generation Electricity Company Ltd have illustrated the political framework and …

U.S. Policing As Racialized Violence And Control: A Qualitative Assessment Of Black Narratives From Ferguson, Missouri, Jason M. Williams
U.S. Policing As Racialized Violence And Control: A Qualitative Assessment Of Black Narratives From Ferguson, Missouri, Jason M. Williams
Department of Justice Studies Faculty Scholarship and Creative Works
U.S. policing has long been captured within a master narrative of colorblind consensus; however, distinct lived experiences between community groups depict grave disparities in law enforcement experiences and perceptions. Orthodox conceptions of law enforcement ultimately silence marginalized voices disproportionately affected by negative contacts with law enforcement. Centering data in critical theory, this study will present thematic results from semi-interviews gathered in Ferguson, M.O., during a critical ethnographic research project. Themes reveal experiences and perceptions of racialized and violent policing, the unique position of Black officers, and regard for the impact police have on children. Results also help to foreground new …

The Defense Of American Exceptionalism: President Trump's Covid-19 Rhetoric, Sabrina Paetow
The Defense Of American Exceptionalism: President Trump's Covid-19 Rhetoric, Sabrina Paetow
Honors College
This thesis uses grounded theory and content analysis to examine the political rhetoric President Donald Trump used in the Coronavirus Task Force press briefings during the early phases of the COVID-19 pandemic. I collected 44 transcripts of these press briefings from when they began on February 26, 2020 until April 27, 2020. This time frame marks the period during which the press briefings happened with consistency and when Trump spoke at all of them. Through my research, I established that United States presidents have employed rhetorical tropes of American exceptionalism, including Trump. Trump invoked American exceptionalism in a three-pronged rhetorical …

Public-Private Partnerships In The United States: The Relevance Of Public Policy And Finance, Yanbing Han
Public-Private Partnerships In The United States: The Relevance Of Public Policy And Finance, Yanbing Han
FIU Electronic Theses and Dissertations
The infrastructure deficit is among the most significant challenges facing the United States. The Trump and Biden administrations called for using public-private partnerships (PPPs) to rebuild the nation’s crumbling infrastructure. As distinct arrangements that are part of both the public and private sectors, PPPs pose critical questions to public policy and administration. They have also gained popularity as a result of the New Public Management and Collaborative Governance movements.
By synthesizing the theories of the economics of hybrid organizations, public choice, and public value, my research suggests that PPP formation, management, and performance evaluation require the strategic interactions of both …

Managing Collaborative Networks In Post-Disaster Recovery: A Case Study Of 2015 Nepal Earthquake, Barsha Manandhar
FIU Electronic Theses and Dissertations
Governing the network of public, private, and non-governmental organizations is increasingly becoming the standard practice to ensure effective post-disaster recovery and reconstruction processes and outcomes. While prior research has discussed different challenges in network settings, few studies have examined the challenges faced by public managers who lead post-disaster recovery networks. Similarly, there is a dearth of knowledge on how the management of these networks affects disaster-stricken populations are affected by the management of these networks. This dissertation addresses such lacunae using a case study of the National Reconstruction Authority (NRA), an organization established by the Nepali government to execute post-disaster …

Understanding Public-Private Partnerships: Strategic Alliances, Risk Aversion, And Policy Diffusion, Min Xiong
FIU Electronic Theses and Dissertations
Public-private partnerships (PPPs) have experienced tremendous growth worldwide since governments in the UK utilized private financing for public infrastructure in the 1990s. Throughout the past few decades, scholars have researched the concept, development, drivers, and performance of PPPs. However, the extant research stems predominately from the lens of governments and focuses on how governments screen and select private partners. A neglect of the private sector’s preference toward and selection of governmental partners would hinder scholarly understandings of PPP formation. Such overlook may also hinder the utilization and development of PPPs in public service delivery.
This dissertation uses three essays to …
The Deregulation Deception, Cary Coglianese, Natasha Sarin, Stuart Shapiro
The Deregulation Deception, Cary Coglianese, Natasha Sarin, Stuart Shapiro
All Faculty Scholarship
President Donald Trump and members of his Administration repeatedly asserted that they had delivered substantial deregulation that fueled positive trends in the U.S. economy prior to the COVID pandemic. Drawing on an original analysis of data on federal regulation from across the Trump Administration’s four years, we show that the Trump Administration actually accomplished much less by way of deregulation than it repeatedly claimed—and much less than many commentators and scholars have believed. In addition, and also contrary to the Administration’s claims, overall economic trends in the pre-pandemic Trump years tended simply to follow economic trends that began years earlier. …

Adequate child nutrition is critical to child development, yet child malnutrition is prevalent in crisis settings. However, the intersection of malnutrition and disasters is sparse. This study reviews existing evidence on nutrition responses and outcomes for infants and young children during times of crisis. The scoping review was conducted via two approaches: a systematic search and a purposive search. For the systematic search, two key online databases, PubMed and Science Direct, were utilized. In total, data from 32 studies were extracted and included in the data extraction form. Additionally, seven guidelines and policy documents were included, based on relevance to …

A Bibliometric Analysis Of E-Government Research, Darmawan Napitupulu
Library Philosophy and Practice (e-journal)
E-government research has increasingly been raised since ICT was used in the public sector, but it has not yet reached the maturity stage. It contributes to the high number of research published in recent years. However, there is still limited or no bibliometric analysis conducted to analyze e-government research as a whole in the last decade. The purpose of the study is to establish bibliometric analysis as an extensive review of e-government literature. The method used in this study consists of five steps: defining search keywords, initializing search results, refining search results, compiling preliminary data statistics and analyzing data. The …

The goal of this synthesis has been to develop a set of principles or strategies to guide the establishment of a permanent red team within the National Geospatial-Intelligence Agency (NGA). Over the course of a decade spent working at NGA, I discovered a passion for analytic tradecraft and looking for ways I can push the agency toward a culture that allows critical and creative thinking to thrive. This paper combines my research about organizational culture and reflective narratives about events and observations that shaped my understanding of NGA’s current organizational culture. I identify significant blind spots in our organizational approach …

At the beginning of the Coronavirus pandemic some child welfare jurisdictions required continued, in-person contact with children and families, and workers struggled to obtain appropriate personal protective equipment (PPE), including masks, gloves, gowns, hand sanitizers, to protect themselves (and their families), as well as their clients. In March of 2020, the National Council on Juvenile Crime and Delinquency conducted a survey of juvenile justice and child welfare agencies in 20 states on agency response to COVID-19. Child welfare agency respondents reported that inadequate PPE was the most significant challenge they faced at that point in the pandemic. Survey recommendations included …
