Following three workshops and one on one work with Instructional Designer Gary Johnson, PA 611 was converted utilizing the course alignment and accessibility requirements of QLT. The Development Of County Hr Policies: The Perspectives Of Counties In Two States, Willow S. Jacobson, Kristina T. Lambright

We conducted 40 semi-structured interviews with county HR directors (20 in New York, 20 in North Carolina) to learn more about the development of internal HR policies. Key resources used by directors in both states include other jurisdictions, colleagues in other county departments, state and federal agencies, laws and statutes, professional associations, and information gathered from general internet searches. More than half of the HR directors reported using internal working groups, and almost two-thirds indicated that they systematically reviewed the implications of policies for specific departments. Yet, only a handful of HR directors reported utilizing other promising practices such as …

Measuring things that do not occur, such as “deterred” or “prevented” terrorist attacks, can be difficult. Efforts to establish meaningful risk-based performance metrics and performance evaluation frameworks based on such metrics, for government agencies with counterterrorism missions, are arguably in a nascent state. However, by studying program theory, logic models, and performance evaluation theory, as well as studying how risk, deterrence, and resilience concepts may be leveraged to support antiterrorism efforts, one may propose a framework for a logic model or other performance evaluation approach. Accurate and timely data regarding freshwater fish communities is important for informed decision-making by local, state, tribal, and federal land and resource managers; however, conducting traditional gear-based fish surveys can be an expensive and time-consuming process, particularly in remote areas, like those that characterize much of Alaska. To help address this challenge, we developed and tested five multi-species environmental DNA (eDNA) primer sets for the simultaneous detection of up to 37 target fish species in a single sample. Using these primer sets can reduce the cost and time needed to perform future studies of fish communities. Our results comparing multiple …

Unlike most native American reservations in the United States, the Seminole and Miccosukee Tribes in Florida are more economically developed. The purpose of this research is to understand this economic development process of the tribes in Florida. Accordingly, there are three key questions guiding this study:

  1. What have been the priorities of the Native American reservation population in conceptualizing sustainable economic development?
  2. What external institutional factors have enabled or hindered economic development on Native American reservations?
  3. What internal tribal governance factors affected sustainable economic development on Native American reservations?

Executive Summary

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

In accordance with guidelines set forth by the National Park Service Inventory and Monitoring Division, a quality-assurance plan has been created for use by the Heartland Inventory and Monitoring Network in the implementation of the White-tailed Deer Monitoring Protocol (HTLN 2018). This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data. The 2018 Midterms included elections for all 435 members of the House of Representatives, including four seats in Nevada. In the U.S. Senate, 34 seats were up for election, including one seat in Nevada. Across the United States, 36 states elected governors, including the State of Nevada. With the rapid advent of e-commerce in China, the technological innovation of third-party payment has experienced explosive growth. This important technological innovation, initiated by emerging Internet companies, is helping the traditional financial industry's payment business-represented by commercial banks-expand in both depth and breadth. Capacity, Sustainability, And The Community Benefits Of Municipal Utility Ownership In The United States, George C. Homsy

Public Administration Faculty Scholarship

Most literature on utility sustainability focuses on internal operations; this misses the role that utilities cold play within a community. This study measures the impact of municipal ownership of water and electric utilities on the sustainability policymaking of local governments. I find that municipalities with government-owned water utilities adopt more sustainability measures than those with investor-owned service. Similarly, municipally-owned electric utilities have higher levels of energy sustainability in the community, but not in government operations. The utilities provide fiscal and technical capacity to municipalities. This study brings potential community benefits to the discussion of private investment in public service delivery.

Comparative analyses of district-run public schools and charter schools are limited to performance outcomes. There is a dearth of research on how the school-types vary on factors consequential to performance such as school climate. Public-private distinctions, such as in organizational autonomy, value orientations, funding structures, and management practices, could result in school climate dissimilarities between district-run public schools and charter schools.

Introduction: This report studies the voter registration rates in face of the new Florida Gubernatorial elections in November 2018.

Methods:Using the latest voter registration data by race and party in Florida of July 30, 2018, this report provides an accurate statistical profile of the actual registered electorate. It also utilizes the U.S. Census Bureau’s data on the presidential election of 2016 and the November 2014 mid-term election, to indicate voter participation and voting rates by race and age.

Multilevel Governance: Framing The Integration Of Top-Down And Bottom-Up Policymaking, George C. Homsy, Zhilin Liu, Mildred E. Warner

Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

The purpose of the NRCA is to provide park leaders and resource managers with information on resource conditions to support near-term planning and management, long-term strategic planning, and effective science communication to decision-makers and the public.

Public administration scholars accept that public service values guide administrators’ behavior. This guidance also derives from social and cultural values that motivate administrators’ individual attitudes. A part of the field recognizes that public servants play an active role during the implementation process through their daily use of discretion. Nevertheless, public administrators’ values and attitudes are rarely linked to policy implementation and organizational performance. In consequence, public policy evaluation seldom considers the role of values and attitudes of those implementing policy.
