The FY2022 evaluation report prepared by MOPC for the tenth year of the Grant Program operations confirms that the state’s FY2022 appropriation of $2.7 million[1]continued to strengthen community mediation center operations statewide, expanded public awareness and utilization of community mediation, and maintained critical public programs focused on housing stability, youth empowerment, reducing recidivism and building capacity for diversity, equity and inclusion for center practices and services, while producing significant social and economic impacts, including a $22.1 million return on the state’s investment in cost-savings and leveraged resources. This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

Dilma Rousseff's presidency ended in controversial form. The first woman elected to the position in Brazil, Rousseff's 2016 impeachment was seen as a coup by her supporters and as a necessary step for democracy by her detractors. With the Brazilian economy facing its worst recession in history and the Car Wash corruption scandal ravaging the political class, critics continually raised questions about Rousseff's leadership style and abilities. This article analyzes how this criticism in part can be attributed to gendered subjective understandings of preferred leadership traits. Congress routinely enacts statutes that require federal agencies to adopt specific regulations. When Congress passed the Dodd-Frank Wall Street Reform and Consumer Protection Act in 2010, for example, it mandated that the Securities and Exchange Commission (SEC) adopt an anti-corruption regulation requiring energy companies to disclose payments they make to foreign governments. Although the Dodd-Frank Act specifically required the SEC to adopt this disclosure requirement, the agency’s eventual regulation was also, like other administrative rules, subject to disapproval by Congress under a process outlined in a separate statute known as the Congressional Review Act (CRA).

This chapter examines the drivers of academisation in order to better understand the emergence, growth, and impact of academy schools in England. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. This was driven by the private for-profit and non-profit sectors as key agents in the implementation, and sometimes formulation, of government education policy, along with the state which was an active participant and beneficiary through the revolving door involving politicians, senior civil servants, …

The Latino Action Network Foundation [LANF], its sister organization the Latino Action Network [LAN] and longtime ally, the Fair Share Housing Center [FSHC], have collaboratively monitored affordable housing issues in New Jersey for more than a decade. As part of its ongoing work, LANF sponsored a housing roundtable on September 10, 2021, to assess the affordable housing situation in the state and offer policy recommendations. Coalitional presidentialism is a power-sharing strategy deployed in multiparty presidentialist democracies that entails the distribution of cabinet positions to coalition partners to facilitate governability. This model of governance is increasingly common worldwide, gaining growing scholarly interest. The consequences of coalitional presidentialism for women’s cabinet representation, however, have received scant attention. In this article, we provide a gendered analysis of the Brazilian experience with coalitional presidentialism. Government regulators cannot mitigate the loss of wetlands and coastal erosion alone. Nonprofits, uniquely situated between coastal property owners with personal interests and governments with regulatory interests, are positioned to mediate the interests of different parties while considering local context and individual circumstances. However, it is unclear what roles environmental nonprofits play within the network of actors. In June 2021, the Town of Acton’s Annual Town Meeting approved an FY22 capital budget request for a study of a Diversity Officer position and for follow-up implementation work. This action followed the establishment of a Diversity, Equity, and Inclusion Commission (DEIC) in Acton and several incidents of bias and hate experienced by residents and elected leaders in Acton and occurred amidst a racial reckoning in the United States.

In recent decades, grant funding from federal and state governments has played an increasing role in school finance. However, prior research shows that education grants are not always effective, and the resources distributed to school districts are often not efficient. Green infrastructure (GI) has been gaining increasing attention due to its efficiency in controlling and purifying urban stormwater runoff, creating environmental amenities, and biodiversity conservation. Nevertheless, the existing knowledge of people's preferences for GI is not yet sufficient for evidence-based policymaking for enhancing GI. This study analyzes citizens' perceptions of the relative importance of six GI practices and estimates their willingness to pay (WTP) to enhance them. Disasters create opportunities for philanthropy to rebuild equitably by prioritizing the most vulnerable community members in disaster response and addressing existing disparities and structural inequities in the recovery phase. As intermediaries between donors and local communities, community foundations are well-positioned to lead transformational disaster response.
Through its experience with Hurricane Katrina and subsequent disasters in the region, the Greater New Orleans Foundation developed a flexible disaster framework that emphasizes four broad principles — resilience, sustainability, civic participation, and equity — and specific practices in each area to guide rapid and long-term disaster response and preparedness. Public transit is a key tool to reduce greenhouse gas (GHG) emissions to combat climate change; improve safety for pedestrians, cyclists, and drivers; and expand accessibility and mobility for all. However, we can only realize this potential by making sufficient investments to provide transit service levels that attract and retain greater ridership. The research in this study was conducted to provide the Department of Revenue with proven and documented best practices for their workplace environment study. This was accomplished by completing a focus group session with members of management to gather their perspectives about the current climate on diversity, equity, and inclusion as well as promotions within the department. A survey was also administered to the Department of Revenue employees. To fulfill their responsibilities, governments rely on administrators and employees who, simply because they are human, are prone to individual and group decision-making errors. These errors have at times produced both major tragedies and minor inefficiencies. One potential strategy for overcoming cognitive limitations and group fallibilities is to invest in artificial intelligence (AI) tools that allow for the automation of governmental tasks, thereby reducing reliance on human decision-making. Yet as much as AI tools show promise for improving public administration, automation itself can fail or can generate controversy. Rules operate as a tool of governance by making generalizations, thereby cutting down on government officials’ need to make individual determinations. But because they are generalizations, rules can result in inefficient or perverse outcomes due to their over- and under-inclusiveness. With the aid of advances in machine-learning algorithms, however, it is becoming increasingly possible to imagine governments shifting away from a predominant reliance on general rules and instead moving toward increased reliance on precise individual determinations—or on “personalized law,” to use the term Omri Ben-Shahar and Ariel Porat use in the title of their 2021 book. The transformation from the Kyoto Protocol to the Paris Agreement has been analyzed by international relations scholars, international law, and transnational governance theory. The international relations literature looks at the climate regime from a perspective of power distribution, state interests, institutions, and multilateral negotiations. International law theory focuses on legal analysis and design of international climate agreements. The transnational governance literature examines the participation of transnational actors at different levels of governance. However, each of these theories overlooks a bilateral trend of cooperation in a multilateral setting that arises as part of the construction or reconstruction of the international regime. …

This study, completed in early February 2022, included focus groups and interviews with 18 government employees and service providers, interviews with 19 people experiencing unsheltered homelessness, a review of research literature and news articles on the topic, and previous surveys and research from Portland State University to better understand gaps and opportunities in providing hygiene, storage and waste management to people living unsheltered.

In the face of market uncertainty, illicit actors on the darkweb mitigate risk by displacing their operations across digital marketplaces. In this study, we reconstruct market networks created by vendor displacement to examine how digital marketplaces are connected on the darkweb and identify the properties that drive vendor flows before and after a law enforcement disruption. Findings show that vendors’ movement across digital marketplaces creates a highly connected ecosystem; nearly all markets are directly or indirectly connected. These network characteristics remain stable following a law enforcement operation; prior vendor flows predict vendor movement before and after the interdiction. The findings …

Local administration in Egypt faces several challenges that hinder fulfilling its responsibilities towards citizens sufficiently. The main challenges are the lack of financial resources due to over-regulation as well as the non-enforcement of laws and regulations that allow the local administration to collect its own tax share, the local administration staff’s lack of skills to manage and develop revenue sources, and lack of accountability mechanisms. This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. Criminal capital theory suggests more experienced offenders receive higher returns from crime. Offenders who accrue skills over their criminal career are better able to minimize detection, increase profits, and navigate illegal markets. Yet shifts in the offending landscape to technologically-dependent crimes have led some to suggest that the skills necessary to be successful in conventional crimes no longer apply, meaning ‘traditional’ criminals may be left behind.
