Getting Institutions Right: Matching Institutional Capacities To Developmental Tasks, Jacob I. Ricks, Richard F. Doner

Since the 1990s, scholars and international organizations such as the World Bank have recognized the centrality of institutions for development. While important, this “institutional turn” has generally minimized the diversity of development challenges and the corresponding need for different institutional capacities. Yet distinguishing among developmental tasks is a critical step in understanding the kinds of institutions necessary to accomplish policy tasks. We identify five dimensions of task difficulty that affect the degree and nature of policy challenges and, as a result, the institutional capacities necessary to accomplish such challenges. The China that Chairman Mao Zedong ruled was primarily agrarian. Mao’s party, consistent with the ideas of Lenin on which it was partially based, pursued planned industrialization by promoting state-owned manufacturing. This endeavor involved all sectors of society in the push to catch up with the West – even to the point of imploring rural residents to smelt steel in backyard furnaces. These efforts showed some success – by 1978 manufacturing’s share of GDP had risen from the 28 percent it held in 1949. How do we understand the evolution of central-local relations in China during the reform period? This book addresses this question by focusing on eight separate issues in which the central-local relationship has been especially salient – government finance, investment control, regional development, administrative zoning, implementation, culture, social welfare and international relations. Each chapter introduces a sector and the way the center and various local governments have shared or divided power over the different periods of China’s reform era. The Uneven Representation Of Women In Asian Parliaments: Explaining Variation Across The Region, Devin K. Joshi, Kara Kingma

Although home to the majority of the world's women, Asia is the continent with the smallest proportion of women in Parliament. Rarely studied from a comparative perspective, this article examines the uneven representation of women in the lower houses of contemporary Asian parliaments. While socio-economic modernization and industrialization are generally expected to increase the proportion of women in positions of political influence, we find that differences in electoral and party systems across Asia play a greater role than levels of female literacy, urbanization, or per capita income. Singapore, dubbed one of Asian’s economic tigers, has enjoyed much progress in less than a century. Der Beitrag analysiert mit Blick auf die Asienkrise Entwicklungsaspekte und ausgewählte Strukturmerkmale der öffentlichen Verwaltung in Malaysia, an die nicht zuletzt im Rahmen des derzeitigen Krisenmanagements hohe Anforderungen hinsichtlich Effizienz, Professionalität und Kundenorientiertheit gestellt werden. Besonderes Interesse gilt den vor einigen Jahren eingeleiteten Reform- und Debürokratisierungsmaßnahmen, durch die die Leistungskraft der öffentlichen Verwaltung und der in ihr Tätigen erhöht werden soll. Der Beitrag verdeutlicht die Hintergründe der anhaltenden Restrukturierungsanstrengungen, zeigt interne Schwachstellen auf und untersucht, inwieweit die öffentliche Verwaltung in der Lage ist, die an sie gestellten Erwartungen einzulösen.
