They are frequently updated and intended to enhance the professional knowledge of military professionals in areas ranging from cultural awareness, ethics, leadership, international relations, military history and military operations, and areas of expertise considered essential to successfully executing the operations of their military service branch. On May 13, 1985, Philadelphia police dropped a military grade bomb on 6221 Osage Avenue, a row house in a Black neighborhood in West Philadelphia. This home was occupied by a revolutionary group called MOVE. The bomb started a fire that the police and firefighters decided to “contain” rather than put out, resulting in the deaths of eleven people and the destruction of sixty-one homes. Only two MOVE members survived the fire. Using court records, documents from the investigation conducted by the Philadelphia Special Investigation Commission (PSIC), and other interviews regarding MOVE and the bombing, this paper reconstructs different perspectives …

Dilma Rousseff's presidency ended in controversial form. The first woman elected to the position in Brazil, Rousseff's 2016 impeachment was seen as a coup by her supporters and as a necessary step for democracy by her detractors. With the Brazilian economy facing its worst recession in history and the Car Wash corruption scandal ravaging the political class, critics continually raised questions about Rousseff's leadership style and abilities. This article analyzes how this criticism in part can be attributed to gendered subjective understandings of preferred leadership traits. Congress routinely enacts statutes that require federal agencies to adopt specific regulations. When Congress passed the Dodd-Frank Wall Street Reform and Consumer Protection Act in 2010, for example, it mandated that the Securities and Exchange Commission (SEC) adopt an anti-corruption regulation requiring energy companies to disclose payments they make to foreign governments. Although the Dodd-Frank Act specifically required the SEC to adopt this disclosure requirement, the agency’s eventual regulation was also, like other administrative rules, subject to disapproval by Congress under a process outlined in a separate statute known as the Congressional Review Act (CRA).

Coalitional presidentialism is a power-sharing strategy deployed in multiparty presidentialist democracies that entails the distribution of cabinet positions to coalition partners to facilitate governability. This model of governance is increasingly common worldwide, gaining growing scholarly interest. The consequences of coalitional presidentialism for women’s cabinet representation, however, have received scant attention. In this article, we provide a gendered analysis of the Brazilian experience with coalitional presidentialism. Through the quantitative analysis of an original dataset of all ministerial appointments (N = 597) under eight Brazilian presidents (1985–2019) and a descriptive assessment of the coalitional dynamics during that period, we evaluate the …

U.S. policing has long been captured within a master narrative of colorblind consensus; however, distinct lived experiences between community groups depict grave disparities in law enforcement experiences and perceptions. Orthodox conceptions of law enforcement ultimately silence marginalized voices disproportionately affected by negative contacts with law enforcement. Centering data in critical theory, this study will present thematic results from semi-interviews gathered in Ferguson, M.O., during a critical ethnographic research project. Themes reveal experiences and perceptions of racialized and violent policing, the unique position of Black officers, and regard for the impact police have on children. President Donald Trump and members of his Administration repeatedly asserted that they had delivered substantial deregulation that fueled positive trends in the U.S. economy prior to the COVID pandemic. Drawing on an original analysis of data on federal regulation from across the Trump Administration’s four years, we show that the Trump Administration actually accomplished much less by way of deregulation than it repeatedly claimed—and much less than many commentators and scholars have believed. In addition, and also contrary to the Administration’s claims, overall economic trends in the pre-pandemic Trump years tended simply to follow economic trends that began years earlier. …

Since the 1990s, scholars and international organizations such as the World Bank have recognized the centrality of institutions for development. While important, this “institutional turn” has generally minimized the diversity of development challenges and the corresponding need for different institutional capacities. Yet distinguishing among developmental tasks is a critical step in understanding the kinds of institutions necessary to accomplish policy tasks. We identify five dimensions of task difficulty that affect the degree and nature of policy challenges and, as a result, the institutional capacities necessary to accomplish such challenges. The question of how rising atavistic nationalism will affect democracies worldwide is an essential one of our time. In this paper, I focus instead on conducting a comparative historical analysis of atavistic nationalism in two unrecognized states: North Cyprus and Taiwan. I argue that the democratic crisis of our times is, in its essence, economic and has been precipitated by the failure of democracies to build domestic capacities to support democratic values. Annual appropriations and permanent appropriations play contradictory roles in the separation of powers. Annual appropriations preserve agencies’ need for congressionally provided funding and enforce a domain of congressional influence over agency action in which the House and the Senate each enforce written unicameral commands through the threat of reduced appropriations in the next annual cycle. Permanent appropriations permit agencies to fund their programs without ongoing congressional support, circumscribing and diluting Congress’s domain.

Terrorism research has gained much traction since the 9/11 attacks, but some sub genres of terrorism, such as right-wing terrorism, have remained under-studied areas. Unsurprisingly data sources to study these phenomena are scarce and frequently face unique data collection obstacles. This paper explores five major, social-scientific terrorism databases in regards to data on right-wing terrorist events. The paper also provides an in-depth examination of the utilization of criminal legal proceedings to research right-wing terrorist acts. Lastly, legal case databases are introduced and discussed to show the lack of available court information and case proceedings in regards to right-wing terrorism.
