Professional military reading lists have existed for a long time in the U.S. military and in other national militaries. They are frequently updated and intended to enhance the professional knowledge of military professionals in areas ranging from cultural awareness, ethics, leadership, international relations, military history and military operations, and areas of expertise considered essential to successfully executing the operations of their military service branch. These lists are prepared by the leadership organizations of these armed services such as the Air Force Chief of Staff, U.S. Army’s Chief of Staff, Chief of Naval Operations, and Marine Corps Commandant. On May 13, 1985, Philadelphia police dropped a military grade bomb on 6221 Osage Avenue, a row house in a Black neighborhood in West Philadelphia. This home was occupied by a revolutionary group called MOVE. The bomb started a fire that the police and firefighters decided to “contain” rather than put out, resulting in the deaths of eleven people and the destruction of sixty-one homes. Only two MOVE members survived the fire. Using court records, documents from the investigation conducted by the Philadelphia Special Investigation Commission (PSIC), and other interviews regarding MOVE and the bombing, this paper reconstructs different perspectives …

The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. Using the learning history methodology, the study deeply explores the ways that complex systems coexist by capturing the lived experiences of research participants and enhance theoretical understanding of complex regulatory systems. This dissertation is an analysis of the governance structures and functioning of performing arts centers (PACs) in the United States. PACs provide important public services to local communities by exposing the public to arts and culture. There are two research objectives in the analysis. The first objective is to delineate the forms of PAC governance structures. The second objective is to assess how these governance structures affect PACs’ functioning. The dissertation contributes to understanding of management of PACs. Overall, the study identified 187 PACs in the country, with at least one PAC in every state.

This paper assesses the effects of the development induced displacement due to the Karuma Hydroelectric Power Plant on the Awoo village and surrounding areas in Karuma Town. Recently, Uganda has pursued several large-scale development projects that have repeatedly displaced people. This presentation demonstrates the wide variety of publicly accessible U.S. Government national security information resources. It includes information on the U.S. constitutional foundations of national security policy, a recent annual defense spending bill, documents from the White House/National Security Council, Department of Defense, various military branches including professional military educational institutions, assorted U.S. intelligence agencies, congressional legislation, congressional committee reports on legislation, congressional committee hearings, and reports from congressional support agencies such as the Congressional Budget Office. It concludes by stressing the multiple benefits provided by having public access to these information resources.

This research explores the ways in which non-state actors have responded to the COVID-19 pandemic in Nepal and the needs present in the months before drastic increases in cases began on May 11th. In doing so, it describes how social and political inequality within Nepal has caused people experiencing the most need to be left out of early phases of the COVID-19 pandemic relief effort. This research includes a literature review which situates Nepal amidst the global pandemic as well as interviews with non-state actors currently responding in Nepal. Populist nationalist movements have been on the rise around the world in recent years. These movements have tapped into, and fueled, a deep anger among many members of the public. Especially in the face of stagnant or declining economic prospects—as well as expanding inequality—much anger has been directed at minorities and migrants. Politicians with authoritarian tendencies have sought to leverage such public anger by reinforcing tendencies to scapegoat others for their society’s problems. The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. This research discusses the challenges of establishing a collective memory for gay victims of the Nazi terror in World War II and examines the introduction of gay victimhood into the public sphere through memorialization efforts. While scholarly accounts on gays and the Holocaust emerged in the 1970s, little is known about the emergence and consolidation of a public narrative on gay persecutions under the Nazis. This study tells the deep, rich story of Evelyn T. Butts, a grassroots civil rights champion in Norfolk, Virginia, whose bridge leadership style can teach and inspire new generations about political, community, and social change. Butts used neighbor-to-neighbor skills to keep her community connected with the national civil rights movement, which had heavily relied on grassroots leaders—especially women—for much of its success in overthrowing America’s Jim Crow system of segregation and suppression. She is best-known for her 1963 lawsuit that resulted in the U.S. Supreme Court’s 1966 decision to ban poll taxes for state and local elections, a democratizing event …

Introduction: This report studies the voter registration rates in face of the new Florida Gubernatorial elections in November 2018.

Methods:Using the latest voter registration data by race and party in Florida of July 30, 2018, this report provides an accurate statistical profile of the actual registered electorate. It also utilizes the U.S. Census Bureau’s data on the presidential election of 2016 and the November 2014 mid-term election, to indicate voter participation and voting rates by race and age.

Policy regarding what is required of health institutions in terms of translation services is exceedingly vague, and implementation of this policy is inconsistent. This lack of guidance makes it possible for many patients needing interpreters to fall through the cracks. This capstone project answers the following two primary research questions: 1) how are America’s National Heritage Areas (NHAs) using technology to share their stories, and 2) what types of information are NHAs using technology to share? Primary data was collected from the websites and social media accounts of each of the forty-eight active NHAs in the United States as of April 2018.

Institutional Theory And The History Of District-Level School Reform: A Reintroduction, Judith R. Kafka

In this chapter I make my case for the utility of institutionalism for historians of education, first by explaining institutional theory and how it has been applied to, and shaped by, the study of schooling, and then by applying new theoretical developments to district-level historical research using examples drawn from earlier chapters in this volume. Ultimately, institutional theory may help us to interrogate Tyack and Cuban’s notion of institutional change in schools, by elaborating on their construction of the change process through specific, embedded, settings, and by rethinking how we determine what “counts” as change in schools and districts.

The administrative state is suffering from a crisis of legitimacy. Many have questioned the legality of the myriad commissions, boards, and agencies through which much of our modern governance occurs. Scholars such as Jerry Mashaw, Theda Skocpol, and Michele Dauber, among others, have provided compelling institutional histories, illustrating that administrative lawmaking has roots in the early American republic. Others have attempted to assuage concerns through interpretive theory, arguing that the Administrative Procedure Act of 1946 implicitly amended our Constitution. Rare earth elements (REE) contain unique chemical and physical properties such as lanthanum, are found in small concentrations, need extensive precise processes to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG- 51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China.
