The Strategic Plan Development Team served as the main driver of the plan. This diverse team represented a cross-section of students, faculty, staff, alumni, and Board of Trustees, Foundation board members and members of the PSU Alumni Association board. A project manager and an outside consultant, Coraggio Group, facilitated. Decisions were based on general consensus. Separate “topic teams” provided deeper consideration of strategic themes. These teams made recommendations for the strategic goals and initiatives that form the core elements of the plan.

The Town of Topsfield’s older population grew substantially during the last decade. Increases are expected to continue as the number of seniors increase moving forward, as well as the share of the Topsfield population they represent. In response to these demographic changes, a study was undertaken to generate and organize information on the older residents of Topsfield and the community organizations supporting their well-being. Special focus was placed on needs of older residents along with the capacity of the Topsfield COA to meet those needs. Methods used included description of existing data, key informant interviews, and focus groups aimed at …

Superstorm Sandy, the 2008 Iowa floods, and Hurricanes Katrina and Rita all supply recent reminders that U.S. cities can no longer adopt an ad hoc approach to threats presented by climate change and natural hazards. The stories detailing long-term recovery from these disasters underscore that federal, state, and local governments are struggling to appreciate the legal tools and institutions necessary to implement the large-scale infrastructure, housing, and community development programs that climate change and more frequent natural disasters demand. "In 2013, the Corporation for National and Community Service (CNCS) initiated a national evaluation of the Retired and Senior Volunteer Program (RSVP). The national evaluation was intended to collect the necessary information to better guide the RSVP program and to address three objectives: 1) describe the characteristics of RSVP volunteers, including how volunteers are distributed across CNCS’s performance measure categories, and how volunteers allocated their time to different service activities across the performance measure categories; 2) measure the relationship between volunteer characteristics, service activities, and volunteers’ psychosocial health; and 3) measure the impact of RSVP national service participation on volunteers’ …

Given the ongoing work on a multilateral restructuring process for sovereign debt in the UN, consideration of the content and implementation of a sovereign debt restructuring mechanism (SDRM) is timely. The framework and content of the SDRM proposed here differs from earlier proposals in several important respects. For the classification and supermajority voting of claims in the approval a restructuring plan, it would mimic the structure and operation of the model collective action clauses (Model CACs) proposed by the International Capital Markets Association. Restructuring under a qualified sovereign debt restructuring law (QSDRL) would be guided by four principles: (i) observe …

This report describes efforts undertaken by the Town of Littleton Council on Aging, in partnership with the Center for Social and Demographic Research on Aging within the Gerontology Institute at the University of Massachusetts Boston, to investigate the needs, interests, preferences, and opinions of Littleton’s older population. The focus of this report was on two cohorts of Littleton residents—those aged 50 to 59 (referred to as “Boomers”), and the cohort of individuals who are currently aged 60 and over (“Seniors”). Introduction

In 2014, the preserve’s federal and NGO partners conducted prescribed fires during March, April, and October that encompassed 8129.8 acres of Tallgrass Prairie National Preserve (TAPR). This was a unique burn year in that prescribed burns occurred in the spring, the traditional burn season, and the fall. Fall burns were conducted to support needed archaeological surveys as part of the environmental compliance for a symphony event scheduled for June 2015 at the preserve. Burns at TAPR were coordinated with local US Fish and Wildlife Service (USFWS), The Nature Conservancy (TNC), and various units of the National Park Service.

This report describes collaborative efforts undertaken by the Town of Barnstable Senior Services Division and the Center for Social and Demographic Research on Aging, within the Gerontology Institute at the McCormack Graduate School, University of Massachusetts Boston. Few academic disciplines have grant writing as standard part of their curriculum at the graduate level.
