The purpose of this study is to examine the public participation mechanisms employed for a proposed new infrastructure project. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. Participation is a loose concept with many forms and interpretations. This study explores the key characteristics of public participation formats, challenges to and the criteria for success. In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities. This study aims to inform regional policymakers and community stakeholders about these trade-offs by identifying current and future supply of and demand for warehousing and housing in Southern California through 2040. This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

Government regulators cannot mitigate the loss of wetlands and coastal erosion alone. Nonprofits, uniquely situated between coastal property owners with personal interests and governments with regulatory interests, are positioned to mediate the interests of different parties while considering local context and individual circumstances. Disasters create opportunities for philanthropy to rebuild equitably by prioritizing the most vulnerable community members in disaster response and addressing existing disparities and structural inequities in the recovery phase. As intermediaries between donors and local communities, community foundations are well-positioned to lead transformational disaster response.

Through its experience with Hurricane Katrina and subsequent disasters in the region, the Greater New Orleans Foundation developed a flexible disaster framework that emphasizes four broad principles — resilience, sustainability, civic participation, and equity — and specific practices in each area to guide rapid and long-term disaster response and preparedness. This dissertation is an analysis of the governance structures and functioning of performing arts centers (PACs) in the United States. PACs provide important public services to local communities by exposing the public to arts and culture. There are two research objectives in the analysis. The first objective is to delineate the forms of PAC governance structures. The second objective is to assess how these governance structures affect PACs’ functioning. The dissertation contributes to understanding of management of PACs. Overall, the study identified 187 PACs in the country, with at least one PAC in every state.

At the beginning of the Coronavirus pandemic some child welfare jurisdictions required continued, in-person contact with children and families, and workers struggled to obtain appropriate personal protective equipment (PPE), including masks, gloves, gowns, hand sanitizers, to protect themselves (and their families), as well as their clients. In March of 2020, the National Council on Juvenile Crime and Delinquency conducted a survey of juvenile justice and child welfare agencies in 20 states on agency response to COVID-19. Child welfare agency respondents reported that inadequate PPE was the most significant challenge they faced at that point in the pandemic. Survey recommendations included …

Environmental regulators have embraced management-based regulation as a flexible instrument for addressing a range of important problems often poorly addressed by other types of regulations. Under management-based regulation, regulated firms must engage in management-related activities oriented toward addressing targeted problems—such as planning and analysis to mitigate risk and the implementation of internal management systems geared towards continuous improvement.
