Lessons Learned While Conducting Utilization-Focused Workforce Evaluation, Robert Blagg, Michelle Graef, Cynthia Parry, Courtney L. Harrison
Other QIC-WD Products
The QIC-WD learned many lessons while conducting utilization-focused workforce research across eight diverse public child welfare agencies. In this brief we detail how we are chronicling natural variation (e.g., stay at home orders, hiring freezes, political will, and leadership changes), synthesizing existing data, conducting process evaluation (e.g., identifying implementation drivers), visualizing data to meet diverse stakeholder information needs, and building systems that are both flexible and sustainable.

Introduction To Workforce Metrics, Quality Improvement Center For Workforce Development (Qic-Wd)
Other QIC-WD Products
It is important for Human Resources (HR) and child welfare leaders to start with a question-based mindset when analyzing workforce data (i.e., being thoughtful about what you and/or your stakeholders want to know), but it is also important to leave room to explore the data as well. This can only be accomplished if you know what is possible. This blog post describes some of what is possible to explore within the realm of workforce metrics as they relate to employee well-being, performance, and retention.
In many ways, the concept of workforce metrics is still in its infancy and many things …

Guide To Alcohol And Beer Laws In Tennessee, Elisha Hodge
MTAS Publications: Full Publications
MTAS frequently receive questions related to alcohol and beer laws in Tennessee. In an effort to assist municipal officials and employees with these questions, MTAS developed this guide that includes many of the relevant statutory provisions related to alcohol and beer in Tennessee. This guide does not include every statutory provision related to alcohol or beer, so the Tennessee Code will still need to be reviewed as questions arise.

United States National Park Service: Publications
Executive Summary
Since Agate Springs Ranch was founded by James H. Cook in 1887, exquisite examples of transitional Miocene mammalian fauna have been found along this stretch of the Niobrara River valley. Collectively these paleontological discoveries, along with the existing archeological and historical Native American collection, were the basis for establishing Agate Fossil Beds National Monument (AGFO) as a unit of the National Park System (NPS). The fossil remains from the Harrison and Anderson Ranch formations span a short, but important, time period within the Miocene Epoch. AGFO has provided science with an intimate look into North American mammalian evolution …

Stability, Equity, And Dignity: Reporting And Reflecting On Oregon Tenant Experiences During The Covid-19 Pandemic, Lisa K. Bates
Homelessness Research & Action Collaborative Publications and Presentations
In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. Recognizing the potential that many tenants would not be able to pay their rent without work, governments at all levels moved quickly to enact temporary moratoriums on eviction and on foreclosure …

Want To Improve Organizational Outcomes? Consider People Analytics, Quality Improvement Center For Workforce Development (Qic-Wd)
Other QIC-WD Products
People analytics has been around for more than 20 years. However, it continues to be viewed as an emerging area of study. People analytics shows the contribution that the workforce makes to organizational success and provides insight to maximize that contribution. It is an evidence-based practice that allows human resources (HR) staff to evaluate practice for the purpose of improving outcomes for employees, and to communicate with the workforce the effectiveness of personnel management and HR practice. People data, when used appropriately, may improve trust and transparency within organizations.
There is evidence that organizations are not using the people and …

The potential impact this alternative form of banking could have in the medium and long term on the over 2 billion people globally unbanked is tremendous. Additionally, blockchain itself is being used for value transfer combined with bio and genetic tagging technologies in refugee camps for example, bringing to rise a new era where technology for development is disrupting education, healthcare and security programs globally.

A Practical Guide To Intergovernmental Entities In Oregon: Creating And Managing An Intergovernmental Entity Under Ors 190.010(5), Jim Johnson
National Policy Consensus Center Publications and Reports
The National Policy Consensus Center houses programs that work with government entities and their stakeholders to resolve public policy disputes or implement collaborative solutions to community problems. At times, government collaboration projects evolve into a more permanent arrangement that leads to formation of an intergovernmental entity. This guide addresses the most common questions the National Policy Consensus Center receives about forming intergovernmental entities. The guide provides general answers based on the center’s years of experience with collaborative groups, but it does not provide legal advice. It is meant as a tool for considering the use of an intergovernmental entity. You …

Understanding The Revenue Potential Of Tax Compliance Investment, Natasha Sarin, Lawrence H. Summers
All Faculty Scholarship
In a July 2020 report, the Congressional Budget Office estimated that modest investments in the IRS would generate somewhere between $60 and $100 billion in additional revenue over a decade. This is qualitatively correct. But quantitatively, the revenue potential is much more significant than the CBO report suggests. We highlight five reasons for the CBO’s underestimation: 1) the scale of the investment in the IRS contemplated is modest and far short of sufficient even to return the IRS budget to 2011 levels; 2) the CBO contemplates a limited range of interventions, excluding entirely progress on information reporting and technological advancements; …
Understanding The Individual And Organizational Attributes Of Servant Leadership In Local Governments, Pallavi Awasthi
Understanding The Individual And Organizational Attributes Of Servant Leadership In Local Governments, Pallavi Awasthi
FIU Electronic Theses and Dissertations
Servant leaders are driven by a natural feeling to serve first which manifests into a conscious desire to lead. The servant leadership style emphasizes internalizing ethical behavior, along with empathy and service orientation in creating value for the community which is critical in public administration. While the servant leadership concept has gained much interest among business management scholars, it has received little attention in public administration. This dissertation aims to fill this wide gap in public administrative leadership scholarship by investigating the role of servant leadership in public administration.
Specifically, the dissertation seeks to understand individual (servant identity and moral …

Background
Community-led governance can ensure that leaders are accountable to the populations they serve and strengthen health systems for maternal care. A key aspect of democratic accountability is electing respective governance bodies, in this case community boards, and holding public meetings to inform community members about actions taken on their behalf. After helping build and open 10 maternity waiting homes (MWHs) in rural Zambia as part of a randomized controlled trial, we assisted community governance committees to plan and execute annual meetings to present performance results and, where needed, to elect new board members.
Methods
We applied a principally qualitative …
