Non-emergency constituent phone service (also known as “311”) is a growing nationwide trend among municipalities looking to provide more efficient services and improve communications with their citizens. According to an ICMA report, about 15% already use such a system, and another quarter are considering one. As an example of 311’s effectiveness, 43% of local governments reported a significant decrease in non-emergency 911 calls following implementation of a centralized customer service system.

In Massachusetts, 311 is just starting to gain popularity. It currently exists in at least five places (i.e., the cities of Somerville, Springfield, Boston and Worcester; and Dukes County), …

Increasing incidents of incivilities and in some cases outright violence are well documented in K-12 through undergraduate educational setting as well as in the workplace across all sectors, yet the academic and professional literature that reflects and informs public affairs education is striking in its omission of how incivilities necessarily impact our teaching and program administration. In this paper, the authors trace the growing problem of student incivilities, identify contributing factors linked to the entitlement society, and make the case for a more proactive and comprehensive response. This report discusses findings from a survey of 660 randomly selected Michigan residents in winter 2007. The survey examined attitudes of Michigan residents toward eight strategies to resolving situations where current revenues are inadequate to support local services at past levels. The strategies examined fall into two broad categories. The first set (tax increases, state and federal aid) seeks to increase local revenues available to support services at previously existing levels and quality. The second set of strategies focus on reducing the costs of providing services with the objective of maintaining previous levels at a lower cost. This set includes …
