E-Government As A Tool For Stability And Socio-Economic Development In Post-Conflict Libya., Abdulmajid H. Mohamed

Faculty and Research Publications

Usually, great challenges lie ahead of any post-conflict government, especially in states that have historically been under dictatorship, like Libya. It has been six years since the violent regime change that took place in Libya in 2011, yet no signs of improvement is foreseen in public service delivery and constructive citizen participation in influencing national policy formation and evaluation. In fact, the situation of public services has been worsened due to the absence of political and executive power from a strong, united government. The resulting widespread of collective frustration and political uncertainty has become a catalyst for a more defective …

Faculty and Research Publications

Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization. Using an exploratory case study approach, this paper provides a comparative analysis of water and wastewater services in Romania and the United States. Six cities were selected from both countries …

Satisfaction With Local Conditions And The Intention To Move, Richard N. Engstrom, Nathan Dunkel

Faculty and Research Publications

The recent economic downturn has presented many challenges to local communities and policy- makers. Foreclosed properties, job losses, and other challenges that local residents face can threaten the economic viability of local communities. Another consequence of the economic downturn is decreased government budgets, forcing policymakers to make decisions about how to allocate scarce resources effectively. When making decisions about local and regional policy, it would be useful to know how local characteristics contribute to the decisions residents make about whether to remain in a local community or to relocate. Exhibits 1 through 4 present maps created to investigate the relationship …

Domestic Bargaining In Taiwan's International Agricultural Negotiations, Chien-Pin Li Jun 1998

Domestic Bargaining In Taiwan's International Agricultural Negotiations, Chien-Pin Li

Faculty and Research Publications

Development literature often depicts development as a transitional process in which agriculture is marginalized while resources are transferred to growing nonfarm sectors, through either voluntary exchange or involuntary coercion. The conventional analysis of Taiwan's agriculture and its role in economic development generally attests to this model.-1 Prior to the 1970s, as the backbone of Taiwan's economy and the major earner of foreign currencies, agriculture accounted for more than 40% of the total employment and over 20% of the net domestic product (NDP). But a series of programs unfavorable to farmers were put in place so that the government could channel …

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist Feb 1991

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist

Faculty and Research Publications

This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

Citizens, Development Interests, And Local Land-Use Regulation, Arnold Fleischmann, Carol A. Pierannunzi Aug 1990

Citizens, Development Interests, And Local Land-Use Regulation, Arnold Fleischmann, Carol A. Pierannunzi

Faculty and Research Publications

Local governments confer significant benefits and costs on individuals and businesses through their power to regulate private land use. This article analyzes such regulation by using discriminant analysis to test a model of rezoning decision making. The results indicate that the best predictor of a local governing body's decision in a rezoning case is the recommendation of the appointed planning commission. This is contrary to both scholarly and popular expectations that pressure by developers or public protest is the major factor influencing elected officals in rezoning cases. The results suggest that citizen advisory boards may have significant effects on local …
