Beyond Beall’S List: Better Understanding Predatory Publishers, Monica Berger, Jill Cirasella

This article discusses the phenomenon of predatory publishing and examines the benefits and limitations of Jeffrey Beall's blacklist of "potential, possible, or probable" predatory open access (OA) publishers. It also describes the Directory of Open Access Journals (DOAJ), a whitelist of scholarly OA journals, and other tools for evaluating open access journals. It concludes by discussing the role of librarians, who must help researchers avoid low-quality journals and also need to counteract the misconceptions and alarmism that stymie the acceptance of OA.

The peaceful application of atomic energy was introduced into Ghana about fifty years ago. This is the first bibliometric study of nuclear science and technology research publications listed in the International Nuclear Information System (INIS) Database, originating from Ghana. The purpose was to use the simple document counting method to determine the geographical distribution, annual growth and the subject areas of the publications as well as communication channels, key journals and authorship trends. This paper reports a study of institutional archives at urban and metropolitan universities that are members of the Coalition of Urban and Metropolitan Universities (CUMU). Founded in 1990, the CUMU is an organization of North American institutions of higher education committed to the shared mission to use the power of their campuses in education, research and service to enhance the communities in which they are located. Currently approximately 90 institutions are members of the CUMU. In “Fair Use Rising: Full-Text Access and Repurposing in Recent Case Law,” Brandon Butler, practitioner-in-residence at the American University Washington College of Law, reviews six recent fair use decisions that cut across many socially important and beneficial purposes. He highlights the trend of courts finding in favor of allowing “the broad redistribution of unaltered, full-text documents for new purposes.” Butler explains how this trend presents new opportunities for research libraries to use and re-purpose the full text of copyrighted works in their collections.

This article discusses a project that took an early archival manuscript collection that was poorly described and catalogued, and underused and revitalized it (in a sense recovered a lost collection) by re-describing it and digitizing material from the collection for better (new) public access.

Live for a little over two years, Lehigh Valley Health Network’s repository, LVHN Scholarly Works, has enhanced the Network’s reputation and research credibility by increasing the visibility of its scholarship. In addition to enhancing the Network’s reputation, LVHN Scholarly Works has been instrumental in saving time and easing workflows for several of its residency programs as well as for ACGME accreditation, and has even contributed to filling in missing pieces of institutional history. Making scientific data openly accessible and available for re-use is desirable to encourage validation of research results and/or economic development. Understanding what users may, or may not, do with data in online data repositories is key to maximizing the benefits of scientific data re-use. Many online repositories that allow access to scientific data indicate that data is “open,” yet specific usage conditions reviewed on 40 “open” sites suggest that there is no agreed upon understanding of what “open” means with respect to data. This inconsistency can be an impediment to data re-use by researchers and the public.
