We present a data-driven model, Support Vector Machine (SVM), for long lead time streamflow forecasting using oceanic-atmospheric oscillations. The SVM is based on statistical learning theory that uses a hypothesis space of linear functions based on Kernel approach and has been used to predict a quantity forward in time on the basis of training from past data. The strength of SVM lies in minimizing the empirical classification error and maximizing the geometric margin by solving inverse problem. Operations-Focused Optimized Theater Weather Sensing Strategies Using Preemptive Binary Integer Programming, Andrew J. Geyer

This thesis describes a method that optimally deploys weather sensors of all types in a battlefield environment. Gridded climatology models are used to determine an estimate for the weighted frequency of occurrence of operationally significant inclement weather events. That data is used to formulate a series of preemptive Binary Integer Linear Programs that maximize detection of expected operationally significant inclement weather occurrences within the constraints of feasibility of sensor deployment, sensor operational lifespan and the sensor’s ability to detect the operationally significant inclement weather elements. ATL scientists need to develop a full understanding of the interaction effects between a high-energy laser beam and the atmosphere through which it propagates. Achieving this understanding is important for many reasons. In particular, the high cost of DE weapons systems makes each propagation event expensive. Having an understanding of the atmosphere in which a high-energy laser propagates will increase efficiency and effectiveness of the ATL weapon system, which in turn will decrease cost of operation. Tropical cyclones in the western North Atlantic basin are a persistent threat to human interests along the east coast of North America. Occurring mainly during the late summer and early autumn, these storms often cause strong winds and extreme rainfall and can have a large impact on the weather of eastern Canada. From 1979 to 2005, 40 named (by the National Hurricane Center) tropical cyclones tracked over eastern Canada. Based on the time tendency of the low-level (850–700 hPa) vorticity, the storms are partitioned into two groups: ‘‘intensifying’’ and ‘‘decaying.’’ The 16 intensifying and 12 decaying cases are then analyzed …

A Century Of Climate Change For Fairbanks, Alaska, Gerd Wendler, Martha Shulski

Climatological observations are available for Fairbanks, Interior Alaska, for up to 100 years. This is a unique data set for Alaska, insofar as it is of relatively high quality and without major breaks. Applying the best linear fit, we conclude that the mean annual temperature rose from -3.6°C to -2.2°C over the century, an increase of 1.4°C (compared to 0.8°C worldwide). This comparison clearly demonstrates the well-known amplification or temperature change for the polar regions. The observed temperature increase is neither uniform over the time period nor uniform throughout the course of a year. The winter, spring, and summer seasons …

A low‐cost system was deployed above a swine waste lagoon to obtain estimates of Bowen ratios and characterize lagoon temperatures. The system consisted of humidity and temperature sensors and anemometers deployed above the lagoon, water temperature sensors, and a meteorological station located by the lagoon. To evaluate the system, data was analyzed from the 25th through 28th June 2007. Bowen ratios showed diurnal behavior near the lagoon surface characterized by negative values during day and positive ones at night. Latent (evaporation) and sensible heat fluxes were towards the atmosphere and the lagoon, respectively for most of the day. A diurnal …

Students are often taught that ecosystems are "delicately balanced," But what. exactly, does this mean? How do we help students relate what they learn in the classroom about ecosystems to the world immediately around them?

As scientists who work closely with middle school students as part of a National Science Foundation-funded Graduate Fellows in K-12 Education program called Project Fulcrum. we have learned that abstract concepts, such as "delicately balanced ecosystem," are often not truly understood. In this study, the role of the Saharan air layer (SAL) is investigated in the development and intensification of tropical cyclones (TCs) via modifying environmental stability and moisture, using multisensor satellite data, long-term TC track and intensity records, dust data, and numerical simulations with a state-of-the-art Weather Research and Forecasting model (WRF). The long-term relationship between dust and Atlantic TC activity shows that dust aerosols are negatively associated with hurricane activity in the Atlantic basin, especially with the major hurricanes in the western Atlantic region. Each year, prior to the onset of the Indian Summer Monsoon, the Gangetic Plains (GP), bounded by the high-altitude Himalayan mountains, are strongly influenced by the transport of dust outbreaks originating in the northwestern desert in India (known as the Thar Desert). Dust particles constitute the bulk of the regional aerosol loading which peaks annually during the pre-monsoon season. This paper integrates observations from space-borne sensors, namely MODIS and CALIPSO, together with ground sunphotometer measurements, to infer dust loading in the pre-monsoon aerosol build-up over source and sink regions in northern India. Accurate flood predictions require high resolution inundation numerical models and detailed coastal and land topography data. However, such data are not always available. A new method to obtain topographic information of flood zones from remote sensing data is demonstrated here for Cook Inlet, Alaska, where tidal range reaches 8-10 m. The moving shoreline is detected from analysis of water coverage in satellite images taken at different tidal stages, and then the shoreline data from different times are combined with water level data from observations and models to produce new topographic maps of previously unobserved mudflats. Water vapor is an important and highly variable constituent in time and space; the knowledge of its variability is important in climate studies. In India, the ground observations of water vapor using conventional methods such as radiosonde are limited. In this paper, a comparison of hourly estimates of total column water vapor from Global Positioning System (GPS) with multisensor satellite is presented over three stations. We show quantitatively seasonal and monthly dependency of bias, standard deviation, root mean square error (RMSE), and the correlation coefficient between the water vapor data sets. Fundamental to the onset of the Indian Summer Monsoon is the land-sea thermal gradient from the Indian Ocean to the Himalayas-Tibetan Plateau (HTP). The timing of the onset is strongly controlled by the meridional tropospheric temperature gradient due to the rapid premonsoon heating of the HTP compared to the relatively cooler Indian Ocean. Analysis of tropospheric temperatures from the longest available record of microwave satellite measurements reveals widespread warming over the Himalayan-Gangetic region and consequent strengthening of the land-sea thermal gradient. The flow of pollutants from Europe and desert dust to Europe from the Sahara desert both affects the air quality of the coastal regions of Egypt. As such, measurements from both ground and satellite observations assume great importance to ascertain the conditions and flow affecting the Nile Delta and the large city of Alexandria. We note that special weather conditions prevailing in the Mediterranean Sea result in a westerly wind flow pattern during spring and from North to South during the summer. Amplification of the hydrological cycle as a consequence of global warming is forecast to lead to more extreme intra-annual precipitation regimes characterized by larger rainfall events and longer intervals between events. We present a conceptual framework, based on past investigations and ecological theory, for predicting the consequences of this underappreciated aspect of climate change. We consider a broad range of terrestrial ecosystems that vary in their overall water balance. More extreme rainfall regimes are expected to increase the duration and severity of soil water stress in mesic ecosystems as intervals between rainfall events increase. This is the final report presenting precipitation data collected under task ORD-FYO4-007 “Precipitation Monitoring at Yucca Mountain”. This task acquired data using tipping bucket rain gauges to measure, with known accuracy, the accumulation and timing of precipitation in the vicinity of Yucca Mountain. Operation of the tipping bucket precipitation monitoring network was assumed by the Harry Reid Center for Environmental Studies (HRC) at the University of Nevada, Las Vegas (UNLV) in March of 2001. Precipitation monitoring data collection concluded June of 2008. All data presented in this report were collected during that time.
