This study aimed to identify flood-prone areas along the Pinhoti Trail and Chinnabee Silent Trail in the Talladega National Forest. Using the Hydrology Flood Index layer that was created using several essential data layers, the research aimed to provide campers, hikers, nature enthusiasts, and trail maintenance teams with information about areas at a higher risk of flash flooding. The Hydrology Flood Index layer rates the risk of flooding on a scale of 1 to 4, with level 1 indicating a low risk of flooding and level 4 indicating an extremely high risk. The effects of the morphological model and the existence of an upstream tall building on the turbulent street canyon flow and the overlying boundary layer are investigated in a wind tunnel, using Stereoscopic Particle Image Velocimetry (S-PIV) measurements. The velocity variances, Reynolds shear stress, and turbulent kinetic energy are found to be larger than in a similar idealized street canyon model. Increasing building height results in a decrease in vertical mass fluxes across the opening of the canyon, at least in the canyon portion directly downstream of the building. Despite the increasing availability of weather products and access to data, the issue of weather representativeness, especially in relation to terrain, persists in the aviation industry. Data-sparse regions pose a particular challenge, requiring focused research efforts to address this issue and reduce accident and fatality rates within the general aviation (GA) community. This thesis aims to tackle the specific problem of representing visibility conditions, with a focus on obscuration conditions in elevated terrain.

Image feature detection is a potent tool with many applications, such as fog identification, roadway conditions, etc. As part of the recent surge in machine learning applications, cloud detection has also become an increasingly engaged area of research. Identifying low clouds is especially useful with respect to aviation, particularly in regions of complex topography prone to visibility-related hazards such as haze or fog. The objective of this research is to quantify the LAMP’s performance when forecasting for IFR conditions at specific major airports for forecast hours one, three, six, and twelve, and further determine how the LAMP performs seasonally at those specific airports and forecast hours. Two by two contingency tables were used to calculate the Probability of Detection (POD), False Alarm Ratio (FAR), Critical Success Index (CSI), Heidke Skill Score (HSS), and Bias score. Tornadic outbreaks occur annually, causing fatalities and millions of dollars in damage. By improving forecasts, the public can be better equipped to act prior to an event. False alarms (FAs) can hinder the public’s ability (or willingness) to act. As such, a probabilistic FA forecasting scheme would be beneficial to improving public response to outbreaks.

Here, a machine learning approach is employed to predict FA likelihood from Storm Prediction Center (SPC) tornado outbreak forecasts. One of the greatest natural hazards that is faced with in much of the United States are tornadoes. Despite improvements in the warning processes, the risk of significant loss of life remains high. That is particularly true with vulnerable communities which have higher proportions of mobile homes; however, violent tornadoes are very difficult to manage in permanent homes or buildings as well. As a result, tornado shelters have been built in some communities and have become available to the public. Although the ecological devastations induced by an oil spill are well studied, the hydrometeorological impacts from a long-term slick have gone unnoticed. Cameron Parish is a large coastal parish in southwest Louisiana that has been impacted by several powerful tropical cyclones. In 2020, the strongest hurricane in recorded history to ever hit this region, Hurricane Laura, set a state record for the highest storm surge measurement at 6.34 meters. I examine the climatology of tropical cyclone landfalls in this parish, looking for trends in intensity and frequency with time. I then compare the extreme surge of Hurricane Laura with a dataset of 645 synthetic tropical cyclones generated and used by the Coastal Hazards System for Louisiana. This thesis investigates the potential impact of anthropogenic climate change on hail frequency and intensity, which poses a significant threat to life and property, accounting for annual insured losses of around $30 billion in the U.S. This approach uses convection-allowing dynamically-downscaled regional climate simulations using input data from NCAR's bias-corrected Community Earth System Model to simulate historical and projected future climate regimes under two greenhouse gas emission scenarios. The impacts of anthropogenic climate change will be felt most strongly through changes in hazards such as extreme precipitation. The potential for extreme precipitation changes—both increases and decreases—may have significant societal impacts (e.g., agriculture production, loss of life and property). Predicting future climate change relies on accurate representations of the earth’s surface radiation budget. Complex interactions between large-scale dynamical conditions (e.g., low-pressure systems) and microscale processes (e.g., cloud properties) are key contributors to energy budget biases within global climate models. Proper estimation of cloud microscale processes and their responses to synoptic-scale dynamics will greatly improve the accuracy of the simulated energy balance within global climate models. Elevated mixed layers (EMLs) are an important influence on the severe convective storm climatology in the contiguous United States (CONUS), playing a role in storm generation, sustenance, and suppression. A function of the topography in the western CONUS and northern Mexico, EMLs are elevated layers of nearly dry adiabatic lapse rates and high potential temperature, typically with a capping inversion at their base. The overarching objective of this research was to enhance our comprehension of the three-dimensional precision of meteorological measurements obtained using small unmanned aircraft systems (UAS). Two complimentary experiments were conducted to achieve this objective.

The first experiment entailed the development and implementation of a system to determine the global navigation satellite system (GNSS) position accuracy on a UAS platform. This system was utilized to assess the static and dynamic accuracy of L1 and L1/L2 GNSS receivers in real-time kinematic (RTK) and non-RTK fix modes. Energy grids around the world are becoming increasingly penetrated by renewable energy sources, resulting in progressively variable energy generation. This study aims to provide a fundamental basis for observing atmospheric conditions in relation to weather-dependent renewable energy supply, where daily synoptic-scale influences are considered in hypothetical fully electrified North American interconnections. Tropical cyclone (TC) hazards are primarily dictated by the TC position; thus, it is important to produce accurate TC track forecasts. Many different features can influence a TC’s motion, yet these features are not always well sampled by in-situ observations over the open ocean, creating a need for supplemental observation collected via aircraft, including the deployment of dropsondes. In 1997, the National Hurricane Center (NHC) began operational synoptic surveillance missions in the near-storm environments of TCs using the Gulfstream IV-SP jet aircraft (G-IV), with the goal of reducing track forecast errors. Louisiana, U.S.A., is among the most vulnerable areas globally to coastal natural hazards, with risk vulnerability likely increasing. The risks associated with non-tropical-cyclone hazards in Louisiana’s coastal zone have been understudied. This research enhances present and future (i.e., 2050) Louisiana risk assessment using locally-weighted, model-based hazard frequency/intensity and population projections.

Results suggest that property risks associated with extreme cold temperature and tornado are and will remain costlier than those for hail and lightning. Between 2011-2021, violent tornadoes accounted for an average of 65% of all tornado-related fatalities. The Violent Tornado Parameter (VTP), created in 2018, attempts to address this forecast problem but has issues with false alarms. Storm Relative Helicity has historically been used in tornado forecasting. Recent studies have shown the 0-500 m effective layer SRH (ESRH) has skill in discerning significantly tornadic events from those that are not.

African easterly waves (AEWs) are known precursors to tropical cyclone (TC) formation, although it is not always clear which AEWs will develop and which AEWs will not. To investigate AEW evolution, this study examines novel observations from the geostationary Advanced Baseline Imager (ABI) during July-September 2019. Case studies are conducted for two AEWs: one that became Hurricane Dorian, the strongest and most devastating hurricane of the 2019 Atlantic hurricane season, and a long-lived September AEW that did not become a TC.
