SWOSU Fiscal Year Budgets

Southwestern Oklahoma State University is grateful for the continued support from the Regional University System of Oklahoma and the Oklahoma State Regents for Higher Education. For FY 2026, SWOSU received a flat allocation in the amount of $21,582,762. We are especially appreciative of the additional funding provided through the Critical Workforce Initiative, which will be instrumental in strengthening priority academic areas and producing graduates who are workforce-ready and equipped to meet the demands of Oklahoma’s economy.

Higher education institutions (HEIs), such as colleges and universities, face many challenges and competitive pressures and must innovate. How can ideas from complexity and a systems approach help a HEI understand how it creates value and potentially drive business model innovation? This article provides a university-as-a-platform (UaaP) framework that integrates platform thinking and systems thinking to help HEIs think about value creation, innovation, and the design of new business models. The study aims to identify the levels of compulsive shopping and their relationship to the self-concept of Al-Quds Open University students. It also aims to determine the differences in each of these levels in regards with the variables of gender, place of residence, and economic level. The descriptive correlational approach was employed through the application of compulsive shopping and self-concept scales on an available sample, the size of which was (365) students from Al-Quds University. This dissertation investigates how state education policies address excellence gaps among student subgroups in gifted education. Using a multiple case study design, it examines the policy mechanisms, identification practices, and funding models employed across states to promote equity in advanced academic access. Grounded in critical policy analysis, the study highlights systemic disparities perpetuated by inconsistent definitions, underfunding, and limited accountability structures. Findings reveal that while some states adopt promising interventions - such as universal screening and dual enrollment support - many fall short in ensuring sustainable, inclusive practices. This project examines the landscape of menstrual equity in the United States through a data storytelling lens, focusing on state-level policies regarding taxation and access to menstrual products. The analysis explores which states impose sales tax on menstrual products, if state schools provide free menstrual products, and which states ensure access for incarcerated individuals using publicly available datasets from advocacy groups. Additionally, there is an investigation into potential correlations between the gender wage gap and states that tax menstrual products, shedding light on economic and policy disparities.

Tulsa Remote is one of the largest of over 100 remote worker attraction programs in the United States. Since its beginning in 2018, the program has provided generous incentives ($10,000 for moving to Tulsa and staying one year), along with accompanying networking services and incentives to encourage entrepreneurship, to over 3,000 Tulsa Remote member households, selected out of tens of thousands of applicants. It is common practice to synthesize these materials using petroleum-based chemicals. Nonetheless, in the twenty-first century, scientists are more interested in using renewable resources to create composites. The greatest substitute for petroleum-based chemicals is vegetable oil. It has unsaturated double bonds that are modifiable chemically. In the present study, bio-polyol was synthesized using castor oil, an inedible vegetable oil. Following the decade after K-12 public education funding cuts brought on by the Great Recession, some states are addressing these funding cuts with changes to their funding formulas. This comparative case study identifies trends of significant changes in education funding formulas since the end of the Great Recession in states with majority Republican legislatures—red states. The states analyzed in this study are Texas, Tennessee, and Mississippi. We evaluate impacts heterogeneity of an Early Childhood Intervention, with respect to the Educational Attainment Polygenic Score (EA4 PGS) constructed from DNA data based on GWAS weights from a European population. We find that the EA4 PGS is predictive of several measures of child development, mother’s IQ and, to some extent, educational attainment. We also show that the impacts of the intervention are significantly greater in children with low PGS, to the point that the intervention eliminates the initial genetic disadvantage. Lastly, we find that children with high PGS attract more parental stimulation; however, the latter increases more strongly in …
