While the number of superintendents of color increased from 5 percent to 6 percent during the past decade, their representation remains well below their numbers in the general population. Data from the most recent AASA superintendency study show that the greater the levels of minority students and minority residents, the greater the likelihood the district has a superintendent of color. However, an inverse association existed between the percentage of the district's minority employees and a superintendent of color.

Effects Of The Pre-K Program Of Kalamazoo County Ready 4s On Kindergarten Entry Test Scores: Estimates Based On Data From The Fall Of 2011 And The Fall Of 2012, Timothy J. Bartik

This paper uses a regression discontinuity model to examine the effects on kindergarten entrance assessments of the Kalamazoo County Ready 4s (KC Ready 4s) program, a half-day pre-K program for four-year-olds in Kalamazoo County, Michigan. The results are based on test scores and other characteristics of up to 220 children participating in KC Ready 4s, with data coming from both 2011–2012 and 2012–2013 participants in the program. The estimates find consistently statistically significant effects of this pre-K program on improving entering kindergartners’ math test scores. Groups seeking to rescind or weaken state licensing requirements to be a superintendent have disparaged academic studies in administration as an inconsequential requirement. Their claim has rarely been supported by empirical evidence. Findings from the last three AASA-sponsored decennial studies (1992, 2000, and 2011) of the superintendency suggest policymakers and members of the profession should be cautious about radically altering licensing requirements. A high percentage (ranging from 74 percent in 1992 to 79 percent in 2011) rated their universitybased academic preparation as being excellent or good.

Title I of the 1965 Elementary and Secondary Education Act explicitly directed more federal aid for K-12 education to poorer areas for the first time in US history, with a goal of promoting regional convergence in school spending. Using newly collected data, we find some evidence that Title I narrowed the gap in per-pupil school spending between richer and poorer states in the short- to medium-run. However, the program was small relative to then-existing poverty gaps in school spending; even in the absence of crowd-out by local or state governments, the program could have reduced the gap by only 15 …

After a long process of judicial action, states have revised the education funding distribution systems to meet the legal requirement of providing both horizontal and vertical funding equity between districts (interdistrict) in the state. A major part of the judicially required reforms was a shift to weighted student funding or funding which provides differential amounts of education funding dependent on the estimated needs of students based on their individual characteristics. However, little research has been done to examine the equity of the funding distribution systems between schools within districts (intradistrict).

The current research, Citizen Support for Northern Ohio Community College Funding Initiatives during an Economic Recession Recovery, asks the question: Do the citizens of Northern Ohio support community college funding during difficult economic times? Based on the theory of Stakeholder Analysis, the purpose of this concurrent, mixed-methods study was to investigate stakeholder support of community college funding initiatives, particularly for levy-funded community colleges that rely on the voting public to voluntarily contribute property taxes to support their institutions.

This report provides a cost-estimate of a two-year universal, place-based scholarship program for the School District of Beloit. The scholarship could be used at any technical two-year public college in Wisconsin. The cost estimates of a first-dollar and middle-dollar scholarship program, which would require students to complete their FAFSA, are provided to the year 2023. This report is based on modifying an impact model constructed by the Upjohn Institute for the School District of Beloit to estimate the potential fiscal impact of a four-year scholarship program.

This report offers an estimate of the cost of a statewide scholarship program for the State of Oregon that has a similar program structure as the existing Kalamazoo Promise. It is assumed that the proposed Oregon scholarship program would begin in the fall of 2013, and the full cost of the scholarship would not occur until 2016 when four years of scholarship-eligible students are enrolled in college. This report includes estimates on the scholarship costs, as well as, costs associated with administering the scholarship program.

The most recent AASA decennial study of the superintendency reveals the growing presence of female superintendents (24.1 percent nationwide) has not been affected by either district enrollment or the level of a school district's racial or ethnic diversity. Across four district enrollment categories, the range of female representation was 20.4 percent (in the largest districts) to 29.8 percent (in the smallest districts). By comparison, females accounted for 17.7 percent of very small-district superintendents and just 5.4 percent of the largest-district superintendents a decade earlier. Despite increased development and dissemination, there has been very little empirical research on Open Educational Resources (OER). Teachers and students involved in a large-scale OER initiative at eight community colleges across the United States were given a detailed questionnaire aimed at uncovering their perceptions of the cost, outcomes, uses and perceptions of quality of the OER used in their courses. Teachers and students alike reported significant cost savings and various pedagogical and learning impacts due to the implementation of OER in the classroom. In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. HB 1184, which passed in the 2012 session of the Virginia General Assembly, stipulates that the opportunity must be available for all high school students throughout the Commonwealth to be able to participate in dual enrollment and either receive a Uniform Certificate of General Instruction or an associate degree. Much of this growth is with full-time online schools, most of which are operated by for-profit companies that use proprietary online course content. Little progress has been made with respect to evaluating the performance of local boards of education, according to the most recent decennial, nationwide study of superintendents. Seven in 10 boards do not receive any form of formal evaluation, and among the 30 percent that do, almost all engage only in self-evaluation.

Knowing the factors used in the annual performance evaluation of superintendents is foundational to building a more effective process. The accompanying graph, based on AAS~s decennial survey of the field, shows how superintendents rank seven response options about the conduct of their own assessments by school boards. Critics claim current evaluation practices are plagued by ambiguous purposes, unrealistic expectations, uneven and subjective processes, and invalid outcomes. The overall quality of superintendent evaluations suffers from the variation in the bases of assessments and the number and competence of the evaluators.
