One of the tenets of higher education is the extension of the community that responds to the social and cultural surroundings, including the Indigenous Peoples (IP) and their rights to education. This study explores the potential for integrating Lonto Leok culture as a character education model based on Pancasila values in schools. This research employs a qualitative approach utilizing a case study methodology. Data were collected through interviews, observations, and document analysis in Manggarai communities and schools that have integrated the Lonto Leok cultural tradition into their learning processes. The data analysis confidently employed a triangulation approach to solidify the validity of the research outcomes, ensuring their credibility, dependability, transferability, and confirmability. Understanding what shapes student motivation is essential to improving second language (L2) programs. While motivation is among the widely studied individual differences (IDs) in second language acquisition (SLA), research has largely focused on commonly taught languages, limiting broader applicability. This mixed-methods study, grounded in Dynamic Systems Theory (DST), explores the motivational development of learners studying a less commonly taught language (LCTL), Russian, during an eight-week summer immersion program. Research indicates that first-generation (FG) students face a number of barriers to success in higher education when compared to their continuing-generation peers. Although many institutions serving a large number of FG students have implemented programs to support this population, little attention has been paid to institutional grading policies that reinforce harmful practices by attempting to standardize assessment while perpetuating inequalities. This study uses document analysis and critical policy analysis to examine the alignment between the grading policies and institutional values of 25 community colleges serving high FG student populations. While framed as a unifying policy, the order revokes Executive Order 13166, reducing federal protections for language access and echoing past efforts to marginalize non-English languages in schools. This dissertation explores the critical, yet understudied, issue of using a variety of accents/dialects within standardized listening assessments. The current study argues for a paradigm shift from dominant accent to the use of a variety of accents in foreign language testing and assessment. The shift is guided by the principles of Universal Design for Learning (UDL), World Englishes, and Intercultural Communication Theory. There is inadequate education and training for Adult ESL teachers on how to teach pronunciation, especially the essential suprasegmental feature of intonation. This leads to the perpetuated issue of lowered intelligibility amongst ESOL learners, which limits their opportunities in English-speaking settings. Through the provision of innovative curriculum and teacher training videos that share pedagogical content knowledge (PCK) on the subject of suprasegmental phonemes, these issues can be addressed.

English Learners (ELs) are often assessed using tools that fail to account for their linguistic and cultural backgrounds, leading to inaccurate conclusions about their academic abilities. This project addresses the problem of non–culturally responsive assessment by developing a framework and resources to help teachers design and implement assessments that more accurately reflect what multilingual learners know and can do. Rooted in the principles of Culturally Responsive Assessment (CRA) and aligned with the WIDA English Language Development Standards, this project supports educators in integrating language development with equitable instructional practices.
