In April 2011, the City of Beaverton adopted its Civic Plan Central City Strategy (“the Civic Plan”). The Civic Plan provides a new understanding of the Central City. One of the Civic Plan’s most important strategic goals is the transformation of the Creekside District (an underutilized 50-acre site situated at the heart of the Central City) into a vibrant, sustainable, mixed-use community. The goal of this study is to develop and apply a new method for assessing social equity impacts of distance-based public transit fares. Shifting to a distance-based fare structure can disproportionately favor or penalize different subgroups of a population based on variations in settlement patterns, travel needs, and most importantly, transit use. According to federal law, such disparities must be evaluated by the transit agency, but the area-based techniques identified by the Federal Transit Authority for assessing discrimination fail to account for disparities in distances travelled by transit users. This report summarizes the results of an online survey, conducted during February and March 2013, of 251 groups involved with urban agriculture (UA) projects in approximately 84 cities in the US and Canada. This is only a preliminary report. As such, we present descriptive statistics rather than a interpretive analysis of the survey responses. Furthermore, it is important to recognize that these results are not necessarily representative of all urban agriculture businesses and organizations across North America. Nevertheless, these results point to certain trends and patterns that offer rich opportunities for further inquiry.

For 15 years, scholars have claimed that accessibility-based transportation planning was at the brink of becoming a new paradigm, and yet this hope remains unrealized. Its implementation may lag due to vague definitions when compared to mobility, or because those who would benefit from accessibility-based planning lack political power to rally its support. The purpose of this research was to evaluate the effectiveness of the Healing for Educational Achievement Resource Team (H.E.A.R.T.). H.E.A.R.T. is a committee of staff at a middle school in Dorchester. Dorchester is a violence hotspot in Boston, MA, and students in such areas need to heal from traumas while meeting academic requirements. In order to meet their students’ needs and achieve their goals, schools need to practice trauma informed care. A historic increase in African American voter turnout in the 2008 presidential elections has also contributed to the overall increase in voter turnout in presidential elections, which steadily declined from 1960 through 2000. Using a logistic regression analysis for presidential years 1980 through 2000, this article re-examines why voter turnout in presidential election years take place. The traditional and well-established explanations of socioeconomic status (SES), demographics, group consciousness, mobilization, psychological orientations, and economic displacement, were regressed onto voter turnout where race is deemed insignificant. Swain Eastern Kentucky University This essay uses the principal-agent theory to offer a framework for explaining shirking tendencies by the U.S. military in civil-military relations. Through the lens of the framework presented here, the principal-agent theory explains why shirking tendencies by the U.S. military is more likely to occur when a Republican occupies the White House, than when it is occupied by a Democrat. In August of 2004, the bipartisan 9/11 Commission released its report to much media buzz. However, when all ten commissioners reconvened in late 2005 to issue a report card on progress made on the recommendations of the Commission, they issued five Fs, twelve Ds, nine Cs, and one A minus. This article looks at independent commissions in the United States and the role they play as flak-catchers—stopgaps that assuage public fears while giving the appearance of decisive government action. In this paper, we explore a local government water department's adoption of social media to engage with citizens. Specifically, we describe the use of a Facebook page, created by the Organismo Operador Municipal del Sistema de Agua Potable, Alcantarillado, y Saneamiento (SAPAS) in La Paz, B.C. Mexico, during its initial eighteen months of operation. Based on an analysis of the page posts, we note an increase in total posts over the study period. The dominant type of post (SAPAS and citizens combined) was announcement and this type of post was unevenly distributed with peaks at the beginning and end of …
