To most Americans with the exception of those few who, for whatever reason, have an attachment to the North African country of Tunisia, the name Fahem Boukadous, foreign to American ears, means nothing. It means a good deal more to "Reporters Without Borders” and to the US State Department that actually issued a statement (half way down the page) on his behalf, to the US intelligence agencies and military that have carefully followed the Spring, 2008 uprising in the Tunisian region of Gafsa–deemed the most extensive and militant social protest in that country’s history in the past quarter century.

Many international law scholars have begun to argue that the modern world is experiencing a “decline of citizenship,” and that citizenship is no longer an important normative category. On the contrary, this paper argues that citizenship remains an important category and, consequently, one that implicates considerations of justice. I articulate and defend a “civic” notion of citizenship, one based explicitly on political values rather than shared demographic features like nationality, race, or culture. I use this premise to argue that a just citizenship policy requires some form of both the jus soli (citizenship based on location of birth) and the …

Now more than ever in making decisions about water, including the protection of source water, there is concern about the process and context in which decisions are made. Historically, government agencies have dominated decision making using a top down approach. More recently, however, a wider array of participants is included in water-related decision making processes. Goals underlying this shift can include democratizing the process, adding legitimacy to the outcomes, strengthening the capacity of local communities, and increasing likelihood of plan implementation.

In January 2008, Nebraska Governor Dave Heineman hosted the Governor’s Summit for Expanded Learning Opportunities. The Summit explored collaborative efforts of schools and community leaders to create expanded learning opportunities for Nebraska’s children and youth. Following the event, Governor Heineman asked the Nebraska Children and Families Foundation and the Nebraska Community Learning Centers Network to map funding for expanded learning opportunities in Nebraska.

Begun in 2006, the Fusion Project connects new refugees and their communities with local community resources in Lincoln, Nebraska. One of three goals of the Fusion Project is equipping Lincoln’s mainstream community to work with four refugee communities: African, Asian, Eastern European, and Middle Eastern. The University of Nebraska Public Policy Center evaluated the Fusion Project with respect to this goal using the information gathered through two facilitated focus groups. The Nebraska Minority Justice Committee (MJC) is a unique statewide collaboration that works to develop and implement just and sustainable policy reforms that will not only improve the system of justice but will also strengthen public trust and confidence in our laws and court system. The Committee is a joint effort of the Nebraska State Bar Association and the Nebraska Supreme Court, appointed by the Supreme Court in May of 2003 in response to a Task Force’s two-year investigation of racial and ethnic fairness in Nebraska’s court system.

The Nebraska State Suicide Prevention Coalition convened the Suicide Prevention Summit on Friday, January 29th, 2010. The event was hosted by BryanLGH West in Lincoln, and 24 sites across the state participated via videocast through the Nebraska Statewide Telehealth Network. The goal of the event was to provide an overview of suicide as a public health concern in Nebraska, present opportunities to discuss local needs related to suicide prevention, and featured an introduction to best practices in suicide prevention.

Congressional concern about homeless students resulted in the McKinney-Vento Act (MCKV) in 2001, which provides funds to local educational agencies (LEAs). MCKV is almost a decade old, yet no evaluations of its academic effectiveness have been reported. Using a systems theory framework, this study answered research questions (RQs) involving whether normally housed students in Grade 6 scored higher than homeless students in Grade 6 in reading (RQ 1) and math (RQ 2) on end-of-grade (EOG) test scores and whether homeless students in Grade 6 from LEAs that received MCKV funding scored better in reading (RQ 3) and math (RQ 4) …

The relevant literature consistently suggests that understanding citizen participation in community action programs is needed to maximize network governance efforts. Yet, there is no empirical evidence demonstrating a relationship between levels of network governance (NG) and citizen participation rates. The purpose of this study was to determine the degree to which levels of NG is correlated with levels of citizen participation in community action agency (CAA) programs, and whether variations in NG or variations over time in average income level is more strongly related to participation. This chapter examines how effectively TAFE Institutes and universities in the State of Victoria contribute to meeting the social and economic needs of the population in terms of opportunities to study and relevance of the qualifications offered. It identifies some key achievements and areas for improvement. Previous studies have neglected to focus on the generalized affective satisfaction (diffuse support) to state level courts among Hispanics/Latinos. A western US county was selected for this case study to test a racial and ethnic theory of procedural justice in a region with a large Hispanic/Latino population. Differential experience theory was used as a theoretical foundation and posits that people determine their level of satisfaction with the courts based on their own actual experience with the courts. There team felt that there was a clear lack of congruence between mine action strategies and the countrywide priorities and strategic direction. This Article examines three traditionally “taboo trades”: (1) the sale of sex, (2) compensated egg donation, and (3) commercial surrogacy. The Article purposely invokes examples in which the compensated provision of goods or services (primarily or exclusively by women) is legal, but in which commodification is only partially achieved or is constrained in some way. I argue that incomplete commodification disadvantages female providers in these instances, by constraining their agency, earning power, or status. Moreover, anticommodification and coercion rhetoric is sometimes invoked in these settings by interest groups who, at best, have little interest in female empowerment and, at worst, …

In this commentary the authors highlight the challenges Maine faces. They suggest areas where the state could spend less, based on national comparative figures. They discuss what they call the “three ticking time bombs” in the state: the aging workforce, unfunded pension liabilities, and escalating costs of healthcare, and review what they consider to be inefficient structures in government at all levels. They argue that new thinking and new approaches are needed, and make a number of recommendations for “reinventing government” in Maine.

Policymakers can help some seniors age in place through policies to strengthen private-sector reverse mortgages. In reverse mortgages, individuals who may be “house rich but cash poor” can use their home’s equity to receive regular income or get money through a credit line. Andrew Helman argues that state legislatures can help seniors avoid the “tricks and traps” of reverse mortgages by estab­lishing programs in which lenders who agree to play by rules that ensure the safety and security of such mortgages are placed on a “preferred” list for seniors seeking a loan.
