Through the work of the House and Senate chief patrons: Delegate Delores L McQuinn (HB 142) and Senator George L. Barker (SB 342) changes to the Transit Ridership Incentive Program (TRIP) intended to increase funding to reduce the impact on public transit fares on individuals with low-incomes were signed into law during Virginia’s 2022 legislative session. House Bill (HB 142) and Senate Bill (SB 342) builds on 2020 legislation establishing TRIP to promote improved transit service in urbanized areas 1 of the Commonwealth with a population of more than 100,000 and to reduce barriers to transit use for low-income individuals. …

Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Athletics departments are showcases for universities, serving as a public face and recruitment outlet that communicates university identity to the world. This applied research project examines the state of electrical energy infrastructure at Michigan Technological University with special attention to the Athletic Department and reports on the process for energy decisions in both settings. I take a qualitative research approach analyzing University documents and conducting interviews with informants in Athletics Administration, Facilities, and MTU’s Office of Sustainability and Resilience. With the growth in global trade and its environmental footprint, sustainable modes of freight movement are increasingly important in today’s globalized world. This study focuses on on-dock rail, where the rail terminal is located within the marine container terminal. On-dock rail has in recent years become an essential mode of transportation to move containers out of congested marine container terminals. A Harbour In The Country, A City In The Sea: Infrastructural Conduits, Territorial Inversions And The Slippages Of Sovereignty In Sino-Sri Lankan Development Narratives, Orlando Woods

This paper adopts infrastructure as a lens through which new understandings of the inter-relationships between territory and sovereignty can be advanced. It argues that inverting the terrestrial assumption of territory can lead to “slippages” of sovereignty in which territorial sovereignty is indirectly claimed through the assertion of governance rights. For the purposes of this paper, I explore these inversions through the reclaiming of land from the ocean, and the removal of land by the ocean. Drawing on ethnographic research exploring the effects of China-backed infrastructure megaprojects in Sri Lanka, these territorial inversions are explored, respectively, through the Port City Colombo …

This research built on the work of Chi-Pei Fang who explored this issue in “Ability of the Bay Area Cities to Accommodate Plug-in Electric Vehicles: A Process Evaluation” (Fang, 2021). Fang recommended that follow-on projects focus on an individual city. This paper moved in that direction, but instead of focusing on a specific city in the California Bay Area, it focused on Santa Clara County (SCC) and the cities within. Additionally, this paper broadened the focus to include all zero-emissions vehicles (ZEVs), a category which not only includes electric vehicles (EVs) but also hydrogen fuel cell electric vehicles (FCEVs).

This research was designed to evaluate whether HomeFirst Services’ RRH Program has proven to be more effective than traditional approaches in eliminating homelessness for its participants in Santa Clara County, California. Research was based on the Program Satisfaction Survey conducted at the end of the participants’ program enrollment in comparison with data collected for clients in other HomeFirst Services programs. The research question that is being answered from this survey is whether or not the HomeFirst Services RRH Program is fulfilling the clients’ needs. Interstate 11 (I-11) offers Nevada a unique opportunity to advance the economic development prospects of one of the state’s most economically challenged areas: Elko and eastern Nevada. Expansion of subway networks helps to enhance connectivity and matches of people by facilitating their mobility. Using rapid expansion of the Beijing subway from 2000 to 2018, we analyze its impact on collaborative matches in innovations. We find that an hour reduction in travel time between a pair of locations in Beijing brought a 15% to 38% increase in collaborated patents. Far-apart location pairs were more affected, and the local average treatment effect is approximately 35% to 82%. Such effect is mainly driven by increased matches among highly productive inventors due to complementarity between inventors’ productivity and travel time. At …

“Growth should pay for growth.” This slogan—the common justification for development charges—is rarely challenged in municipal circles. The principle that those who cause new urban growth should pay for the infrastructure associated with it has generally been taken for granted, at least for the last few decades. Development charges evolved from post-1945 subdivision agreements and were initially accepted by most developers as a mechanism for enhancing the likelihood that current residents in a municipality would agree to new development. They now add as much as $90,000 to the cost of a new house in some parts of the Greater Toronto …
