The Project-Based Section 8 program began as temporary housing of the last resort for people who experience temporary setbacks. However, due to participants' inability to become economically self-sufficient, the anti-poverty program has become permanent housing from which few families have been able to escape. Recent studies related to escaping poverty and becoming economically self-sufficient suggest cultural and structural factors are equally important and collectively impact upward economic mobility.

We advance scholarship about how macroeconomic forces differentially manifest themselves across local spaces by developing a holistic conceptual framework and empirical analyses involving multilevel change modeling. Unlike prior work, we examine differential rates of change in neighborhood indicators. We illustrate our approach with Chicago data measuring the crime, housing, and economic domains of neighborhood quality- of-life over the 2000-2009 period. We find that the local dynamic manifestations of macroeconomic cycles were far more nuanced than have been previously observed. Neighborhood indicators moved along distinct trajectories, sometimes but not necessarily tracking each other or the overall business cycle, and they changed …

While the short term measures to reduce recurrent expenditure are necessary conditions for fiscal sustainability, the long term imperative is to increase revenue. Thus, efforts should be made by the fiscal authorities in Nigeria to pursue the policy of balancing of expenditure with revenue improvements. The issues of the underperformance of the capital budget should be reversed before savings from cuts in recurrent expenditure can be diverted to the financing of capital expenditure. In the 65 years since the U.N.’s Universal Declaration on Human Rights, the human rights community has become a standard-bearer of normative behavior, influencing development and humanitarian organizations, multinational corporations and philanthropists. Though the movement is viewed as honorable and admirable, the certainty of its mission can inhibit introspection; a natural tendency is to prioritize rather than challenge prevailing assumptions.

The goal of this paper is to show that orthodox and heterodox theories of personal income distribution developed in the mid-twentieth century are effectively identical, despite their claims to the contrary. While segmented labor market theory contends that neoclassical theories of personal income distribution, such as human capital theory, ignore the impact of social institutions on the labor market, human capital theory actually implicitly incorporates them. Social institutions are, therefore, just as important in the orthodox approach to personal income distribution. The purpose of this paper is to examine the role of welfare incentives in the decision to move for poor, single mothers. Using micro-level data from the Panel Study of Income Dynamics (PSID) and other sources, I develop an econometric model that estimates the influence of state welfare benefits on the interstate migration decisions of poor, single mothers, whether that be moving from states with low benefits or to states with high benefits. This study builds upon previous literature concerning interstate migration by considering new methodological approaches and theoretical models. Based on a comparative study of New-Pudong (East Shanghai) and Old-Puxi (West Shanghai) in their respective ability to absorb rural migrants, the very essence of urbanization, this paper finds that, constrained by the current hukou (household registration) system and land tenure system, although New-Pudong has emerged as one of the most modernized urban areas in the world, it did so under an urbanization model that is government-dominant and characterized by high land-intensity and capital-intensity. Poverty and economic hardship create tremendous stress for families, and subsequently are risk factors for child psychopathology. The Fatherhood, Relationship, and Marriage Education (FRAME) program is a 14-hour psychoeducation intervention developed specifically to strengthen the ability of low-income mothers and fathers to reduce conflict, cope with stress, and co-parent effectively, hopefully helping to create more stable and secure environments for children. The FRAME study is a randomized controlled trial evaluating the efficacy of a couples-based intervention in a sample of 301 ethnically diverse low-income cohabiting mothers and fathers who are parenting at least one child together. In 1959, the Minnesota Department of Highways (MHD), renamed the Minnesota Department of Transportation (MnDOT) in 1976, commenced the construction of Interstate 35W proceeding North from Richfield through South Minneapolis to Lake Street (the Richfield-Minneapolis segment) which razed more than 50 square blocks of homes and businesses. The segment of this vast project built between Stevens Avenue South and Second Avenue South, completed in 1967, was part of the National System of Interstate and Defense Highways enacted by Congress in 1956. This paper examines the association between poverty and food insecurity among children using the official measure of poverty and the newsupplemental poverty measure of the Census Bureau based on a more inclusive definition of family resources and needs. Our objective is to study whether the association between food insecurity and poverty improves with a more comprehensive measure of income and needs. We find a strong and statistically significant association between income-to-needs ratio based on the official poverty metric and food insecurity among children—particularly very low food security among children.
