The purpose of this study was to explore how restorative practices could help increase the social fabric within communities in order to help solve complex community problems. Although literature on restorative practices is bountiful for the purposes of restorative justice and restorative practices in schools, there is little literature on how to use restorative practices to create more restorative communities or neighborhoods. In 2005 the city of New Orleans experienced catastrophic flooding as a result of the failure of the federal levee system following Hurricane Katrina. This was an immediate disaster that evolved into a longer-term crisis as the city, state, and national government struggled to respond to the event. Although often overlooked by residents of the urban centers that surround it, Hayden Island -- located in the midst of the Columbia River between Portland, Oregon and Vancouver, Washington -- exemplifies the kind of diverse community that defines the metroscape. With a local population of well over 2,000 and a sizable retail shopping district, Hayden Island struggles to be recognized as a destination location known for a distinctive mix of commercial, residential, and natural attributes. Its unique geographical position, however, offers both the possibility of prosperity and the threat of exploitation.

My dissertation develops and analyzes ecological economic models to study the complex dynamics of an ecological economic system (EES) and investigate various conditions and measures which can sustain a developing economy over the long term in view of resilience and sustainability. Because of the intrinsic complexity of the system, I take a systems approach, using economics as the foundation for the basic structure of an ecological economic model, and system dynamics as the method to build and analyze such a complex ecological economic model. Drawing on the concept of sexual geography, this study examines the social and political meanings of sexualized spaces in the urban geography of Portland, Oregon between 1970 and 2010. This includes an examination of the sexual geography of urban spaces as a deliberate construct resulting from official and unofficial public policy and urban planning decisions. Sexual geographies, the collective and individual constructions of sexuality, are not static. Nor are definitions of deviant sexual practices fixed in the collective consciousness. This study investigates the hydrologic effects of urbanization in two Portland, Oregon streams through a comparison of three hydrologic metrics. Hydrologic metrics used in this study are the mean annual runoff ratio (Qa), mean seasonal runoff ratio (Qw and Qd), and the fraction of time that streamflow exceeds the mean streamflow during the year (TQmean). Additionally, the relative change in streamflow in response to storm events was examined for two watersheds. For this investigation urban development is represented by two urbanization metrics: percent impervious and road density. A fundamental purpose of state-mandated growth management has been to infuse regional environmental concerns into local land use planning. Similarly, collaborative ecosystem planning efforts have attempted to encourage local communities to participate in regional planning efforts, and to adopt regional environmental goals and objectives into local land use plans. This paper presents results from a study of state-mandated local planning and collaborative regional planning, addressing in particular local ability to adopt and implement ecosystem planning initiatives for development management.

On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. Many contend that recovery planning can be ordered, knowable, and predictable and that the destruction of buildings and displacement of the population provide an opportunity to build back better. This thesis examines the complexity of recovery through the lens of land use planning. Land use planning serves as the central focus because land provides an individual or family their livelihood and its use underlies the economy. For nearly 200 years, there has been a neighborhood in New Orleans, Louisiana named Milneburg, which has been constantly reimagined by its inhabitants and others. From its inception as a port of entry in 1832 until the 2011, it has been called a world-class resort, the poor-man's Riviera, a seedy red-light district, a cradle of jazz, a village, a swath of suburbia and a neighborhood. It has been destroyed eight times due to storms, fires, and civic or governmental neglect. Each time its residents have rebuilt it. This research observes how public space planning can improve slum upgrading projects, focusing on two case study slums in Ahmedabad, India.

The inclusion of formal public space planning into slum upgrading schemes can act as a catalyst for dweller-initiated housing improvements. While municipalities that choose to upgrade their slums are primarily concerned with supplying bare necessity infrastructure—such as water, sewage, and paving—most upgrading schemes ignore the reality that slum communities are complex, integral components of the urbanization process. These settlements deserve and necessitate comprehensive design and planning services which will integrate the community into the larger urban fabric.

The Tri-City Service District (TCSD) and Clackamas County Service District #1 (CCSD #1), both of Clackamas County, requested that the Population Research Center (PRC) at Portland State University produce long-term population forecasts for each of the two sewer service districts. In addition, CCSD#1 requested that forecasts also be developed to include the entire city of Damascus to account for possible future annexation into its district; and the city of Milwaukie, as CCSD#1 leases services to Milwaukie. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2012‐13 to 2021‐22 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,366 students in Fall 2011, a decrease of 27 students (0.2 percent) from Fall 2010. This is the third consecutive year of K‐12 enrollment loss, but the change was small compared with the loss …
