On Solid Ground is a community disaster preparedness plan for the community that lives, works, and plays within the 12 neighborhoods that compose the Northeast Coalition of Neighborhoods (NECN), the client for this project. Through extensive research, public involvement, and a partnership with the Portland and Multnomah County Bureaus of Emergency Management, Terra Firma Planning provided recommendations for leveraging the unique characteristics of NECN to create a more resilient community. The Neighborhood Main Streets Project is an effort to revitalize neighborhood commercial areas in Milwaukie, OR. Horizon Planning conducted the public involvement for the project with walking tours, a survey, visioning workshop, focus group, and open house to determine the community’s vision for walkable and vibrant commercial areas. Horizon Planning also examined existing zoning, transportation, and economic conditions that were not conducive to pedestrian-friendly and vibrant commercial areas. Finally, the project made recommendations to: Update zoning to allow for community-desired land uses; Change development standards to allow pedestrian-scale development; Improve transportation safety and connectivity to encourage walking and biking; and …

Located in the heart of the Columbia River Gorge National Scenic Area, the City of Cascade Locks is a point of entry for regional and national trail systems. Recreational development opportunities abound for the community including mountain biking, hiking, sailing, bird watching, road biking, wind surfing, fishing, and camping. As the only city located directly on the Pacific Crest Trail, Cascade Locks sees thousands of hikers pass through every year. This research theorizes the work of the urban commons through close examination of a group of ten limited-equity housing cooperatives in Washington, D.C. Limited-equity co-ops, or LECs, are a noncommodified resource that is collectively owned and maintained by their members. I argue that LECs are a manifestation of the commons, and that they represent a specific form of the commons - the urban commons. In this research, I ask: how does the urban commons - as manifested in this case by limited-equity housing cooperatives - function? In post-Katrina New Orleans, housing and community development (HCD) advocates clashed over the future of public housing. This case study examines the evolution of and limits to a human right to housing frame introduced by one nongovernmental organization (NGO). Ferree’s concept of the discursive opportunity structure and Bourdieu’s social field ground this NGO’s failure to advance a radical economic human rights frame, given its choice of a political inside strategy that opened up for HCD NGOs after Hurricane Katrina. The contentious politics of the demolition of Lafitte public housing in post- Katrina New Orleans and its replacement with mixed-income properties is a telling case of the strategic conflicts housing advocates face in public housing revitalization. It reveals how the qualified outcomes of HOPE VI interact with local institutional and historical circumstances to confound the equity and social justice goals of housing and community development advocates. It shows the limits to public housing revitalization as an urban recovery strategy when hostile government leadership characterizes a region, and the state is recast as an adversary rather than revitalization partner. Richard Florida's Rise of the Creative Class of 2002 ends with a clarion call for a post-industrial, post-class sensibility: 'The task of building a truly creative society is not a game of solitaire. This game, we play as a team.' Florida's sentiment has been echoed across a broad and interdisciplinary literature in social theory and public policy, producing a new conventional wisdom: that class antagonisms are redundant in today's climate of competitive professionalism and a dominant creative mainstream. The management of residential landscapes occurs within a complex socio-ecological system linking household decision-making with ecological properties, multi-scalar human drivers, and the legacy effects of past management. Conventional wisdom suggests that resource-intensive turf grass yards are the most common landscaping outcome, resulting in a presumed homogeneous set of residential landscaping practices throughout North America. We examine this homogenization thesis through an interview-based, cross-site study of residential landscape management in Boston, Phoenix, and Miami. Counter to the homogeneity thesis, we find that yard management practices often exhibit heterogeneity, for example, in groundcover choice or use of chemical inputs. The degree of …

In the United States, women bicycle at significantly lower rates than men. One method of remedying this disparity is to ensure that women are engaged in bicycle planning and policy making through, for example, participation in bicycle advisory committees (BACs). No research has been conducted on women’s representation and participation in these committees. This study attempts to fill that gap by examining women’s membership levels in and experiences serving on California bicycle advisory committees and bicycle/pedestrian advisory committees. In addition, we explore some of the barriers to participation faced by female cyclists. A survey of 42 committees revealed that women …

Analyses of traffic accidents are often focused on the characteristics of the accident event and hence do not take into account the broader neighborhood contexts in which accidents are located. This thesis seeks to extend empirical analyses of accidents by understanding the link between accidents and their surroundings. The case study for this thesis is Hillsborough County, Florida, within which the city of Tampa is located. In 2008 the Federal government enacted a Neighborhood Stabilization Program (NSP) to address the neighborhood effects of the late-2000s foreclosure crisis. Congress subsequently funded a second and third NSP. This research employs mixed methods to examine the effectiveness of the first round of the NSP in three Florida jurisdictions. The results are analyzed within the larger context of substantive housing theory and federal housing policy. The success of the program is evaluated using a mixed-scanning procedural planning theoretical framework.

Consensus is lacking on specific and policy-relevant measures of neighborhood attributes that may affect health outcomes. To address this limitation, we created small standardized geographic units measuring the transit, commercial, and park area access, intersection, and population density for the Portland, Oregon metropolitan area. Cluster analysis was used to identify six unique urban forms: central city, city periphery, suburb, urban fringe with poor commercial access, urban fringe with pool park access, and satellite city. The urban form information was linkable to the detailed physical activity, health, and socio-demographic data of 2,005 older women without the use of administrative boundaries. Evaluation …
