Rethinking The Relevance Of Self-Deterrence, Jeffrey H. Michaels

Self-deterrence is critically understudied in deterrence theory. Similarly, deterrence practitioners prefer to focus on adversaries’ threats rather than seeking to account for the full scope of fears influencing the decision calculus of policymakers. Through historical case studies, this article identifies where self-deterrence has occurred, highlights the benefits of incorporating the concept in future strategic planning and intelligence assessments, and recommends that policymakers, strategists, and analysts acknowledge self-deterrence as an important factor when preparing for future wars.

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

Which Police Departments Make Black Lives Matter?, Robert Maranto, Wilfred Reilly, Patrick J. Wolf

Black Lives Matter (BLM) has gained support across racial lines and considerable financial backing. Yet it is unclear whether social science has responded with research likely to save Black lives. To encourage more applied research and related public discussion, we rank police departments in the 50 largest U.S. cities by their effectiveness in keeping homicides low and not taking civilian lives, while adjusting for poverty, which makes policing more difficult. We find enormous variation in police performance and offer qualitative evidence that this reflects organizational practices. We conclude with ideas for reform.

In the light of substantial police corruption and misconduct in the history of the Detroit Police force, the defense of “a few bad apples” is frequently proffered. To examine the validity of the bad apple defense, this paper examines how the DPD’s leadership and rank and file officers responded to allegations and criminal charges for police corruption under Mayor Coleman A. Young. The paper concludes that police culture played a role in law enforcement corruption and points to the importance of understanding police corruption and its causes to better address the issue.

Black people in the U.S. die at younger ages, have significantly higher rates of death from treatable medical conditions, are more likely to have late-stage breast and colon cancer diagnoses and more likely to die from these cancers, and are at higher risk for chronic illnesses compared to other racial and ethnic groups. Accessing healthcare is crucial to health and well-being; however, U.S. immigrants' use of healthcare services is far less than native-born Americans. Two interventions which have been successful in housing and maintaining housing for individuals who have serious mental illness and are classified as chronically homeless are the Housing First Model and community integration. Currently existing models of community integration were created using dated information and definitions, created from a medical model and not a social framework. Therefore, this dissertation used a phenomenological approach to define community and whether, by that definition, the participants feel integrated into the community. This included the interviewees’ experiences with Pathways to Housing DC and transitioning from homeless to housings and the Housing First Model.

This article explores the use of the diplomatic meal to confer prestige within Irish international relations between 1934 and 1940 when Éamon de Valera was both President of the Executive Council of the Irish Free State and Minister for External Affairs. It examines how state hospitality evolved under de Valera’s leadership and how de Valera used the meal to confer varying levels of prestige, indicative of rank, status and provenance, on his guests of honour at Dublin Castle. The public administration literature provides many assertions as to what causes a city manager to consider when to remain in their position or relocate to a new position. This study identified variables that impact the decisions to change cities. This research surveyed current city managers in northern Midwest states to explore which variables make a difference. The variables were categorized to include considerations about personal concerns, career motivations, and organizational contexts.
