Since its creation in 1860, the U.S. Government Printing Office (GPO) has supplied the nation’s Congress, federal agencies, and citizenry with the information they need to carry out their daily activities (Morehead 1999, 15). Through its Superintendent of Documents programs, the GPO produces and disseminates the largest volume of U.S. government publications in the world (U.S. Government Printing Office 2003).

The police community in the United States began to adopt the philosophy of community policing in the early 1970s as a solution to rising crime rates. Since that time a great many police departments have officially stated that they have embraced and practice this concept. When later studies began to question theeffectiveness of community policing in reducing crime rates, measures such as reduction of citizens' fear of crime and citizen's attitudes toward policebecame the secondary measures of success of this philosophy. The Irish Government’s Public-Private Partnership (PPP) programme of pilot projects is now reaching its conclusion and PPP has become established as a key element in the strategy for provision of public sector facilities. Compiled through a literature review as part of a PhD level research project, this paper examines organisational culture differences between the public and private sectors and assesses the potential affect of these differences on the future development of the Irish PPP programme. The nature of engagement between American campuses and communities is contested. This article is an invitation to reconsider why community-campus partnerships often look so different and have diverse and sometimes negative outcomes. Using a cultural theory approach (Thompson, Ellis, & Wildavsky, 1990) to elucidate the four main cultural frames that inform human behavior--hierarchist, individualistic, fatalistic, and egalitarian--this treatment maps these frames onto the broad terrain of community-campus partnerships. This exploration enables service-learning and other partnership building practitioners to more clearly recognize and understand the preconceptions that influence partners' approaches. This essay explores the themes of curriculum and pedagogy, as outlined by the editors of this special edition, in the context of Portland State University's institutional transformation. We elucidate select mechanisms that support curricular-community interactions, known at PSU as "community-based learning." In doing so we discuss how CBL and other civic engagement strategies relate to the disciplines, departments, and interdisciplinary work as well as how these various collaborative approaches affect pedagogy and epistemology at PSU.

The new public management (NPM) philosophy and move towards a governance approach places emphasis on the accountability of individuals, supervisors and managers relative to practice, processes and designated outcome - conformance and performance. As evidenced by Hurricane Katrina in August, 2005, disaster response efforts are hindered by a lack of coordination, poor information flows, and the inability of disaster response managers to validate and process relevant information and make decisions in a timely fashion. A number of factors contribute to current lackluster response efforts. Some are inherent to the complex, rapidly changing decision-making environments that characterize most disaster response settings. Others reflect systematic flaws in how decisions are made within the organizational hierarchies of the many agencies involved in a disaster response. With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. North American Bullfrog (Rana catesbeiana) has been one species neglected from studies. Over the past two decades, various structural modifications associated with the provision of national health and its systems have been undertaken. The preponderance of liberalization experiences have occurred in the absence of epidemiological, political, or social considerations associated with adoption and implementation. Often, financial and political manipulation by international organizations and powerful foreign governments has served as the impetus for fundamental shifts leading to an asymmetrical distribution of resources by population density, geography, and along various socio-cultural boundaries. This article presents a modeling framework that represents bus priority at signalized intersections in the context of its potential network-level and intermodal effects. The model incorporates bus priority within an intermodal dynamic traffic assignment simulation model. It dynamically assigns travelers to different modes and routes in the network according to prevailing traffic conditions, which result from applying a certain network control/bus priority scheme. The model considers changes in traffic conditions as a result of (1) drivers’ route choice adjustments due to changes in traffic signals settings and (2) modal shifts by travelers to take advantage of improved transit service. The world is experiencing dramatic fiscal reconstruction in the socialist and (former) socialist countries and of continuing and fascinating evolution of government structure elsewhere. Being one of the fastest growing economies over the past nearly three decades, China seems deeply embracing this global mantra of power devolution in her effort to energize local economy that was suffocated in the highly constricted state-planning system. Srebrenica, Bosnia-Herzegovina is recreating itself. This municipality, located in the Republic of Srpska, is the setting of the 1995 genocide, which murdered 8,000 Muslim men and boys. Destroyed by the war, this municipality is rebuilding its economy, infrastructure and civil society from scratch. Srebrenica has made a large amount of progress in the past ten years, with the help of international and local donors. These donors have contributed millions of dollars to the effort. Escaping From The Straightjacket That Baffled Houdini: An Analysis Of The Myths And Realities Of Empowering Toronto Through A City Charter, Luis Silva

This paper examines the idea that municipalities in Canada – with a specific focus on Toronto – can be legally empowered by a legislative charter to defend their autonomy from the actions of the provincial government. Case studies that analyze the political and legal relationships that selected charter cities – Saint John, Montreal, Halifax, Winnipeg, Vancouver, and Lloydminster – have with their respective province were conducted. The findings reveal that while provinces may politically treat some municipalities differently than others, no legal differentiation exists between charter cities and other municipalities with regards to protecting local self-government.

This paper examines immigrant services, practices, programs, and policies in the City of Toronto in order to provide recommendations to the City of London on how to address the six key thematic areas of settlement, employment, neighbourhood, cultural competency and access to services, social inclusion, and systemic change. Interviews with key municipal government and community organization players in both cities were conducted. The findings reveal nine recommendations in the areas of systemic change, settlement, employment, and neighbourhood to improve immigrant services, practices, programs, and policies in London.

Capital Expenditures In Metropolitan Toronto: A Comparison Of The Capital Operations And Written Literature On Capital Infrastructure For The Municipality Of Metropolitan Toronto, Caspar Hall

This paper examines whether the assertions made by key literature on capital infrastructure in Metropolitan Toronto are empirically supported based on an analysis of annual capital operations financial statements. The findings reveal that, with a few exceptions, the historical analysis of capital operations does support the assertions made by the literature on capital infrastructure.
