The purpose of this research is to assess the prospects for China's rural revitalization programs now in their initial stages of formulation and implementation. The study seeks to discover, primarily on the basis of field research in several different rural locations, what capacities and political-economic conditions seem to hold the greatest promise for success. The research was occasioned primarily by two key factors: First, China's party and government are now engaged in a massive program to create nothing less than a harmonious society, a key element of which is a "new socialist countryside." A growing body of research reveals the determinants of population health to be social, political and economic, yet health policy in the United States remains largely individualistic (Evans, Barer, & Marmor, 1994). At the same time research is revealing these structural determinants of health, measures of population health in the United States are worsening in comparison to other developed countries (Bezruchka, 2001). L’Augmentation Des Associations Dans « L’État Providence », Sara Haj-Hassan

This project sought to study the increase in associations in relation to the disengagement of the state from the social sector. The researcher used both interviews and observational methods to analyze the reasons for this increase, and the importance the associations hold in the functioning of the state. Through direct participation and personal conversations with both association employees and service-users, the researcher was able to comprehend the multiple dimensions of the topic. The researcher then goes on to relate the existence of the associations to the fundamental French values.

Today, restaurants, including all eateries that operate within New York City, as well as restaurants across the country, regularly use a rather large amount of an artery-clogging agent, commonly found within their vital ingredients. Artificial transitive fatty acid, or trans-fat as known to the consumer, is the target of the NYC Board of Health and Mental Hygiene, medical experts, and health conscious consumers, for permanent removal from all NYC restaurant menus by July 2008. This study examines how U.S. state legislative staffs conduct evaluations. The study addresses the ubiquity of state legislative program evaluation (LPE) units, the standards those units follow, the recommendations that LPE reports proffer, and the quality of the reports on several criteria. The study also addresses the feasibility of using metaevaluation to evaluate a large number of reports using solely the information contained in the reports.

The study uses metaevaluation criteria developed by combining aspects of, primarily, the Generally Accepted Government Auditing Standards (GAGAS) for performance audits, the Joint Committee's Program Evaluation Standards (PES), and, secondarily, Scriven's Key Evaluation Checklist. …

Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

The original New-Federalism agenda that emerged with the Reagan administration weakened federal programs and transferred power to states and localities. While Ronald Reagan and George Herbert Walker Bush's years were characterized by block grants and dismantling public assistance, the Clinton years will be remembered for the dismantling of AFDC. Recruiting faith-based organizations to provide social services epitomized the second Bush presidency. In this article, we demonstrate how the seeds for recruiting faith-based groups were planted before and during the Reagan years, and how two waves of devolution chipped away at our national commitment to welfare. The landscape of American policing is comprised of a myriad of police organizations, each serving a distinct function and populace. Yet, police reformers rarely recognize this and continue to disseminate 'umbrella' policy prescriptions to all policing organizations. This body of research argues that public and police administrators must take into account the nature of the organization and its constraining forces before prescribing change or initiating policy. Fiscal Conditions, Political Interests, And Service Outsourcing Decisions: The Case Of Georgia Counties, Ya Anna Ni, Zhirong Jerry Zhao

The question why a government chooses a specific service delivery tool to provide public service to its citizenry is a central intellectual inquiry in public administration. This paper develops a framework to explain the production and sector choices of public services by political-economic environment, organizational capacity, service market condition, and nature of service. Using operation and financial data of Georgia county governments during 2000-2006, we apply the framework to analyze Georgia counties’ public service outsourcing decisions, focusing on the effects of fiscal condition and political interests. This article provides a greater understanding of the contract monitoring process by identifying barriers that prevent contracted providers from using service monitoring tools properly. To evaluate barriers to proper tool use, seven case studies were conducted on early childhood programs in three communities in upstate New York. The case studies specifically focused on the reporting forms that the early childhood programs completed. Data sources included (a) interviews with government agency and contracted provider employees, (b) content analysis of key documents relating to the service monitoring tools, and (c) attendance at meetings between government agencies and contracted providers on the service …

This article explores the decision-making process nonprofit organizations use to determine whether to pursue merger or other forms of interorganizational restructuring. The research uses a case study design, analyzing four examples of interorganizational restructuring. The findings describe both the structure and the characteristics of the processes used in four cases. The research found that the decision-making processes used in the four cases had several core elements. Participants in restructuring customized decision-making processes to meet their needs, and power dynamics shaped those processes. Findings about the characteristics of the process emphasize the importance of communication and trust. How partners used power …

Police field training and evaluation programs are vital for officer development; although very little research has been conducted in this area. This study aimed to build a field training and evaluation program policy for the Turkish National Police Organization using the framework of corresponding police departments’ programs in the United States. Organizations face implementation challenges compounded by complex and interconnected public problems. In the environmental arena, the inabilities of individual organizations to resolve these problems independently are exacerbated by the scope, duration, and tremendous diversity of tasks coupled with a lack of funding. As a result, multiorganizational arrangements are created as public, private, and nonprofit organizations work together to implement policy. These relationships increase organizational capacities through the diversification of resources and expertise.

This dissertation explores the extent to which the perspective and practice of leadership by managers in the Virginia Department of Corrections (DOC) reflect the Leadership Perspectives Model (LPM), and the extent to which their perspective varies by level of management. The LPM is a model of leadership that consolidates leadership study into five distinct leadership perspectives that managers use in their understanding and practice of leadership. This study builds upon research in which the a LPM was tested and validated within a sample managers from municipal government agencies (M. R. Fairholm, 2004a, 2004b).

This article summarizes U.S. Sarbanes-Oxley Act section 404 internal control reports that reveal material weaknesses due to inadequate disaster recovery planning. According to the authors, Section 404 applies to public companies with over $75 million in public float. They advise that auditors evaluating internal control over financial reporting must consider key information technology-related risks and controls that affect financial reporting, including issues related to disaster recovery planning.

Elderly persons in long-term care settings are exceptionally vulnerable to abuse, neglect, and exploitation necessitating special protective measures by criminal justice, social services, and health care agencies. In 2006, 28.6% of Michigan households with a family member in long-term care reported that person having experienced one or more forms of abuse including physical, caretaking, verbal, emotional, neglect, sexual, and exploitation (Post, 2006). Criminal justice agencies were scrambling to identify programs aimed at reducing elder abuse in long-term care. Michigan was selected as one of seven states designated as a federal pilot test site.
