One in five Americans lives with a disability, yet this group has one of the highest unemployment rates. Over the years, many surveys have been conducted to understand the reasons for the high unemployment rate facing this group. Nearly all these studies have concentrated on the private sector, indentifying various barriers to employment including: lack of knowledge and awareness among employers, legal and safety concerns, financial issues, lack of recruitment strategies, limited social relationships among people with disabilities, potential attendance problems, and conflicting government programs. Cobb County, Georgia is a rapidly growing, upscale, suburban county in the metro-Atlanta region. However, the County lacks the ability to provide a comprehensive array of services to family members of homicide victims and other non-natural death cases. While various counseling and service programs exist in the area, there is no singular focus on the delivery of services to homicide survivors, families, and friends. The intergovernmental relationship between the federal district and the national government has been given little significance in the subject of intergovernmental relations. This purpose of this paper is to compare the intergovernmental relationship between two federal districts in the United States and Brazil. The paper begins with a definition of federalism and its key characteristics along with an explanation of the fundamental changes in the system. Slavery produced many of the negative images that continue to influence the contemporary portrayals of African American women. Financing remains one of the greatest challenges facing public parks and recreation managers in the United States. Managers are confronted with the challenge of providing more services for a growing population with dwindling public financial support (Fretwell and Frost, 2006). Adequate funding has been described as the most important factor in the delivery of recreation at the local level (Gladwell, Anderson, and Sellers, 2003). While public recreation funding originally came primarily from general tax revenues at the federal, state and local levels, shrinking appropriations over the last few decades have caused agency managers to experiment with alternative funding sources.

Existing research explains reasons why nonprofit organizations and local governments collaborate in both formal and informal partnerships to increase the volume or speed of service delivery, reduce overhead costs, and maximize the efficient use of taxpayer dollars. In this focus, the author examines two methods utilized by Cobb County government to supply funding to local nonprofit organizations. Based on interviews with department and program directors of partnering agencies, the study found that Cobb County delivers between $15 and $17 million annually to nonprofit agencies via two unique partnerships. تناولت الدراسة الممارسة الحالية لمجالات المراجعة الخارجية للأداء البيئي في السودان، حيث هدفت إلى التعرف على العلاقة بين المحددات المتعلقة بالمنشأة، والمحددات المتعلقة بمراجعي الحسابات أنفسهم، والمحددات المتعلقة بالبيئة الخارجية والتشريعات الحكومية وبين مستوى ممارسة مجالات المراجعة الخارجية في بيئة الاعمال السودانية ومن ثم تقديم بعض الإجراءات والممارسات التي يمكن أن تساهم في تطوير عملية مراجعة الأداء البيئي في السودان. ولتحقيق اهداف الدراسة تم اعداد استمارة استبيان وزعت على المراجعين الخارجيين بولاية الخرطوم حيث بلغ حجم العينة (200) مراجع خارجي. توصلت الدراسة إلى أن أبرز المحددات تمثلت في عدم اهتمام منشآت الأعمال بمراجعة الأداء البيئي والافصاح عنه في التقارير والقوائم …

This paper examines the implementation aspects of the Public Sector Accounting Board (PSAB) standard for tangible capital assets (TCA) accounting in Middlesex County. A series of interviews with treasurers who work for municipalities in the region were conducted to evaluate the success of the new policy. The findings reveal that in order for local governments to effectively implement the new accounting procedure, having the necessary resources, especially in terms of money and people, is absolutely critical.

The condition of natural resources in parks and other units of the National Park Service (NPS) is fundamental to this agency’s mission to manage park resources “unimpaired for the enjoyment of future generations.” Park managers are increasingly confronted with complex and challenging resource management issues and need a broad-based understanding of the status and trends of park resources for the long-term protection of park ecosystems. This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature. The authors argue that the focus on financial accountability had two major detrimental effects. First, programmatic accountability was reduced to secondary importance. Abstract
In this study, Miller re-analyzed acoustic bat data collected from June-August 2003 that was part of a baseline inventory of bat species in three national parks in the Lake Superior region. While the original study presented base-line data on the presence/absence of bat species in these parks, this reanalysis provides estimates of relative abundance and temporal activity of the identified species. Using a suite of recently developed acoustic analysis tools, Miller created species specific filters. According to the research, Boston could have reduced its 2010 health premiums by between 15.6 and 17.1 percent, for a savings of between $41.4 and $45.4 million by joining the state’s Group Insurance Commission, more widely known as the GIC. The City is unable to join the GIC, however, without first receiving 70% union approval, according to state law. This requirement and the associated tradeoffs involved are a major barrier to municipal participation in the GIC. A Multivariate Analysis Of State Department Travel Warnings, Basia E. Combs

This study is an empirical examination of whether the policy of issuing travel warnings is politically and/or economically motivated or rather if it is a tool of protecting nationals from harm when traveling abroad. Based on Logistic Regression analysis, results indicate that the issuance of travel warnings by the United States is in response to political turbulence and the presence of terrorism and thus is an effort to protect American citizens traveling abroad. At the same time, however, the results suggest there is a sanctioning effect that is more likely to be imposed on non-democratic states. Factors such as crime, …

A remarkable lady of incredible talent and vision, Dr. Grace Edmondson Harris had a unique experience with Virginia Commonwealth University (VCU). A native of rural Halifax County in southern Virginia, she was denied admission to graduate study at VCU (then Richmond Professional Institute), a large public university in Richmond, Virginia. Ironically, later in 1967, Dr. Harris became the first African American female faculty member in the School of Social Work at VCU and ascended the ranks to become Dean of the School of Social Work, Provost, and Acting President prior to her retirement in 1999. This study provides a greater understanding of which factors influence the effectiveness of service learning projects at improving graduate students’ professional skills. Data for this study was gathered from students in eight Master of Public Administration (MPA) courses taught during two semesters at a large state university. Younger students were more likely than older students to believe that their service learning project was helpful in improving their professional skills. We also find that students who spent more time working on a service learning project outside of class reported their projects were more helpful in improving their professional skills. In addition, …

Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …

Contracting relationships vary in the extent to which they are complete and involve formal contract specification as well as the extent to which they are based on strong relationships and rely on cooperation and trust. Where a contracting arrangement falls on these two continuums constitutes what this paper refers to as "relationship design" and is likely to impact contractor performance. We use data from a survey of child-care centers and Head Start agencies in Ohio to examine the association between the design of contracting relationships and contractor performance.
