The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

This dissertation analyzes three participatory technology assessment (pTA) projects conducted within United States federal agencies between 2014 and 2018. The field of Science and Technology Studies (STS) argues that a lack of public participation in addressing issues of science and technology in society has produced undemocratic processes of decision-making with outcomes insensitive to the daily lives of the public. There has been little work in STS, however, examining what the political pressures and administrative challenges are to improving public participation in U.S. agency decision-making processes. The main purpose of this study is to identify the key determinants of the unfunded liability (UL) for state and local public Defined Benefit (DB) pension plans. The UL is a measure of pension debt in plans across the U.S. This debt continues to rise while pension obligations to current and future retirees must also be satisfied. The UL is derived by subtracting the market value of plan assets from its accrued liabilities. If assets are less than liabilities, it signals a lack of funds set aside to cover all pension benefits and generates what is known as an unfunded …

On October 26, 2017 Oxford County became the first municipality in Canada to deploy gasoline-electric hybrid ambulances as part of their Community Sustainability Plan aimed at reducing greenhouse gas emissions and promoting low-carbon transportation. The Oxford solution utilizes aftermarket hybrid electric-gasoline propulsion systems that leverage two primary technologies: regenerative braking, which uses the inertia of the vehicle to store energy in a battery cell during deceleration; and acceleration assist, which uses this stored energy to assist propulsion of the vehicle during acceleration events and thereby reduces gasoline consumption and carbon dioxide emissions. This research project explores the career ambitions of local politicians to seek office at higher levels of government. Testing theories from existing political ambition research in other jurisdictions, the paper explores factors of political ambition in Ontario through a survey of first-time local councillors and an archival study of past multi-level political careers. Success in politics can follow many paths, but results from the survey indicate that councillors who were younger, male, extraverted, and involved in partisan political activities were more likely to have ambitions for higher office. Transparency also enables a better accounting of elected officials by the public, but this accounting depends on having rules in place and someone responsible for enforcing those rules.
