The purpose of this research is to analyze the use of the public train usage in Central Florida to determine the feasibility of high-speed rail usage in the future. This study will be split into parts and expanded upon. The first part will observe rider perspective, values, and issues regarding rail transportation as is available in Central Florida. In further installations, which will be conducted separately from this thesis, there will be an analysis of the providers of rail transportation. Veterans’ treatment courts (VTCs) are problem-solving courts created to address the specific treatment needs of veteran defendants. Consistent with general strain theory, the stressors of military service can lead to negative emotions that have been linked to criminality. Despite the favorable results of studies on the efficacy of VTCs to reduce recidivism, participation is voluntary, and not all eligible candidates elect to participate. Over the past 50 years, there have been numerous lawsuits regarding religion and government. However, there has been little analysis of invocation practices. Other case studies examined invocations of one agency which identified the actions and phrases that led to claims of establishing religion. Therefore, city councils lacked direction to avoid invocation litigation and ensure public participation. Emergency dispatchers in the United States are exposed to traumatic events, which may lead to a staffing shortage. Though it is well-established that decreased job satisfaction increases turnover intentions, little research investigates whether trauma impacts these constructs. Therefore, this quantitative non-experimental study was focused on whether education was a protective factor against posttraumatic stress disorder (PTSD) and whether trauma moderated the relationship between job satisfaction and turnover intention among emergency dispatchers. Conflict exists between the use of FRT for safety and security measures and its possible violation of the First, Fourth, and Fourteenth Amendments. Black men in the United States have been disproportionately removed from the lives of their families by means of incarceration for generations. Aggressive drug laws, racist policing strategies, and sentence disparities are contributing factors. The purpose of this qualitative phenomenological study was to examine how formerly incarcerated Black males perceived their incarceration affected the children they left behind while incarcerated. The volunteer fire service in the United States is experiencing a decline, presenting the opportunity to study factors impacting current and former volunteer firefighters' ability to serve. A qualitative case study of volunteer fire service organizations in southern New Jersey and eastern Pennsylvania was undertaken through semi-structured interviews with 13 volunteer fire service members to understand this phenomenon. The findings of this study reveal that volunteer firefighters balance their time commitments through prioritization and self-regulation. Public policies that limit assessment increases have created a system where more valuable homes are taxed at lower rates than less valuable homes. This tax regressivity is found not only between neighborhoods but also within neighborhoods such that lower-value homes in wealthier areas are also taxed at higher rates. AbstractNonprofit organizations (NPOs) do not have a mandated requirement for implementing the Sarbanes-Oxley Act (SOX) of 2002; however, small Chicago NPOs had voluntarily implemented SOX provisions. The passage of SOX impacted the manner in which NPOs govern, provide disclosures, and audit their records. It was not known what the experiences, including facilitators or barriers, had been in that effort. The accountability mechanism theory by Ostrower and Stone provided the framework for this study. This dissertation explores how various types of disasters affect the financial behaviors of local governments, interacting with public managerial decisions, intergovernmental aid, and community-context effects. The first essay examines whether 1) disaster aid distribution is associated with social vulnerability indicators of affected counties given the same level of disaster damage, and 2) ethnic representativeness of the Federal Emergency Management Agency (FEMA) workforce increases policy benefits in terms of disaster relief funds for counties with a higher level of vulnerability related to minority status. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

Between the 1960s and the 1990s, dozens of programs and organizations arose throughout the United States designed to bring peaceful resolutions to emerging community disputes, following in the conceptual footsteps of the federal Community Relations Service.
