Do you have issues quantifying the success of your scholarly communication programs? Many CSUs not only struggle with how to properly fund and staff scholarly communication programs, but also how to show their value. Sacramento State and San Jose State received an IMLS National Forum grant in 2019 to determine how similar public institutions were assessing their scholarly communication programs. In our multi-phased grant project, we used the University of Central Florida’s Research Lifecycle (https://library.ucf.edu/about/departments/scholarly-communication/overview-research-lifecycle/ ) as a framing document for all the multi-faceted services that scholarly communication encompasses. This research aimed to explore the profile of the top Indonesian institutions based on the Scimago Institutions Rankings (SIR) 2021 and to clarify whether there was any consistency among the SIR, the Scopus, and the SINTA profile of the top Indonesian institutions. The authors considered a desk study through a bibliometric analysis. All data were extracted from Scimago, Scopus, and SINTA database. The top 25 institutions (including 29 universities with a double in some rank positions) from Indonesia in the SIR 2021 were analyzed their profile at the end of April 2021. EarthArXiv is a preprint service for the Earth sciences — a web-based system that enables open access publishing of non peer-reviewed scholarly manuscripts before publication in a peer-reviewed journal. In this presentation, we provide analytics on the usage of EarthArXiv across a number of sub-disciplines of Earth science. Data indicate that the service in general is growing, but with submission rates varying amongst discipline. The trend of the preprint-to-postprint ratio for each discipline also provides insight into how the various Earth science communities are using the service. Transformative agreement (TA) is an umbrella term used to describe contracts between institutions and publishers intended to transform the current, primarily subscription-based, journal publishing model to a fully open access (OA) model. The idea originated in a 2015 white paper from the Max Planck Digital Library (MPDL), which posited that the current level of investment ($10 billion worldwide) is sufficient to fund the transformation to OA within existing publishing structures: a system in which 60% of the market is controlled by five publishers who maintain excessive profit margins.

Quick Pivots: Maintaining An Agile Approach To Outreach During An Evolving Crisis, Holly M. Surbaugh

As the University of New Mexico responded to the coronavirus pandemic during the spring and summer of 2020, the University Libraries piloted enhanced virtual outreach initiatives, including an online event series and scaled-up social media activity. The Summer of Sci Fi (SoSF) consisted of three Zoom-facilitated programs that offered fun activities designed to engage a socially distanced campus community while highlighting various library resources. Numerous “quick pivots” were necessary to accommodate unpredictable circumstances throughout the pilot implementation. This experience has demonstrated the advantages of approaching outreach with an agile stance, particularly during a crisis.

Open peer review is one way to improve the practice. It can shorten the time between manuscript submission and publication, hold reviewers accountable for their work, make more apparent the hidden labor of reviewing and editing, allow for collaborative discourse between authors and reviewers, and more. [Purpose/significance]Due to various problems found in current government data quality,it is necessary to build an effective quality evaluation index for government data.[Method/process]Literature on government data were comprehensively analyzed,and the indicators for data quality evaluation were identified,and clustered into three dimensions.Then the weights of each dimension and indicator were determined with AHP method.[Result/conclusion]An evaluation indicator system for government data quality that includes three dimensions of data source,data set and data environment and 15 indicators including reliability,normalization,authenticity,accuracy,and adaptability has been constructed.Its usability was tested with the open government data of Shanghai and Zhejiang province. Since 2017, ORCID outreach at the University of Nevada, Las Vegas has stagnated due to insufficient staffing. A new librarian was tasked in early 2020 with facilitating new ORCID campus outreach and education with campus researchers. We propose and evaluate generative models for case law citation networks that account for legal authority, subject relevance, and time decay. Since Common Law systems rely heavily on citations to precedent, case law citation networks present a special type of citation graph which existing models do not adequately reproduce. We describe a general framework for simulating node and edge generation processes in such networks, including a procedure for simulating case subjects, and experiment with four methods of modelling subject relevance: using subject similarity as linear features, as fitness coefficients, constraining the citable graph by subject, and computing subject-sensitive PageRank scores. …
