This paper explores fugitive slave advertisements from the pages of the New Orleans Argus in 1828. As the main repository for runaway slave advertisements in New Orleans at the time, the Argus played a critical role in policing and surveillance of the city’s enslaved population just as New Orleans was becoming the largest slave market in the South. Using the Argus as well as historians’ accounts of the city, this thesis argues that as the market in enslaved people grew, slave owners depended upon local jailers in tandem with papers like the Argus, to police the enslaved population. The present study examines the effectiveness of a game-based mobile technology application Kahoot on the motivation and language competency of high school student learning Chinese as a second language, and the relationship among student motivation, learning strategy use, and language competency in such a technology-facilitated classroom. Data was collected using pre and post surveys from a class of 18 students taught by a teacher candidate in a Chinese teaching licensure program at a state university. A lack of academic persistence contributes to lower workforce participation rates among Black Americans, which leads to lower national productivity and unrealized personal prosperity. The meatpacking industry has drawn an increasing number of immigrants to the Midwestern community of Washington River from Mexico and Central America, making it a New Latino Diaspora (NLD) receiving community. Demographic change amidst the sociopolitical landscape of neoliberalism, declining civic engagement, and polarized partisan politics has forced interaction between longstanding residents and newcomers who are socially, culturally, and linguistically different. Historically marginalized groups have sought to claim rights—especially since Donald Trump’s election in 2016—resulting in a deeper fissure of the social landscape.

The purpose of this study was to investigate and identify possible relationships between academic achievement, as measured by high school graduation rate and ACT composite scores of individual school districts within the state of Tennessee, and the per-pupil expenditure of each district. Research was conducted to determine whether a significant difference existed in academic achievement measures (high school graduation rate, ACT composite score) among school districts in the state of Tennessee that were classified as above average, average, and below average in relation to their per-pupil expenditure (PPE) in the 2013-2014, 2014-2015, and 2015-16 school years.
