A comparison of the Elementary and Secondary Education Act (ESEA) of 1965 and the Improving America’s Schools Act (IASA) of 1994 within the time period they were written in, and contextualizing them historically to discuss their failures and successes. This thesis will examine how they were shaped on a national level by politicians and political activists to create a more equitable system so that funding was beneficial to all students. Education policy formed itself to funding and student achievement as achievement was what determined funding.

First introduced in 1875, Blaine Amendments restrict private, parochial schools from utilizing publicly acquired funds. While the federally proposed Blaine Amendment died on the Senate floor, 37 states have adopted constitutional language that limits and/or bars religious schools from receiving public funds. Fraught with bigotry and labeled as discriminatory, such measures have not gone without challenge and the judicial system has delivered numerous decisions on funding public and private schools. However, jurisprudence reveals significant shifts in court decisions over time. Through analysis of Supreme Court cases from Everson v. Board of Education (1947) to Espinoza v. The University of Minnesota 4-H Engineering Design Challenge program is an experiential learning opportunity in which youth work with adult volunteers to create Rube Goldberg influenced machines to address real-world issues. The program components are designed to help youth develop STEM work skills using an Engineering Design Process, increase interest in STEM content knowledge, and explore STEM career interests/aspirations. Evaluation indicates a majority of participants learn the engineering design process, principles of mechanical engineering, teamwork, public speaking, and problem solving. Programmatic outcomes and supports provide for the successful replication, adaptation, and implementation in both formal and non-formal learning environments.

This thesis is an examination of the barriers to education homeless youth may be faced with both before and after the COVID-19 pandemic. Using past literature, this paper will focus on three main barriers homeless students may have faced before the pandemic. In this article, we describe efforts to reduce barriers of entry to pre-college engineering in a rural community by training local teens to become maker-mentors and staff a mobile makerspace in their community. We bring a communities of practice frame to our inquiry, focusing on inbound and peripheral learning and identity trajectories as a mechanism for representing the maker-mentor experience. Through a longitudinal case study, we traced the individual trajectories of five maker-mentors over two years. We found a collection of interrelated factors present in those students who maintained inbound trajectories and those who remained on the periphery. Our research …

Empowering Teens To Make A Difference In Their At-Risk Community, Lisa Rothenburger, Alayne Torretta

When identifying problems and creating solutions that support the community culture of health, youths provide a unique perspective. This article describes how staff from Somerset County, NJ 4-H partnered with staff from Middle Earth, an at-risk youth service provider, to organize a group of teens who identified and implemented projects that affect the health and wellness of their community of Bound Brook, NJ.  Extension professionals can replicate a sustainable and synergistic youth-adult partnership by creating the opportunities, making the initial connections within the community, and following the 4-H club model to ensure teens experience the essential elements.

Ongoing educational reforms and the accountability movement in public education can pose significant challenges for teachers as they strive to meet a critical, social-justice vision for the social studies. Teachers’ continued professional growth and learning are viewed as the main factors towards achieving this goal; however, quite often the long-term impact of professional development goes unexplored. This qualitative case study explores the impact of an arts-based professional development program called InsideART on social studies teachers’ decisions for curriculum development and instruction. Student Evaluations Of Instructor Email Response Speed As Chronemic Expectancy Violations, Nicholas T. Tatum

Instructional communication researchers have begun exploring the effects of instructor email response speed on student evaluations of their instructor. To date, researchers have concluded that faster response times result in more favorable evaluations. To extend this line of research, this experiment explores student evaluations of instructor response speed through the lens of expectancy violations theory, arguing that eliciting positive evaluations is not just about responding quickly, but rather, responding more quickly than students expect. Results indicated that positive violations of instructor email response speed are evaluated more favorably than negative chronemic violations in terms of instructor credibility and relational closeness. …
