Early Childhood Education
There is strong evidence supporting early childhood education (ECE) programmes as an effective way to support children to have the best start in life, especially for the most disadvantaged children. When high‐quality programmes are established – where quality is assured, and barriers to participation eliminated – large positive effects are observed that are sustained into adulthood. Indeed, substantial positive returns on public investment in ECE programmes are reported. When low‐quality programmes are taken to scale in the market, however, smaller effects or no effects are observed. This is attributed to failure to get quality right. And when quality is too …

This document provides a summary of research exploring the systems, policies, and school-level practices that have supported learning continuity in Asia during and after the COVID-19 pandemic. Based on a review of policy documents on COVID-19 responses in Asia and a deep dive analysis of system and school-level responses in the Philippines and the Kyrgyz Republic, the findings from this study provide policymakers and education stakeholders with evidence of promising practices that could be leveraged to support learning recovery and education system resilience. The International Civic and Citizenship Education Study (ICCS) investigates the preparation of young people to undertake their roles as citizens. It gathers and analyzes data from representative national samples on students’ conceptual knowledge and understanding of civics and citizenship, as well as their attitudes to, and engagement with, aspects of civics and citizenship. ICCS builds on a succession of IEA studies in this field dating back to 1971, and especially since 2009. Owen Kiernan was born on March 9, 1914, in Randolph, Massachusetts. Kiernan graduated from Bridgewater State University in 1935 (known then as Bridgewater State Teachers College) and went on to get his masters at Boston University and his Doctorate at Harvard. Kiernan participated in baseball and basketball while at Bridgewater State and was inducted into the school’s Athletic Hall of Fame in 1989. After graduating from Bridgewater State in 1935, Kiernan kept a strong connection to the school for the rest of his life.
Kiernan became the Massachusetts Commissioner of Education in 1957. He would stay in that role until …

The global learning crisis is driving a focus on improving learning. Teacher development and improving teaching quality, is therefore at the heart of many education systems’ policies and programs. The Teacher Development Multi-Year Studies were initiated by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to provide evidence on the impact of its investments in teacher development and how they can be more effective.
