Universalizing Primary Education In Sierra Leone: Promises And Pitfalls On The Path To Equity, Grace Pai

What barriers remain in the progress towards achieving Universal Primary Education (UPE), and how does the UPE agenda affect out-of-school children? Through a mixture of historical, quantitative and qualitative methods of analysis, this study examines these questions using the developing context of Sierra Leone as a case study.

Findings from over 100 interviews show that first of all, the most salient barrier that prevents children from participating in primary school is the fact that school is not free de facto in spite of the national abolishment of primary school fees in 2004. This study finds that by prioritizing universal development programmes instead of employing a conflict-sensitive approach rooted in attending to the specific inequities present in Sierra Leone, the current education system is ignoring the needs and desires of certain subpopulations of youth. Specifically, although the state has been very successful in increasing overall access to basic education for both boys and girls in rural Sierra Leone, the current focus on improving the quality of academic education has sidelined the growth of technical and vocational education that many youth desire. Instead, sectors such as tertiary education are prioritized above all else.

The Monitoring Trends in Educational Growth (MTEG) program aims to achieve the breadth and rigour of large-scale international surveys while also addressing the unique needs and context of Afghanistan. The MTEG program will provide an ongoing measure of students’ educational progress at key stages of learning: middle primary school (Class 3), towards the end of primary school (Class 6), and towards the end of compulsory secondary schooling (Class 9). The OECD is planning to enhance existing PISA assessment instruments in reading, mathematics and science so that they will be more suitable to the context of developing countries. The main purpose of this paper is to identify the main technical issues associated with this aim. The paper reports detailed analysis of the existing PISA item pool and its suitability for countries which have students of average limited capacity. Dominant discourses on professional development for teachers internationally are increasingly geared to the priority of ensuring individual teachers are meeting prescribed standards-based performance benchmarks which we call ‘performativities’ in this paper. While this intent is invariably played out in individualised performance management meetings and ‘fly by’ professional development workshops, our research into a NZ primary school discovered a counter-movement at work rejecting imposed standards and preoccupations with instrumental performativites and replacing these with teacher co-constructed and contextualised capacity matrices immersed within an ‘open’ and ‘seeing’ professional learning culture of support. The lack of research about the Karen—one of 135 ethnic groups from Myanmar—limits literacy educators charged with educating this refugee population in public schools. In this case study the authors explore the literacy practices of Karen families when at school and in their homes and within an ESL family literacy program. The case of these refugee families and their experiences are analyzed within a sociocultural theoretical framework along with a focus on literacy adaptation through the lenses of crosscultural studies, adult and language teachers involved in literacy practices, and literacy studies. This study explores Swedish education agents’ perspectives of the community college system in the United States, their experiences in marketing community colleges in Sweden, and the factors that may lead to or prohibit the success in recruiting Swedish students for U.S. community colleges. The American Association of Colleges and Universities (AACU) has termed our century “The New Global Century” and begun touting the importance of internationalization and global learning outcomes as a necessity in the post-9/11 era. These outcomes suggest students should be immersed in an unprecedented level of intercultural difference and rest on an assumption that student success is contingent upon students’ ability to navigate intercultural difference. Institutions across the country have embraced strategic interventions designed to support intercultural exchange and learning. In this paper we would like to discuss how it is being received in the Zhejiang Province in China, as an example of its promise and potential to influence early childhood reform. It has been prepared to help inform the development of a population definition and sampling framework that will be used in the British Council Global English research project.
