There is an increase interest in exploring the provision of Treatment Foster Care for adjudicated youth. Achieving timely legal permanency for children placed in out-of-home care due to abuse or neglect is one of the primary goals set forth by the state of Minnesota and the Department of Human Services. In recent years some counties have failed to achieve the percentage of finalized permanency cases at the targeted time intervals required by the state. A comprehensive review of one county was conducted of the 49 cases reaching permanency during 2011 and 2012 to determine if there is a correlation between certain demographic factors and/or key court dates on the length of time to achieve permanency.

An evaluation was conducted of the Re-Education philosophy, current practices of individual and group therapy, skills training, and psychoeducation for Level IV special education students diagnosed with an emotional behavioral disorder and/or mental health diagnosis. An assessment of current evidenced based practices for school-based mental health services was integrated. This provided the foundation for recommendations that are congruent with the Re-Education philosophy and for an evaluation tool to measure student success in learning and comprehending the skills curriculums.

Our segregated medical and mental health care system misses opportunities for early detection of physical disease. Missed opportunities lead to increased costs. Colorado’s Medicaid health plan estimates that an integrated health program will reduce costs for patients with psychiatric disorders by 10%. The cost of doing nothing may exceed $300 billion per year in the United States (NCCBH, 2010). The purpose of this Capstone project is to critically examine existing models of Integrated Primary and Mental Health care. These models will then be evaluated to identify those most compatible with rural communities in Southern Minnesota.

Successful collaborations take effort. This study analyzed the process followed by 20 groups of diverse professions that were brought together to solve a community health problem. To this goal a four part model of conflict was adapted and used to understand how conflict emerged, was managed or resolved. The model allowed for the identification of five routes to conflict. Conflict was either averted or managed constructively by most of the groups and a set of productive behaviors is associated with this ability.
