Assessment Limitations And The Disparate Impact Of Tax Policy On Minoritized Communities, Michael Fouassier

Public policies that limit assessment increases have created a system where more valuable homes are taxed at lower rates than less valuable homes. This tax regressivity is found not only between neighborhoods but also within neighborhoods such that lower-value homes in wealthier areas are also taxed at higher rates. The research presented in this dissertation, just one line of inquiry that adds to the ongoing discussion of tax equity, provides evidence that minoritized communities will not experience the greatest benefits of assessment caps. Research exploring the relationships among trauma survivors is largely non-existent. This study aimed to explore the effects of relationships among individuals with a shared experience of sexual trauma within the group therapeutic context of sexual assault support groups. This study sought to examine the potential buffering and supportive effects of social support between sexual assault survivors, while also exploring the potential negative effects of shared trauma that may occur from the potentially triggering nature of seeking support from other sexual assault survivors. Interpretative Phenomenological Analysis: Exploring the Lived Experiences of African-American City/County Managers and the Impact of Mentoring on the Profession

Literature regarding African-American City/County manager's experiences in local governments is limited, and any available resources primarily focus on the profession. An interpretative phenomenological analysis was used to explore the experiences of African-American city/county managers from their viewpoints. Grounded in Critical Race Theory, this investigative research attempted to shed light on the lived experiences of Black City/County managers pursuing their professional goals to lead a municipal organization. The study also aimed to understand the impact mentoring has on the profession.

Campus sexual assault has been recognized as one of the most pressing issues on college campuses and an epidemic across the U.S. The purpose of this study is to explore perceived prosocial behavior change of one bystander intervention training in two different modalities: synchronous virtual via Zoom and asynchronous online training via a learning management system (LMS). Almost half of the 79.5 million forcibly displaced persons worldwide are youth under the age of 18, including refugees. Refugee youth face deliberate threats across all migration stages including violence, abuse, exploitation, poor living conditions, limited or no access to healthcare and education, interrupted family structure, and discrimination. Noteworthy, school psychologists who practice in host countries face new challenges as these diverse youth enroll in public schools. Privately owned water is the primary source of drinking water for 43 million Americans. Although residential or private wells are susceptible to a variety of contaminants, the Safe Drinking Water Act of 1974 positions individuals as responsible for the testing, remediation, and management of this water. Despite the elevated presence of arsenic in Maine, which is linked to various cancers, cardiovascular disease, and neurological damage, little is known about how private well owners perceive the safety and quality of their own water.

In an effort to mitigate the impacts of the Covid-19 public health emergency, throughout 2020 and into 2021 novel public health emergency programs were initiated, including a variety of federal, state, and local ‘moratoriums’ on residential evictions for nonpayment of rent. As the moratoria began to sunset, additional ‘post-pandemic’ eviction diversion and tenant protection programs were created to buffer the ‘tsunami’ of evictions that were expected.

Oregon’s eviction diversion program, the so-called ‘safe harbor period’ for nonpayment eviction cases, was put into place in July 2021 to maintain some protections for tenants after the state moratorium on nonpayment evictions ended. …

Executive Summary This report, prepared by Portland State University’s Homelessness Research and Action Collaborative (PSU-HRAC) at the request of Oregon Housing and Community Services, provides estimates of people experiencing sheltered and unsheltered homelessness in 2021 at the state, county, and Continuum of Care (CoC) levels. Trends and demographics are also analyzed at those levels to the extent possible given the limitations of available data.

Racism, institutional racism, racial bias, discrimination, and microaggressions have existed in our country since its inception. One way to work to overcome these is by growing allyship and having allies who are willing to speak up and stand beside marginalized groups. การศึกษาเรื่อง ผู้ก่อการร้ายหญิง : ปัญหาและแนวทางการแก้ไข เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษามูลเหตุ จูงใจ บทบาท และกระบวนการในการที่ผู้หญิงเข้าไปมีส่วนร่วมในการก่อการร้าย ตลอดจนแสวงหาแนวทางในการป้องกันและแก้ไขปัญหา ผลจากการวิจัยพบว่า มูลเหตุจูงใจในการก่อการร้ายของผู้หญิงสามารถแบ่งเป็นสองส่วนหลัก ได้แก่ ส่วนที่เป็นปัจจัยดึงดูด อันเป็นปัจจัยจากฝั่งกลุ่มก่อการร้าย ได้แก่ กระบวนการชักชวนและจัดหาที่มีประสิทธิภาพ ประกอบกับความมีบารมีและความดึงดูดของผู้นำกลุ่มก่อการร้ายและส่วนที่เป็นปัจจัยผลักดัน อันเป็นปัจจัยที่มาจากแรงกระตุ้นของฝั่งผู้หญิงเอง ได้แก่ อารมณ์ส่วนตัว ศาสนา และการเมือง จนนำไปสู่การเข้าสู่กระบวนการโดยสมัครใจเพื่อไปมีส่วนร่วมในการก่อการร้าย โดยในต่างประเทศผู้หญิงมีทั้งบทบาทหลักในการก่อเหตุ และบทบาทสนับสนุน อาทิ การทำหน้าที่เป็นแม่ ภรรยา และจัดหาสมาชิก เป็นต้น ซึ่งมักถูกชักจูงผ่านช่องทางออนไลน์เป็นหลัก ขณะที่บางส่วนที่ไม่สมัครใจก็จะตกเป็นเหยื่อเพื่อแสวงประโยชน์ของกลุ่มก่อการร้าย ในส่วนของประเทศไทยนั้น การก่อการร้ายถูกชี้นำไปในพื้นที่จังหวัดชายแดนภาคใต้ ซึ่งผู้หญิงจะมีบทบาทในการสนับสนุนกลุ่มก่อความไม่สงบ อาทิ การทำหน้าที่ปฐมพยาบาล และการหารายได้ เป็นต้น โดยถูกชักจูงจากคนในครอบครัวและคนใกล้ตัว ประกอบกับการซึมซับข้อมูลและเรื่องเล่าต่าง ๆ ผ่านประสบการณ์จากการอาศัยอยู่ในพื้นที่เป็นเวลานาน และเนื่องจากผู้หญิงเข้าไปมีส่วนร่วมในการก่อการร้ายในบทบาทต่าง ๆ อันเป็นฟันเฟืองหนึ่งที่ขับเคลื่อนให้เกิดการก่อการร้ายในหลายพื้นที่ทั่วโลก ประชาคมระหว่างประเทศรวมทั้งประเทศไทยจึงได้มีการกำหนดนโยบายที่เกี่ยวข้องในการต่อต้านการก่อการร้ายทั้งในภาพรวมและในมิติของผู้หญิงในการก่อการร้ายเป็นการเฉพาะ อย่างไรก็ดี ยังพบว่าหลายประเทศทั่วโลกยังคงเผชิญกับภัยคุกคามจากการก่อการร้ายจวบจนปัจจุบัน เช่นเดียวกับประเทศไทยที่ปัญหาการก่อความไม่สงบในจังหวัดชายแดนภาคใต้ยังคงดำเนินต่อเนื่องเรื่อยมาหลายทศวรรษ ผู้วิจัยจึงได้เสนอแนะให้มีการปรับปรุงนโยบาย การเพิ่มมาตรการป้องกันในระดับปฏิบัติ ตลอดจนการนำทฤษฎีทางอาชญาวิทยาและแนวทางการป้องกันจากต่างประเทศที่ได้ศึกษาไว้ มาเป็นกรอบในการจัดทำแนวทางในการป้องกันและแก้ไขทั้งในระดับนโยบายและระดับปฏิบัติการที่สอดคล้องกับบริบทของไทย

การศึกษาเรื่องนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการฟอกเขียวด้วยการซื้อขายคาร์บอนเครดิต ศึกษาความสัมพันธ์ของการฟอกเขียวด้วยการซื้อขายคาร์บอนเครดิต และศึกษาทัศนคติของประชาชนเกี่ยวกับการฟอกเขียวด้วยการซื้อขายคาร์บอนเครดิต เป็นการวิจัยแบบผสมผสาน (Mixed method) การวิจัยเชิงปริมาณ เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม โดยวิธีการเก็บข้อมูลกับกลุ่มตัวอย่าง จำนวน 400 คน ในจังหวัดเชียงราย เชียงใหม่ กรุงเทพมหานคร สมุทรสาคร ตราด และสุราษฎร์ธานี และการวิจัยเชิงคุณภาพด้วยการวิจัยเชิงเอกสาร 10 ปีย้อนหลัง พ.ศ. 2556 - 2566 และใช้เทคนิคการสัมภาษณ์แบบเจาะลึก ผู้ให้ข้อมูลสำคัญ จำนวน 15 คน ในหน่วยงานที่เกี่ยวข้องกับคาร์บอนเครดิต นักวิชาการและผู้เชี่ยวชาญ องค์กรไม่แสวงหากำไร ผลการศึกษาพบว่า การซื้อขายคาร์บอนเครดิตสามารถบรรเทาปัญหาภาวะโลกร้อน ก่อให้เกิดโครงการเพื่อสิ่งแวดล้อม และนำไปสู่การลงทุนรูปแบบใหม่ที่เป็นมิตรต่อสิ่งแวดล้อม ทั้งนี้การซื้อขายคาร์บอนเครดิตไม่ได้เป็นอาชญากรรมในตัวเอง หากแต่มีการใช้เป็นเครื่องมือกระทำความผิดและนำไปสู่การฟอกเขียว การฟอกเขียวด้วยการซื้อขายคาร์บอนเครดิต ประกอบด้วย 6 องค์ประกอบ 1) ผู้กระทำ 2) กิจกรรมการฟอกเขียว 3) ฟอกเขียวด้วยกลไกคาร์บอน 4) เป้าหมาย 5) ผลกระทบ 6) กระทำด้วยเจตนา โดยผู้กระทำการฟอกเขียว ประกอบด้วย 1) บุคคลธรรมดา มีลักษณะอาชญากรคอปกขาว 2) นิติบุคคล มีลักษณะอาชญากรรมที่กระทำโดยบริษัทหรือธุรกิจองค์กร 3) รัฐ ที่เกี่ยวข้องกับอุบัติเหตุจากความประมาทจากการประกาศนโยบายของรัฐ หรือการดำเนินการผิดพลาดที่นำไปสู่การทุจริตคอร์รัปชัน การฟอกเขียวด้วยการซื้อขายคาร์บอนเครดิตสามารถเกิดใน 3 รูปแบบ ได้แก่ การใช้ช่องโหว่ของกระบวนการซื้อขายคาร์บอนเครดิต การพึ่งพาการชดเชยมากเกินไป และการใช้กลไกการทำธุรกรรมของกลไกคาร์บอน ความสัมพันธ์ของการฟอกเขียวด้วยการซื้อขายคาร์บอนเครดิต จำแนกเป็น 2 ลักษณะคือ การซื้อขายคาร์บอนเครดิตช่วยบรรเทาปัญหาภาวะโลกร้อน และการซื้อขายคาร์บอนเครดิตนำไปสู่ปัญหาสังคม 2 ลักษณะ ได้แก่ เป็นเครื่องมือการฟอกเขียว และ ก่อให้เกิดอาชญากรรมรูปแบบใหม่ในลักษณะห่วงโซ่อาชญากรรม ได้แก่ การฉ้อโกงประชาชน อาชญากรรมสิ่งแวดล้อม อาชญากรรมคอปกขาว อาชญากรรมทางเศรษฐกิจ อาชญากรรมไซเบอร์ การฉ้อโกงภาษี และการฟอกเงิน จากการศึกษาทัศนคติของประชาชนเกี่ยวกับการฟอกเขียวด้วยการซื้อขายคาร์บอนเครดิตปรากฎว่า มีความสัมพันธ์กับการบรรเทาปัญหาภาวะโลกร้อน โครงการเพื่อสิ่งแวดล้อม และการลงทุนที่เป็นมิตรต่อสิ่งแวดล้อมในระดับน้อย มีความสัมพันธ์กับไม่ช่วยลดการปล่อยก๊าซเรือนกระจก …

The objective of this thesis is to recognize the critical work being done by the women in two Sister-led organizations, Talitha Kum, and Network. Throughout this thesis, I make note of how the actions of these groups of nuns align with several values attributed to spiritual activism. Simultaneously, I discuss the complications that arise from doing social justice work within the confines of an institution that has perpetuated settler colonialism and white supremacy. Who Are You Protecting?: A Feminist Analysis Of Gay And Trans Panic Defense Bans, How They Are Defined, And Who They Protect, Tyler S. Sesker

As of April 2022, sixteen U.S. states ban Gay panic and Trans panic criminal defenses. These state-law prohibitions stemmed from several high-profile murder trials, focusing on the identity of the decedent, including the killings of Matthew Shepard and Latisha King. Between 1970 and 2020, criminal defenses interrogating the gender identity or sexual identity of victims of violence were used at least 104 times, with nearly a third of those cases resulting in reduced criminal charges and penalties. Ely and Meyerson’s gendered organizations framework reconceptualizes traditional gender differences defined by biology and lack of structural opportunities, to a complex set of social relations in the workplace. We apply this framework to second-generation gender bias to further understand impediments to women’s career progression in the public sector workplace. In-depth interviews of state-level administrators in U.S. public sector agencies indicate that “narratives” perpetuate second-generation gender bias that is deeply ingrained in organizational practices and policies, especially for women and women of color. This framework can be applied to future studies examining the gendered nature of organizations in different workplace settings. …

Does Democracy Justify Zoning?, Michael Lewyn

One common argument for restrictive zoning is that zoning is more democratic than allowing landowners to build what they please. This article critiques that claim, suggesting that free markets are equally democratic because they allow for self-rule. Moreover, zoning is less democratic than other forms of government decisionmaking, because zoning hearings are often sparsely attended, and commenters at public meetings are unrepresentative of the public as a whole.
