Multilevel Governance: Framing The Integration Of Top-Down And Bottom-Up Policymaking, George C. Homsy, Zhilin Liu, Mildred E. Warner

Public Administration Faculty Scholarship

Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

In collaboration with the National Park Service, the University of Wyoming Ruckelshaus Institute of Environment and Natural Resources and the Wyoming Natural Diversity Database completed the Natural Resource Condition Assessment (NRCA) for Scotts Bluff National Monument (NM). The purpose of the NRCA is to provide park leaders and resource managers with information on resource conditions to support near-term planning and management, long-term strategic planning, and effective science communication to decision-makers and the public.

Public administration scholars accept that public service values guide administrators’ behavior. This guidance also derives from social and cultural values that motivate administrators’ individual attitudes. A part of the field recognizes that public servants play an active role during the implementation process through their daily use of discretion. Nevertheless, public administrators’ values and attitudes are rarely linked to policy implementation and organizational performance. In consequence, public policy evaluation seldom considers the role of values and attitudes of those implementing policy.

While communities in the United States are already experiencing the effects of climate change, scientists project that sea level rise, increased precipitation, and record-breaking extreme weather events will devastate vulnerable regions in the following decades. The absence of federal strategies for climate change adaptation leaves state and city governments with broad discretion to undertake climate change adaptation measures. Yet cities may be unable to adapt to climate change without external assistance, particularly in states where the state leadership has not recognized the need to provide political and financial support to local governments. This report describes research undertaken by the Center for Social & Demographic Research on Aging within the Gerontology Institute at the University of Massachusetts Boston, on behalf of the Bedford Council on Aging (COA), to investigate the needs, interests, preferences, and opinions of Bedford’s population of residents who are age 55 and older. The contents of this report are meant to inform the Bedford COA, and other municipal entities, for the purposes of planning and coordination of services, but also to build awareness about issues facing the Town of Bedford’s senior residents.

From unprecedented rainfall and flooding from Hurricane Harvey in Houston, Texas, to ravaging wildfires and devastating mudslides near Santa Barbara, California, cities across the U.S. are grappling with how to better prepare for and recover from catastrophic natural disasters. There has been a significant amount of attention refocused on problems surrounding police and communities of color. The most consistent remedy identified has been reforming police departments, which is an organizational-level solution. However, only minimal strides have been made in empirical research to understand the organizational correlates associated with police-community relations. Thus, this research investigated the impact that police departments’ organizational and managerial characteristics have on police-community relations.

The key contributions of this research to the literature are three-fold. First, a composite indicator of police-community relations was developed by compiling a large nationwide dataset of local police-departments. This multidimensional indicator …

Public bureaucracy finds itself in a strange place at the intersection of political science and public administration. Political science finds that, within representative democracy, discretion granted to bureaucrats threatens the nature of democracy by subverting politicians who represent the will of the people – bureaucracy vs democracy. At the same time, public administration holds that, in the interest of promoting democracy, bureaucracy should be objective in its implementation of policy in a way that eliminates the influence of politics from decision-making – politics vs bureaucracy. Metoposaurids are Late Triassic temnospondyls that are abundant components of freshwater deposi- tional settings. Although metoposaurids are represented by hundreds of specimens in collections around the world, the vast majority pertain to large-bodied, relatively mature individuals, and as a result, the early stages of ontogeny are still poorly characterised. Small-bodied metoposaurids from North America have traditionally been assigned to Apachesaurus gregorii, interpreted as a diminutive taxon, but this interpretation has not been rigorously tested. Here we provide a morphological description of two new small-bodied metoposaurid specimens from Petrified Forest National Park, AZ, USA. Both provide various anatomical details that improve …

Outbreaks of coral diseases continue to reduce global coral populations. In the Caribbean, yellow band is a severe and wide-spread disease that commonly affects corals of the Orbicella spp. complex, significantly impeding coral reproduction, and hindering the natural recovery of Orbicella spp. populations. Caribbean yellow-band disease (CYBD) lesions may be severe, and often result in the complete loss of coral tissue. The slow spread of CYBD, however, provides an opportunity to test methods to mitigate the disease. We evaluate the extent to which Caribbeans and African Americans share racial
identity and racial consciousness. Our argument states Caribbeans will assimilate with African Americans depending on whether they were bam in the U.S. and if they mostly lived in the United States while growing up. We also contend that society treats Caribbeans as if they are African Americans, and therefore, Caribbeans align themselves with African Americans. Using the 2004 National Politics Study, we find that self-reported U.S.-bom Caribbeans are more like African Americans in terms of racial identity and racial consciousness than Caribbeans not
bom in the United States. …

It is a seldom-discussed fact that English-speakers in America enjoy a quality of health care that is not necessarily afforded to non-native speakers receiving care at the same facilities. Policy regarding what is required of health institutions in terms of translation services is exceedingly vague, and implementation of this policy is inconsistent. This lack of guidance makes it possible for many patients needing interpreters to fall through the cracks. This project will examine current policy guiding interpretive services in the U.S., and will recommend more specific guidelines that would improve quality of care for limited English proficiency individuals. Abstract

Prior to 2014, bat research at Devils Tower National Monument (DETO) focused on bats present during the summer months. Biologists at DETO assumed local bats were strictly summer residents due to the presumed lack of typical habitat features associated with bat hibernation, such as caves and mines. This lack of traditional hibernacula features at DETO discouraged staff and research cooperators from studying winter bat populations. Despite the earlier assumption that bats were unlikely to hibernate on the monument, DETO documented significant winter bat activity through passive winter acoustic monitoring. This report presents the results of vegetation monitoring efforts in 2017 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the seventh year of field work conducted by NGPN at AGFO.

In 2017, crew members from NGPN visited six long-term plant community monitoring (PCM) plots and NGPFire visited eight additional PCM and fire plant community monitoring (FPCM) plots to collect data on the plant communities at AGFO. Drawing on Boyer’s scholarship of teaching, we propose that public affairs education could be conceptualized as not just including the education of current students but also the education of public affairs practitioners throughout their careers. To explore knowledge diffusion from academics to public affairs practitioners, we conducted 40 phone interviews with county human resources (HR) directors in New York and North Carolina and examined the extent to which this population directly used academic resources. Oregon’s Senate Bill 90 (SB90), signed into law and effective as of July 1, 2017, requires the Oregon Office of the State Chief Information Officer (OSCIO) to draft a proposal for an Oregon Cybersecurity Center of Excellence (CCoE). SB90 specifies that the CCoE must include information sharing and incident response support functions, and liaise and participate in cybersecurity initiatives nationwide; the Center also bears responsibility for drafting both a Cybersecurity Strategy and Cyber Disruption Response Plan. With the U.S. federal government stepping away from climate change, a number of cities have indicated that they will continue efforts to reduce greenhouse gas emissions. Broad statistical analysis and case studies of larger and often progressive cities have provided some insight into what drives local governments to act on climate change mitigation. However, the vast majority of U.S. municipalities, most of them small, do nothing. Understanding what might drive smaller, poorer, and less progressive places is important if local governments are expected to take the lead on this global commons issue. Following the entry into force of the Paris Agreement in November 2016, governments around the world are now expected to turn their nationally determined contributions into concrete climate policies. Given the global public good nature of climate change mitigation and the important cross-country differences in marginal abatement costs, distributing mitigation efforts across countries could substantially lower the overall cost of implementing climate policy. However, abating emissions abroad instead of domestically may face important political and popular resistance.
