Collaborative governance is the process of public, private, and non-profit sectors jointly developing solutions to public problems.

This process—convening people from different sectors to work together on a shared issue—can yield the best solutions to public problems. Research and experience show that solutions created in a collaborative governance process are “better informed, stronger in concept and content, and more likely to be implemented,” according to Terry Amsler, Director of the Collaborative Governance Initiative.

These solutions go beyond what any one sector could achieve on its own. They are more lasting and effective than solutions from traditional approaches. They are more …

Following a decade in which Medicare operated as the leading ‘change agent’ within the US health care system, the private sector rose to the fore in the mid 1990s. The failure of President Clinton’s attempt at comprehensive, public sector-led reform left managed care as the solution for cost control. And for a period it worked, largely because managed care organizations were able to both squeeze payments to selective networks of medical providers and significantly reduce inpatient hospital stays. The collection represents a 30-year effort to document graphically the 19th and early 20th century history of the Senate, the Capitol, and American political history. Food has been the driving preoccupation of humans since the dawn of evolution. Exactly when food processing began and when the original hunter-gatherers settled down to develop agriculture-or even the question of which of these occurred first-remain issues of scholarly pursuit and debate. It is clear, however, that these events occurred millennia before the advent of recorded history; therefore, we must rely on largely adventitious discoveries of archeological artifacts to advance our developing knowledge of these events.

Betting On Democracy: Electoral Ritual In The Philippine Presidential Campaign, Filomeno V. Aguilar Jr

This article ofers an analysis of the ritual character of Philippine elections for national positions, particularly for the presidency. It is argued that the structuring of the electoral complex is akin to a ritual, specifically, a ritualized gamble or game of chance. The cultural figuration of elections is traced to long-term historical processes. The broad insights on Filipino political culture are supported as well as expanded by data collected by the lnstitute of Philippine Culture (PC), Ateneo de Manila University, from sixteen focus group discussions conducted nationwide before national elections were held on 10 May 2004.

Information technology almost became the savior for Hong Kong in the process of recovering from the Asian financial crisis immediately after the Handover. The claims to establish and further the development of information technology were made against a certain perception of Hong Kong, in which the place in past decades had indulged in the wrong direction of labour-intensive, cut-throat production in the manufacturing industries and bubble-like speculation in the real-estate sector, and against a certain vision of the future, with more and more competition in the age of globalization, neo-liberal economies, and so on.

There has been an abundance of written work on the historic fight for black political equality in southern urban areas. However, almost no scholarly work exists on the fight for black political equality in the rapidly expanding southern suburbs. This article analyzes the rise of the black population and its fight for political representation on the local governing board in Henrico County, a large suburb of Richmond, Virginia. The article details the increase in the black population in Henrico County from 1950 to 2000 and provides a descriptive analysis how black plaintiffs used the Voting Rights Act in a redistricting …

This paper examines the role of the ICMA in promoting performance measurement during the years of Clarence Ridley’s administration. Clarence Ridley received his Ph.D. at Syracuse University in 1927 and soon, thereafter, became the executive director of the ICMA. His Ph.D. topic constitutes the first book specifically focused on performance measurement. It differs from other performance measurement literature of that era in that it is more instrumental and oriented towards management objectives and standards. In contrast, earlier literature, such as that of Charles Beard or William Munro, provided significant consideration to the performance of government as a political entity. This …
