Easily Overstated: Estimating The Relationship Between State Justice Policy Environments And Falling Rates Of Youth Confinement, Douglas N. Evans, Gina Moreno, Kevin T. Wolff, Jeffrey A. Butts

Researchers used state-level data on youth justice policies and practices to explore the association between state policy environments and recent changes in the use of residential placements for adjudicated youth (i.e., confinement). The study assigned a score to each of the 50 states based on the extent to which their youth justice policy environments could be considered "progressive" as opposed to punitive or regressive. Using data from the National Center for Juvenile Justice's compendium of justice system characteristics, "Juvenile Justice, Geography, Policy, Practice & Statistics" (JJGPS), the research team created an index that accounts for 16 policies that are more …

Poetic Representation of Immigrant Bengali Women from Queens, New York: A Qualitative Exploration of Narrative in Relation to Physical and Cultural Migration is a qualitative poetic inquiry and collaborative creative writing project. Five participants were interviewed and invited to engage in a collaborative writing process with the themes of immigration, cultural negotiation, and oral family history. All participants identified as college-educated Bengali women with a connection to Queens, New York, as well as being an immigrant or relative of an immigrant in the United States. Policy debates about gun violence often focus on cities. This data bit showed how 33 states in the U.S. compare regarding gun violence rates, demonstrated how gun violence rates are not an issue exclusive to cities, and tested whether states conform to the conventional narrative of "urban gun violence."

In an attempt to assist local jurisdictions with violence prevention, the U.S. Department of Justice and other federal agencies launched the National Forum on Youth Violence Prevention in 2010. More than a dozen cities participated in the National Forum, collaborating to increase the effectiveness of their local strategies for reducing youth violence. The Department of Justice asked John Jay College of Criminal Justice to monitor and assess the outcomes of the National Forum beginning in 2011. The study investigated the accomplishments and perceptions of the leadership networks in each city.

In 2012, the Research and Evaluation Center at John Jay College began to publish the results of an assessment conducted between Summer 2011 and Summer 2012. The project conducted surveys and measured the effectiveness of the National Forum on Youth Violence Prevention. In 2016, with the support of the Office of Juvenile Justice and Delinquency Prevention, the research team tracked perceptions and opinions in each community involved in the National Forum on Youth Violence Prevention.

The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. Researchers, scholars, and policymakers interested in the falling rate of violent crime in New York City (NYC) have attempted to pinpoint causes of the welcome trend. Discovering the causes of the city’s crime drop may lead to important lessons for the city itself and may influence policy and practice throughout the state, nation, and perhaps other countries. Researchers have suggested a host of mechanisms that may explain the dramatic decline in violence, but two factors—misdemeanor policing and the transformation of drug markets—continue to receive the most attention. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.

Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth. This paper examines the role of the ICMA in promoting performance measurement during the years of Clarence Ridley’s administration. Clarence Ridley received his Ph.D. at Syracuse University in 1927 and soon, thereafter, became the executive director of the ICMA. His Ph.D. topic constitutes the first book specifically focused on performance measurement. It differs from other performance measurement literature of that era in that it is more instrumental and oriented towards management objectives and standards. In contrast, earlier literature, such as that of Charles Beard or William Munro, provided significant consideration to the performance of government as a political entity. This …
