The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. Core symptoms of Autism Spectrum Disorders (ASD) include deficits in social/communicative behaviors, and repetitive/stereotyped behaviors. Mouse models are a highly established paradigm used to study the phenotypic deficits that result from various inducible genotypic or environmental risk factors for ASD. Previous studies have demonstrated a link between maternal immune activation (MIA) and ASD-like behaviors in mouse models. In this model, the maternal immune system is activated during pregnancy by injecting the viral mimic poly(I:C). The resulting offspring are phenotyped and analyzed with regards to their communicative behaviors.

Bosnia-Herzegovina, a country recently torn apart by ethnic violence in the 1990s, remains standing yet has struggled for the past two decades to materialize dynamic reform from political corruption and has failed to progress to a more stabilized society. Matters of ethnic divisions, political corruption, and economic underdevelopment all contribute to a deadlocked society vulnerable to further destabilization. The Dayton Peace Agreement produced an environment fit to maintain political corruption with elite entrenchment and governmental deadlock that continues to freeze the county in 1995 and inhibits true ethnic reconciliation. The purpose of this descriptive case study was to conduct a policy analysis regarding electronic communication between educators and students in three rural East Texas school districts. The policy analysis for each district began with the initial implementation of teacher communication via electronic sources provided by the districts. The focus of the study was limited specifically to the policy regulating nonschool related, electronic communication by educators with students. In 2016, Marcia Lieberman, a local group coordinator for Amnesty International, USA, was expelled by the board of directors for speaking out publicly against the new Policy on the Decriminalization of Sex Work. Amnesty used a little-known rule that prohibits a member from publicly opposing a position that Amnesty has taken. Lieberman writes about her experience and her view that Amnesty violated its fundamental principle of protecting free speech to silence her dissent.

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. In every state and U.S. Territory, there is a University Center for Developmental Disabilities (UCEDD), which is part of the state Developmental Disabilities network and an Independent Living (IL) Network, composed of Centers for Independent Living and Statewide Independent Living Councils. Each of these receive federal funding (and frequently state funding) to support people with disabilities and their families. However, each has different federal funding sources, different origins within federal legislation and different requirements. The overarching aim of this dissertation was to examine the extent to which the Catholic Church is still a significant public policy actor in 35 economically developed democracies. The research design used in this project draws on three distinct approaches, each addressing a different puzzle but when integrated together they provide an answer to the main question. Taken together these three approaches show that the Catholic Church continues to be an important political institution with considerable influence even in economically developed democracies.

Early American conservation efforts consisted primarily of the federal government seizing large swaths of land in the largely unpopulated western frontiers, away from more concentrated populations, and placing them under federal protection. While many of these became National Parks, to visit them was still mostly available only to the upper class, and they often seemed more like investments in to-be-cultivated land than sincere efforts at environmental conservation. This study investigates the apparent threat assessment priorities of potential risks to safety in the school environment in the United States and whether stakeholders in Florida private schools that serve exceptional students agree with the priority given to specific identified potential threats. Faculty and staff, high school students, and the students’ parents and guardians at four Florida private schools for exceptional students rated their perceptions of the severity and likelihood of occurrence of nine potential threats identified in a review of federal and Florida state school safety laws and national and state government surveys of incident occurrences.
