How White Supremacy Travels Through Time: Anti-Literacy Laws, Dei Bans, And The Issue Of Black Self-Determination In Public Health., Nicole V. Ford

This dissertation used a qualitative policy content analysis (PCA) of historical anti-literacy laws and modern DEI bans to answer two research questions: What is the connection between anti-literacy laws and DEI bans? How do anti-literacy laws and DEI bans create an environment that maintains white supremacy? A PCA exercise informed the analysis of historical anti-literacy laws in South Carolina (1834), Georgia (1829), North Carolina (1830), Louisiana (1830), Virginia (1831), and Alabama (1833) and modern DEI bans in Texas (2023), Alabama (2024), and Florida (2023) to find the connection between the laws. Coproduction, or the interaction of citizens with their public service provider, has been used in policy responses to a myriad of service delivery problems, especially policing. This dissertation uses a three-manuscript approach to revisit coproduction both as a theory and a practice. The first manuscript tracks the evolution of coproduction as a theory from three different disciplines: economics, urban theory, and public administration. In addressing the three disciplines, the manuscript explains what broadly united the coproduction literature and the differences that hindered the early development of the concept. In Need Of A Hero? The Creation And Use Of The Legend Of General George S. Patton, Jr., Nathan Curtis Jones

During WWII, General George Patton became the hero Americans needed through the creation of a self-crafted brand and with help from journalists. After Patton’s death, opportunists forwarded a legend narrative that developed into a collective memory that morphed over time to meet contemporary challenges. Stakeholders of that collective memory commemorated and memorialized the dead hero for monetary and political gain, to promote patriotism, make military doctrinal changes, and even promote peace. Today, this collective memory has potential for the U.S. Army as it transforms civilians into soldiers and officers. This study contributes to history and memory studies by linking representations …

The purpose of this descriptive case study was to conduct a policy analysis regarding electronic communication between educators and students in three rural East Texas school districts. The policy analysis for each district began with the initial implementation of teacher communication via electronic sources provided by the districts. The focus of the study was limited specifically to the policy regulating nonschool related, electronic communication by educators with students. The challenge faced by school districts to embrace technology with one-to-one classrooms, virtual classrooms, constant connectivity, school texting applications, and open availability to teachers via email, complicates restrictions placed on non-school related …

Contemporary evaluations of accredited planning education performance have eschewed the principles and methodologies of formal program evaluation and performance management. This dissertation tests hypotheses that this contributes to the lack of social equity and justice commitment, content, and inquiry on the part of accredited graduate planning degree programs, their clients, and administrators. The organizations, resources, and processes involved in the purveyance of accredited graduate planning education were conceptualized as a singular, evaluable program and illustrated in a series of program logic models. Failing public high schools are a perpetual limitation to community sustainability. Conversely, economically disadvantaged communities more often produce schools with reduced academic performance. Unfortunately, comprehensive community-based remedies are generally outside the scope of a school district's control. Social disorganization theory attributes variations in crime and delinquency to a breakdown in communal structure and relationships. Applied in a similar manner, social disorganization has also been associated with lower student achievement. A Phenomenological Study Of Anticipated Intimacy And Sexual Expression Needs Of Aging Male And Female Baby Boomers., Charles Shawn Oak

The purpose of this study was to understand the phenomenon of how heterosexual Baby Boomers define and understand intimacy, sexual expression, along expectations and desires relating to their respective expressions across the lifespan through their individual experiences and reflections. A set of guiding questions were used in a hermeneutic phenomenological qualitative research design. Data was gathered from thirteen subjects (n=13) using the Rappaport Time Line (RTL) that was used to develop individualized semi-structured interviews and follow-up interviews that were professionally transcribed. These were coded to identify emergent themes. Results of the study provided insight into the phenomenon of how heterosexual …
