Countries in the Global South have been receiving billions of dollars annually in humanitarian and development aid for the past half-century. But they still remain poor, marginalized, and on the periphery in spite of this massive influx of money into the region. Many would argue that this very aid is in fact working to maintain the economic hierarchies responsible for their poverty. Through the lens of Dependency Theory, I analyze this apparent failure of the International Development Industry in the context of Nicaragua. At the same time, the Intermountain West region (which includes Arizona, Colorado, Idaho, New Mexico, Nevada, and Utah) possesses a unique confluence of world-class innovation assets; varied energy resources; and unparalleled opportunities to build out next-generation energy systems. To that end, the brief proposes that the federal government begin constructing a distributed Intermountain West network of federally-funded, commercialization-oriented, broadly collaborative energy research and innovation centers. Edwin E. Witte was a Professor of Economics at the University of Wisconsin and Chairman of the Committee on Economic Security, which oversaw the drafting of the original Social Security Act. Witte is generally acknowledged as the principal author of the Social Security legislation as it went to Congress. In later years, he consulted on the National Labor Relations Act and continued to teach and supervise Ph.D. students.

The National Environmental Policy Act of 1960 (NEPA) initiated the study and practice of environmental impact analysis. Upon passage, NEPA transformed the process in which the federal government plans, seeks input on, and documents major projects of environmental significance. While NEPA has surely affected project-level incremental actions, its rational comprehensive mandate as expressed in Title II of the statute has remained largely unfulfilled. Neglect of Title II has occurred as a result of broad language in NEPA that is difficult for federal judges to interpret and administrators to implement. Many of today's challenging environmental problems, to the point of manifesting themselves on a scale that has global, political consequences, likely result from long-term evolutionary developmental processes. The degree to which humans can manage the evolution of these problems remains an open question. Faced with such challenges, since the mid 1980s, an increasing number of scholars have developed other forms of management, in particular, adaptive management. Scholars suggest that improving the performance of adaptive management requires that environmental problems be understood as 'complex', open, evolving systems of interacting social and environmental subsystems. Positive youth development could be an effective framework for designing general interventions for young offenders. Such a framework would encourage youth justice systems to focus on protective factors and risk factors, strengths, problems, and broader efforts to facilitate successful transitions to adulthood for justice-involved youth. The positive youth development approach supports youth in successfully transitioning from adolescence to early adulthood by encouraging young people to develop useful skills and competencies and build stronger connections with pro-social peers, families, and communities (Butts, Mayer, & Ruth, & Ruth, 2005).
