Teaming Up For Safer Cities: A Report From The Implementation Assessment Of The National Forum On Youth Violence Prevention (2012), Jeffrey A. Butts, Caterina Gouvis Roman, Kathleen A. Tomberg

The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. Utah has become an unlikely leader in regional planning through a voluntary partnership of key leaders, agencies, local government, and the general public. Given that regional planning efforts around the nation have generally evoked strong reactions from residents concerned about losing local control, the success of Envision Utah—the organization that emerged as a key driver of regional planning in Utah—in building a consensus around regional growth management holds lessons for other regions.

I conducted my research for this paper during a three-­‐week internship at the Pat Finucane Center in Derry. I gathered evidence from a series of declassified British government documents provided to me by the center. I focus my study on the British government’s attitude towards sectarian assassinations, particularly committed by loyalist paramilitaries, in the first part of the 1970’s. I examine the issues of responding to international pressure, framing the problem, evaluating security force effectiveness, and screening strategies. I find that in the public sphere, the British government hid information to downplay the severity of loyalist-­‐led murder campaigns and instigated …

Researchers, scholars, and policymakers interested in the falling rate of violent crime in New York City (NYC) have attempted to pinpoint causes of the welcome trend. Discovering the causes of the city’s crime drop may lead to important lessons for the city itself and may influence policy and practice throughout the state, nation, and perhaps other countries. Researchers have suggested a host of mechanisms that may explain the dramatic decline in violence, but two factors—misdemeanor policing and the transformation of drug markets—continue to receive the most attention. In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). A research framework, or construct, provides researchers with generally accepted guidelines to organize scholarly efforts and foster methodological rigor. Over time, many qualitative research frameworks have become fully vetted and recognized, including action research, grounded theory, and phenomenology, among many others. The Policy Research Construct has also evolved over the last decade into a refined framework for use in qualitative and mixed method studies. This paper continues to define the PRC and includes a meta-review of multiple applications of the PRC to examine policy-related research questions, as well as organizational change and program effectiveness research.

Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism. Either we must go against the social grain, and perhaps our own intuitions, by insisting that a criminal offense carry the same penalty or punishment no matter how many previous convictions an offender has accrued; or we must find a way to justify the recidivist premium.
